Biography
Born December 21, 1969 in Kazan.

In 2001-2006 held the position of head of the department, later - head of the department of the Ministry of Construction, Architecture and Housing and Communal Services of the Republic of Tatarstan.
In 2006-2011 worked as Deputy Director of the Center for Economic and Social Research of the Republic of Tatarstan under the Cabinet of Ministers of the region.
In 2011, she was Deputy Director of the Department of Budget Policy and Methodology of the Ministry of Finance of the Russian Federation for seven months. In the same year, she was appointed director of the Department of Information Resources of this department.
From 2011 to 2019, she served as Director of the Department of Information Technologies in the field of state and municipal finance management and information support of the budget process in the Ministry of Finance.
In 2022, leaving the post of chairman of the Federal Compulsory Health Insurance Fund (MHIF).
2020: Chairman of the MHIF
On March 13, Prime Minister Mikhail Mishustin signed an order appointing Elena Chernyakova to the post of chairman of the Federal Compulsory Health Insurance Fund (MHIF). The corresponding order was published on the website of the Cabinet.
At the same time, Mishustin dismissed Natalia Stadchenko, the previous chairman of the MHIF, and appointed her deputy head of the Federal Medical and Biological Agency.
The day before her appointment to the new post, Elena Chernyakova appeared on the list of 50 officials responsible for digital transformation in federal authorities and candidates for these positions, which was first published on the government's website. She was also listed as the director of the IT department in the field of state and municipal finance management and information support of the budget process of the Ministry of Finance.
2022: Deputy Head of Rosstat
In April 2022, Elena Chernyakova was appointed deputy head of Rosstat.
2024: Dismissal from Rosstat
In mid-October 2024, the Prime Minister Mikhail Mishustin signed an order on the departure of Elena Chernyakova from the post of deputy head. The Rosstat document says that the dismissal occurred at the request of Chernyakova herself.
In Rosstat, Chernyakova was responsible for the issues of digital transformation of the department and interaction with authorities for the exchange of administrative data. In addition, she was engaged in the development of mechanisms for electronic collection of statistical reporting, simplifying the interaction of respondents with Rosstat, as well as improving the regulatory framework.
Elena Chernyakova was engaged in the implementation of the Rosstat digital transformation strategy - a program that is valid until the end of 2024. The document, as reported in it, is aimed at ensuring the provision of high-quality and up-to-date statistical information necessary for effective management, informed decision-making and economic policy formation. Also, as part of the strategy, it is planned to introduce a modern Rosstat information platform, integrated with all information systems of departments, and switch to digital data collection channels, including in terms of sample surveys and censuses.
RBC, citing its sources, wrote that Elena Chernyakova was considered as the main candidate for the post of acting head of the state service after the appointment of Pavel Malkov as acting governor of the Ryazan region.[1]

In 2004, she was awarded the Certificate of Honor of the Ministry of Construction and Housing - Public Utilities of the Republic of Tatarstan.
In 2005 she was awarded the Medal "In memory of the 1000th anniversary of Kazan."
In 2006, she was awarded the Honorary Title "Honored Economist of the Republic of Tatarstan."
