From January 1, 2025, the federal state information system of the forest complex (FGIS LK) will begin to work on a federal scale, ensuring the digitalization of the entire forest complex management system. Its main functionality is the maintenance of the state forest register in electronic form, as a result of which reliable data on forests, forest plots, their use and protection should be obtained, and the quality of industry services should be improved. There is not much time left before the launch of the FGIS LK, but a number of problems remain unresolved, and one of the most acute is the provision of high-quality data in the system.
At a meeting in the Federation Council on October 24 dedicated to FGIS LK, the head of Rosleskhoz Ivan Sovetov noted that from January 1, 2025, the state forest register will be kept in the system not on paper, but in electronic form at the federal level, and all public services will have to be provided exclusively with the help of FGIS LK. The most massive of the services is the filing of forest declarations, all types of reports, extracts from the state forest register. Also in the system will be all contracts of forest plots - lease, purchase and sale, etc., and wood will be recorded.
According to Sovetnikov, the main questions about the system, including on the basis of feedback from the regions, are related to the quality of the data that is loaded into it. Sometimes there are comments about why to rush, you first need to reconcile the data, and then you can work with it.

As an example, the official cited the Moscow region, where they took data from various sources, including the USRN, loaded into the system, "were horrified by the number of contradictions, errors, shifts," and for "some year and a half" globally cleaned the data. There are some nuances left, but all this now works. It will also be done in forestry, added Ivan Sovetov.
As of October, the system has loaded data on 99.8% of the borders of forestries and 98.5% of forest areas, but it still has to be replenished with other data. Alexey Sobolev, an expert at the FGIS LK, noted that the most difficult thing is the loading of forest removal characteristics. Now they are 60% represented in the system. Information about contracts, forest plots, etc. is also uploaded.

He added that at the time of loading the old data, a number of controls were removed so that data could be loaded even with incomplete characteristics.
As of October, there are 13 public services through the system, all regions of the Russian Federation are connected to it, which is about 5.7 thousand users from the executive authorities of the constituent entities of the Russian Federation and more than 15 thousand forest users. Many are actively introduced to the system. At the same time, three regions testing the system for two years have already managed to work closely in pilot mode with FGIS LK. One of them is the Arkhangelsk region.
In theIrina Panasechkina, Deputy Minister of Natural Resources and Timber Industry of the Arkhangelsk Region, talking about the region's experience in introducing and using FGIS LK, also paid special attention to data issues. In March 2024, the region completed loading the largest and largest layer - retrospective data.
According to the deputy minister, now the problem of the lack of synchronization between the USRN and the state forest register is especially acute: you have to manually transfer data from the USRN to the state forest register, which is very costly.
2023: GIS translation to Gostech
On July 18, 2023, it became known that the Federal Forestry Agency of Russia (Rosleskhoz) allocated an additional 1.27 billion rubles for the creation of a super-scale federal state information system for the forest complex (FGIS LK). It plans to deploy it completely on a single digital platform "Gostech."
According to CNews, we are talking about the implementation of the second and third phases of the project. The creation of the first stage of the system started at the beginning of 2022: almost 2 billion rubles were allocated for these works. The winner of the tender was Edwansed Transformation Consulting LLC. The formed system of the forest complex is designed to "take into account reliable, systematized information about forests, about their use, protection, protection, reproduction, about wood and transactions with it, as well as to use it as the main tool for developing and implementing effective state policy in the field of forestry."
It is said that the complete transfer of FGIS LC to the Gostech platform should be implemented during the second phase of the project - with the exception of special software provided for in Part 6 of Article 19 of the RF LC installed on users' mobile devices. All work must be completed by December 31, 2023.
It is noted that by the end of 2023, the FGIS LK will work in 63 regions of Russia. The first pilot subjects were the Arkhangelsk, Moscow and Ulyanovsk regions. Then another 10 will join them in October 2023, in November and December of the same year - 20 and 30, respectively. Forest regions with large volumes of harvesting, developed timber industry will be connected during the first quarter of 2024. In general, according to CNews, the implementation of the project will cost more than 3 billion rubles.[1]
2022: Completion of the first stage of the FGIS forest complex
The Federal Forestry Agency, together with technology partner AT Consulting, completed the first stage of the project to create the Federal State Information System of the forest complex. This was announced on July 22, 2022 by representatives of AT Consulting.
The FGIS LC is developed in accordance with Parts 2 and 7 of Article 93.1 of the Forest Code of Russia in order to maintain the State Forest Register, provide government agencies and local governments, individuals and legal entities with reliable information necessary to carry out activities in the field of use, protection, protection, reproduction of forests, processing wood and other forest resources, as well as to ensure traceability of wood. Test operation of the system starts in early 2023.

The FGIS LK is being created as part of the general digitalization of the forestry of Russia, which involves a gradual transition from paper documents to digital data, the introduction of registry models, and the rejection of duplicate and unnecessary information.
The system consolidates all industry data and will become the basis for the implementation of public services and functions in the field of forestry.
