The automated information system "State Forest Register" (AIS GLR) is a system for collecting documented information on the state of forestry, designed to provide state authorities with accurate and complete information in order to increase the efficiency of decision-making on forest management.

2023: Launch of a new unified forest state register

At the end of August 2023, Prime Minister Mikhail Mishustin signed a decree approving the launch of the updated state forest register. It will display data on forestry, information on wood, transactions with it and its processing products, information on storage points for harvested wood and forest processing facilities. Also, the register will contain forest maps, analytical information and other information.

According to the press service of the Cabinet, the register building will allow state bodies to receive prompt and reliable information on the state and use of forests, effectively plan and carry out measures for the protection, protection and reproduction of forests and forestry. The signed decree is necessary to implement the provisions of the Forest Code, which will enter into force on January 1, 2025, the government emphasized. The register will function on the basis of the created federal state information system of the forest complex, the operator of which is Rosleskhoz.

Mishustin approved the launch of the updated state forest register

The unified state forest register in pilot mode will work in three regions of the Russian Federation from September 1, 2023, said Deputy Prime Minister Victoria Abramchenko. These are the Moscow, Arkhangelsk and Ulyanovsk regions. By the end of 2023, 60 more Russian subjects will join them, she said.

2019: "State Forest Register" fails to fulfill its purpose

On January 22, 2019, it became known that the automated information system "State Forest Register" is actually not used as a single software product, the Accounts Chamber approves following the results of two inspections of state forest management. In this regard, the regions in the process of drawing up forest plans use irrelevant data on the forest fund. Hence the risks that they inefficiently spend the subventions they are given.

At the same time, 185 million rubles were spent on the creation and maintenance of the State Forest Registry. Federal budget funds, the supervisory authority notes. The auditors of the chamber came to the conclusion that there is no unified forest fund accounting system where reliable information about its quantity, quality and value would be presented in Russia.

The State Register of Real Estate (USRN) also lacks fairly complete and objective data on forest plots. As a result, there is a danger of alienation of forest lands into lands of other categories. The USRN and the State Forest Register contain unequal information about the forest area of ​ ​ Russia - the difference is almost 300 million hectares. This mismatch is caused, among other things, by the fact that the boundaries of forest plots are not indicated in the real estate register.

At the board of the Accounts Chamber, the Deputy Minister of Natural Resources and Ecology proposed a solution to the problem of accounting for forest resources. According to him, the powers of forest management should be transferred from the regional to the federal level.

AIS GLR architecture

AIS GLR is the basis of the Unified Automated Information System (UAIS) of the forest complex created by Rosleshoz, a link between all other systems.

As of April 2013, the AIS GLR architecture includes three levels:

• level of forestry,
• regional level,
• federal level

The system is designed so that at any of the three levels you can see all the necessary information on the area of ​ ​ responsibility, aggregate data from the lower levels and generate summary reports. At the lower level of the system, the level of forestry, primary data is downloaded from the forester's AWS, while each specialist enters the system under a unique password, and the system monitors the introduction of changes and their authorship.

Automated control of correctness and completeness of the information entered into the accounting and summary forms of the Register is provided, data is uploaded to the level of the executive authority of the constituent entity of the Russian Federation in the field of forest relations.

At the regional level, data from forestries are processed to obtain summary registry forms, form a given set of analytical forms, and upload data for transfer to the federal level.

As documents are entered, changes occurring in forests (dislocation and volumes of logging, losses from forest fires and other natural disasters, forest restoration work and other forestry measures) are monitored at the Rosleshoz level, data are processed and summarized, a given set of analytical forms is formed - reports, certificates, extracts.

Also at the federal level is the functional core of the system, which is responsible for organizing the storage, processing and use of the collected information and includes a module for filling out forms of primary documents, a module for synchronizing data between databases of all levels of the system, a module for integrating the system with existing information systems and a module for importing primary information.

About the Registry

The State Forest Register is a systematic set of documented information on forests, their use, protection, protection, reproduction, forestry and forest parks. The state forest register contains documented information:

1) on the composition of forest lands, the composition of lands of other categories on which forests are located;

2) on forestry, forest parks, their forest areas and forest allocation;

3) on protective forests, about their categories, about operational forests, about reserve forests;

4) on special protective areas of forests, on zones with special conditions for the use of territories;

5) on forest plots;

6) on quantitative, qualitative, economic characteristics of forests and forest resources;

7) on the use, protection, protection, reproduction of forests, including forest seed production;

8) on the provision of forests to citizens, legal entities.

First stage

On April 8, 2013, Technoserv announced the completion of the first stage of the project to create an automated information system "State Forest Register" for the Federal Forestry Agency (Rosleshoz).

Volume

Contracts with Technoserv for the performance of work were signed according to the results of open tenders, the total cost of work according to state contracts is about 170 million rubles.

"The introduction of the AIS" State Forest Register "made it possible to ensure the entry into a single system of documented information in 1,500 forestries throughout the country. For the first time in the forestry of Russia, a single database of primary documents on the state of forestry appeared. As a result, when analyzing and making decisions on the development of forestry, Rosleskhoz can now work not only with reporting documents containing summary data, but also analyze the situation up to the primary document. At the same time, the relevance of information increases, since documents will be entered into the system as they are received, the volume of reporting will be minimized, since part of the reports will be generated in the system automatically based on the entered primary data. At the same time, the quality of information is improved due to numerous controls and checks at the stage of data entry and coordination. AIS GLR today is the most important industry system that ensures the methodological unity of accounting, a common database of credentials on a national scale. And at the same time, it became the first system to work up to the level of forestry. Despite a huge layer of methodological, organizational and technological issues that had to be solved when creating the system, repeated changes in the legal and methodological base, a consortium of performers consisting of Technoserv, the general contractor of the project, FSUE Roslesinforg and AC Concept successfully implemented this large-scale and complex project in a short time. Decision

At the first stage, the contractor developed a technical project for AIS GLR and created a layout of the system software demonstrating the main design solutions. These works required the description and development of business processes for the maintenance of HLR, which are presented in the form of functional diagrams in the technical project for AIS HLR, as well as the development and approval of country-wide reporting and consolidated forms of the Register for 4 main blocks: forests and forest resources, forest use, forest protection and protection, forest reproduction.

The next stage was the development and testing of the system software. AIS testing of the state forest register was carried out in FSUE Roslesinforg and in pilot regions - the Khanty-Mansi Autonomous Okrug, the Republic of Tatarstan and the Kirov Region. After finalizing the software based on the results of testing and development of working and operational documentation for the system, all regions were provided with an interface for entering data into the system, as well as training of specialists of all levels and checking the technical connectivity of all regions. Also, within the framework of the Technoserv project, a complex of a mobile forester's AWS was developed and tested, which in the future will allow entering data into the system directly in the forest.
