Gostekh explained what Gosmarket is and why it is needed
On September 2 ,# npa = 131116 , a draft Government of the Russian Federation resolution with a regulation state on the information system (GIS) "Gosmarket" was published for public discussion. What is Gosmarket?
Alexander Fetisov: This is a platform for choosing digital products for government agencies, their deployment and subsequent operation.
Why is Gosmarket needed?
Alexander Fetisov: The creation of information systems on the Gostech platform involves the use of typical components and services. Service consumers need to get information about the functional capabilities of services, cost, experience in using these services, as well as other information to assess the possibility of using a particular service as part of GIS. During the operation phases, users of digital products are required to provide support in accordance with the SLA. All this will be provided to them by Gosmarket.
The State Market will guarantee the receipt of high-quality digital products, simplify the process of their supply and provide high-quality support for users of the products of the Gostech platform.
Gosmarket client: who is he?
Alexander Fetisov: These are state bodies and commercial organizations involved in the creation and operation of GIS on Gostekha.
What tools will be in the "State Market"?
Alexander Fetisov: A showcase and a catalog of GIS and digital products compatible with the Gostech platform, a subsystem for calculating the cost of a product and preparing procurement documentation, a subsystem for deploying products, a subsystem for supporting and updating products in accordance with SLA, a subsystem for qualifying suppliers and products.
Gosmarket will make it easier for customers of digital products to prepare draft terms of reference. For this, a special documentation designer will be developed, as well as a tool for preparing technical assignments and feasibility studies for the creation of GIS.
The State Market will implement a phased deployment of a digital product at the facilities of a cloud infrastructure provider.
Who will be able to add their solutions to the State Market?
Alexander Fetisov: Gosmarket suppliers will be companies that provide digital products on the Gostekh platform. Suppliers and their products will be certified for compliance with Gostekha standards. They will receive not only access to the site, but also a number of additional services, such as billing based on the actual utilization of resources (for PaaS and SaaS services) and others.
The State Market will be integrated with a unified information system in the field of zakupki.gov.ru procurement, the National Fund of Algorithms and Programs (NFAP) and a number of other systems. Authorization in the "State Market" will be carried out using the ESIA.
Paid or free?
Alexander Fetisov: Digital products presented in the GIS "Gosmarket" will be paid for customers of the site. The planned pricing model will be standard for cloud products. The cost is formed according to the principle of "Pay as you go" - that is, payment as consumed. The consumer pays only for the amount of services and computing resources (SaaS, PaaS, IaaS) that he actually uses.
When will the State Market be launched?
Alexander Fetisov: The system will be designed and developed during 2022 and 2023, however, by the end of 2022, separate elements of functional capabilities will be implemented.

The role of the State Market on the Gostech platform
In October 2021, the Ministry of Digital Development presented its vision and strategy for the development of the Gostech platform. The main task of introducing the platform is to provide the best technologies on the market according to the "you pay only for what you use" model.
Within the framework of the platform, we will offer the market the best existing technologies that will be in demand by departments. The developed service should be available to other customers in the shortest possible time, taking into account security. Regional departments that do not have the necessary resources will be able to connect to the platform and use ready-made services. All applications of the Gostech platform will be available on the technological marketplace - Gosmarket. On this site, government service developers will be able to purchase ready-made modules and standard products so as not to waste time creating them, but to focus on writing a unique part of the systems, which will save time and improve the quality of development.
By 2024, the share of unique development should be significantly reduced in favor of applications from the State Market.

2023: Putin signed a law simplifying the purchase of software at the State Market
On December 25, 2023, the president Russia Vladimir Putin signed Law No. 624-FZ "On Amendments to Articles 105 and 112 of the Federal Law" On the Contract System in the Field of Procurement of Goods, Works, Services to Meet State and Municipal Needs "(44-FZ). The new document simplifies the process of purchasing products at the Gosmarket site.
The adopted law allows you to purchase software in electronic form using an electronic platform for an amount not exceeding 5 million rubles. In this case, a contract must be concluded, the subject of which is the provision of the right "to use the program for an electronic computer and (or) a database (including updates to them and additional functionality)." Moreover, access to digital products can be provided remotely through information and telecommunication networks. Thus, according to a simplified scheme, it is possible to purchase cloud services through the State Market.
The new rule refers to article 93 of the 44-FZ law - "Procurement from a single supplier" (contractor, contractor). As noted in Gostekh, the changes make it possible to implement the concept of "purchase from the shelf," thanks to which state customers will be able to quickly purchase the necessary products through an electronic store. In this case, the purchasing procedure can be reduced from several months to several days.
In general, the changes in the FZ-44 are aimed at supporting the IT industry in the context of the emerging geopolitical situation. The new rules speed up the purchase of software by federal and regional departments through the State Market, and therefore shorten the time for the development and implementation of state information systems and services. The changes made to the 44-FZ come into force after 90 days from the date of the official publication of the document - March 25, 2024.[2]
2021: Applications written in rare programming languages will not be included in the "State Market"
Not all GIS and their software modules created on the Gostech platform will be admitted to the Gosmarket. According to Vladimir Rakhmanov, First Deputy Director of Gostech PKU, the Gostech platform has a microservice architecture, in which all interaction takes place through software APIs, so almost any programming language can be used on it. However, for GIS written in rare languages, it will not be possible to automatically check the code with built-in tools. In addition, systems and modules created in rare languages will be difficult to reuse, so Gostech PKU will not allow such applications to the State Market.
Deputy Prime Minister of the Perm Territory Alexei Chernikov, analyzing regional GIS, reports that 38% of them are written in PHP, about 30% in.NET family languages, 21% in Java, 6% in Perl, 2% in Ruby, 3% in other languages.

In addition, the representative of the Perm Territory draws attention to the fact that there are not enough developers in the regions, especially in Java, since they are bought by large Russian and international companies.
The topic of the shortage of developers was supported by the first deputy governor and head of the digital development department of the Belgorod region Yevgeny Miroshnikov. According to him, regional authorities in terms of salaries cannot compete with big business, so qualified developers are quickly outbid. According to him, out of 49 regional GIS, about 50% are written in Java, 33% in Python, 15% in C +, 2% in other languages.
Yulia Smirnova, Chairman of the Committee for Informatization and Communications of St. Petersburg, notes that there is no shortage of programmers in the region. The development of GIS is carried out by the subordinate institution St. Petersburg Information and Analytical Center, which employs more than 170 qualified developers. Deputy Governor of the Tyumen Region Maria Rudzevich spoke about the first experience of creating GIS on the Gostech platform. She drew attention to the fact that so far the tools announced by the project do not work. According to her, there is still no software repository for reusing objects, there are no connectors for embedding software on the platform, so everything has to be done manually. At the same time, the representative of the Tyumen region admitted that all these are problems of the initial stage, and they will be quickly overcome.
Earlier, Vladimir Rakhmanov, First Deputy Director of Gostech PKU, said that products on the Gostech platform should support the Low-code/No-code concept. That is, the creation of new services will not require programming. In his opinion, the level of experts in the departments is high enough for them to be able to build services from ready-made modules.
