Biography
Kozyrev received his higher education at the REA named after G.V. Plekhanov with a degree in Banking.
From 1998 to 2001, he was responsible for managing sales of retail banking products in KB First UWC.
From 2001 to 2004, he worked as the head of the department for the development of remote distribution channels of Alfa-Bank, where he was engaged in the creation and development of a telephone center and an Internet bank.
From 2004 to November 2012, he worked as Deputy General Director of the Sequoia Credit Consolidation collection agency, in parallel with 2006, he was the General Director of EsSi Assets Management, a member of the Sequoia Credit Consolidation group[1].

Director of E-Government Development Department
On November 12, 2012, Kozyrev joined the Ministry of Communications as director of the e-government development department. This department arose in connection with the renaming of the Department of State Policy in the field of creation and development of electronic government, which existed in the previous structure of the Ministry of Communications. It was headed by Andrey Lipov.
At the same time as the Department for the Development of Electronic Government, Kozyrev also headed the project office of the interdepartmental electronic interaction system (SMEV), which was recently created in the Ministry of Communications.
Deputy Minister of Communications
In October 2013, Prime Minister Dmitry Medvedev appointed Alexei Kozyrev as Deputy Minister of Communications and Mass Media (Nikolai Nikiforov).
The Ministry of Telecom and Mass Communications said that in his new position Kozyrev will continue to deal with e-government issues. This area was left without a supervising deputy minister after the deputy head of the Ministry of Telecom and Mass Communications Denis Sverdlov left his post in the summer of 2013.
Alexey Kozyrev is a member of Denis Sverdlov's team, and he will continue the reforms launched by Sverdlovsk[2] noted in the Ministry of Communications and Mass Communications[2].

Leaving the post of Deputy Minister of Communications
On June 28, 2018, TAdviser sources announced the upcoming resignation of Kozyrev. He himself confirmed to TAdviser his dismissal from July 9 - his statement has already been signed by the Minister of Communications Konstantin Noskov.
Speaking about the plans, Alexey Kozyrev told TAdviser that he intends to remain in the topic of the digital economy, but on the side of the public sector or business - he has not yet decided and is considering various proposals.
Under the leadership of Kozyrev, e-government services have become convenient and massive. According to the Ministry of Telecom and Mass Communications, in 2017 the number of registered users of public services portalps increased by 25 million and amounted to 65 million. In total, since 2012, the number of portal users has increased almost 20 times. At the same time, the portal of public services was actively expanding: in 2017, 207 new federal services appeared, and at the end of the year, 968 federal public services were available to users. This is one of the few digital platforms with such indicators both absolute and dynamic.
In 2017, Alexey Kozyrev received the TADVISER IT Prize for outstanding indicators of the popularity of the digital platform for the provision of public services.
During the period of Kozyrev's work, indicators of other key information systems, SMEV and ESIA also grew. If at the beginning of 2014 about 170 information systems were connected to the ESIA, then as of December 2017 - more than 4 thousand participants. The number of citizens registered in the ESIA by the end of the year reached 62 million people. The total number of requests transmitted using SMEV in 2017 exceeded 19 billion.
Information about a possible return to the civil service
Applicant for the post of Deputy Minister of Science and Higher Education
On August 1, two sources told TAdviser that Alexei Kozyrev could be appointed Deputy Minister of Science and Higher Education of the Russian Federation. His candidacy for this post, according to TAdviser interlocutors, was approved by Minister Mikhail Kotyukov, after which it was expected to submit a candidacy to the government - deputy ministers are appointed by order of the Prime Minister.
Kozyrev's tasks could be divided into two parts, sources believed:
- firstly, digitalization of the main functions of the Ministry itself for the management of universities and scientific organizations (including the development of a register of works with codification and access, a system for distributing grants and subsidies, tracking projects by research and development);
- secondly, the participation of the ministry in the Digital Economy program, in particular, in measures to stimulate the development of competencies and technological groundwork on the basis of scientific organizations and universities.
Marianna Khartsiy, shortly before that appointed director of the IT department of the Ministry of Science, in the staffing order could be subordinate to Alexei Kozyrev. But the sources were sure that in fact it would be difficult for Hartius and Kozyrev to work together, given the "iron" character of Hartius.
Alexey Kozyrev himself did not answer the TAdviser question about the prospects for appointment to the Ministry of Science. In the fall of 2018, TAdviser sources said that Kozyrev's candidacy was withdrawn from consideration.
Applicant for the post of deputy head of the Pension Fund of Russia
On November 6, 2018, two TAdviser sources reported that the candidacy of Alexei Kozyrev was being considered for appointment as deputy head of the Russian Pension Fund.
According to one of TAdviser's interlocutors, Kozyrev may replace Alexei Ivanov , the deputy head of the FIU in charge of IT, who has held this post since April 2017.
One of the priority IT projects of the fund is the creation of a unified state information system for social security (EGISSO).
When the EGISSO is launched, all subjects of power, regional and federal, will be able to see a real comprehensive picture of the provision of social services. Who provides what, what categories, where there is a duplication of support measures between the federal and regional levels, and who, on the contrary, no longer needs support, but it still turns out, said earlier the chairman of the FIU Anton Drozdov.
The effect of the introduction of EGISSO, according to Drozdov's estimates, should be about 300 billion rubles a year, which is about 7-8% of the cost of social support for budgets of all levels.

As TAdviser found out in January 2021, former Deputy Minister of Communications Alexei Kozyrev is responsible for the direction of Mobility in the British startup Arrival, which was founded by Denis Sverdlov, who also previously worked as Deputy Minister of Communications Nikolai Nikiforov. In investor presentations and reports to the U.S. Securities and Exchange Commission, Kozyrev's position is listed as CEO Mobility.
It also says in the list of his achievements that in the past he developed and launched one of the first Internet banks in Russia, launched a financial risk management platform based on machine learning and AI, developed and launched an e-government platform for the Russian federal government.
And on the page of Alexei Kozyrev on the social network LinkedIn it is indicated that in addition to Mobility, he also heads the development at Arrival Digital, a division software that develops to automate the activities of users of electric vehicles.
Arrival's corporate materials say that Mobility's focus at the company is on building a radically different ecosystem with services that will accelerate the transition from a vehicle ownership model to a transportation-as-a-service model.
Arrival also previously explained that they plan to give the opportunity to use all their products as a service, be it a bus, truck or other vehicles in the future.
Alexey Kozyrev himself chose to refrain from commenting on his functions in the company for the time being.
Arrival plans to bring four electric vehicle designs to market by 2023, with the first vehicle scheduled to begin production in Q4 2021.
In November, Arrival announced plans to merge the business with the American CIIG Merger Corp. and enter the NASDAQ exchange.
In addition to Sverdlov and Kozyrev from Russian immigrants, the company also employs Maykor founder Sergei Sulgin and Sergei Malygin, who previously worked at CBOSS and Yota.

GosTech is a cloud platform into which government agencies transfer their IT systems. By decree of the President of the Russian Federation, from January 1, 2024, all regional state information systems must be created or finalized on this platform.
In early June 2023, Andrei Belevtsev told the[4] about the plans for the development of the system for this and 2024:
- In 2023, BASIS virtualization will be added to the platform core;
- The functionality of the data platform will be expanded;
- Additional management tools on the platform will develop, such as cloud resources, backup and recovery tools, migration tools;
- In 2024, the emphasis will be on the formation of a unified virtualization environment for GEOP and GosTech and the creation of a data factory.
