On July 31, 2017, Alan Salbiev was appointed head of the RSO-Alania Information Technology and Communications Department. Before him, since October 2016, this post was held by Dmitry Shadyan. According to Salbiev, he did not manage to get acquainted with the previous head of the department: "But I know for sure that Dmitry Grigorievich did everything he could, as he could, and I am grateful to him for his work."
Alan Salbiev told TAdviser that as head of the information technology and communications department of the republic, he identified three important milestones for himself - the first hundred days, six months, a year.
At the very beginning, it is necessary to establish an electronic document management system in the region, give it legal significance and provide key officials with mobile jobs, he said. The problem of the transition of the regional system of interdepartmental electronic interaction (RSMEV) to the 3.0 format is also brewing. The low activity of registration of residents of the republic in the ESIA deserves special attention.
It is necessary to solve the priority problems in the network of the MPSC of entity, put things in order with the integrated collective security system of Alania and much more - some subordinate organizations are either at the stage of bankruptcy or on the verge.
That is, the first hundred days will be devoted to "extinguishing fires" and determining a further strategy, "Salbiev told TAdviser. |
Speaking about what I would like to change as a leader in approaches to the implementation of IT in the republic, Alan Salbiev noted that management priorities are in the development of projects based on public-private partnership.
The region also needs measures to develop electronic services, it is necessary to start the import substitution procedure in the field of information technology, significantly expand the list of services provided through the MPSC: in the near future I intend to solve the problem with the organization of issuing domestic and foreign passports, driver's licenses, and develop the MPSC for business, - Salbiev notes. - It is necessary to seek at the level of the Ministry of Economic Development of Russia a revision of the scheme for placing MPSC windows in Alania, to bring it as close as possible to life realities. |
According to him, the creation of a geo-information system of the region, the situation center of the head of the republic, is also in the works. And in the very near future, after the appointment, Alan Salbiev intends to promote the restart of the official portal of Alania, created in the Administration of the head: the portal starts on alania.gov.ru, and the task of the head of the department is to provide technical support for the project and promote the registration of all authorities and subordinate organizations on a single portal Alania.
Some areas are the implementation at the regional level of the Digital Economy of Russia program, the creation of Centers of Competence of the country's leading IT players in Alania, the use of best practices in the regions of Russia, the development of e-sports and the activation of the programming circle movement. Also, according to Salbiev, he dreams of building a technopark.
We have begun work on creating measures of state support for small and medium-sized businesses in the field of digital technologies. The work is colossal. I am grateful to the head of Alania Vyacheslav Bitarov for his support, I am confident in the reality of achieving our goals at various planning horizons. The most important thing is the understanding and support of our initiatives by residents of the republic, - said the new head of the RSO-Alania Department for Information Technologies and Communications. |
2019: TAdviser interview
In September 2019, Alan Salbiev, head of the IT Department of the Republic of North Ossetia - Alania, in an interview prepared as part of the TAdviser special project and the Institute for Internet Development "Digital Region," spoke about the processes of digitalization of the region and the problems to be solved on this path.
2021: Resignation from the post of Chief information officer of North Ossetia
In June 2021, Alan Salbiev announced his resignation from the post of head of the information technology and communications department of the Republic of North Ossetia-Alania. The dismissal occurred after criticism of the acting head of the republic , Sergei Menyailo, addressed Salbiev.
I wrote a statement of my own free will. It is important to give the new team the opportunity to prove themselves and this is normal when the head has his own assessment of what is happening, the results achieved, his own approach and his own vision for the development of the region, - said Alan Salbiev on his Instagram page. |
In a conversation with the publication D-Russia, he noted that over the four years of his work in the position of the Chief information officer of North Ossetia, a long way was passed - from anti-crisis management, when it was necessary to restore the performance of key systems and create new ones, to confident growth on the path of digital transformation. According to him, it is important to preserve the groundwork and continue the development of the region in this direction.
Earlier in June 2021, the acting head of North Ossetia, Sergei Menyailo , at a cabinet meeting expressed dissatisfaction with Salbiev's proposal to expand the powers of the IT and communications department to the ministry.
You, as an information technology department, do not cope with responsibilities, but also want or propose to create a ministry... Such work does not suit me, so the decision on your work will be made by me in the near future, - said[1] |
Addressing Salbiev, he pointed to the "inflated indicators" for the implementation of the profile investment project and called for reducing ambitions in terms of career growth.[2]
By June 15, 2021, it was not reported who will head the information technology and communications department of the Republic of North Ossetia-Alania instead of Alan Salbiev.[3]
