Education
Grigory Borisenko graduated from Lomonosov Moscow State University with a degree in Applied Mathematics and Computer Science, has a Ph.D. in Physical and Mathematical Sciences and is a specialist in Project Management (PMP). Completed a one and a half year internship in the USA (PwC Philadelphia).
Career
Since 2008, he worked at PwC in Russia, in particular, he headed the direction for the provision of services in the field of data analysis. He was engaged in the development of services for the use of technologies and methods of data analysis for solving specific business problems, including automated business process analysis, visualization of unstructured data and data management at the corporate level.
Under the leadership of Borisenko, the PwC team completed more than 15 process analysis projects using Process Mining technology. Among the clients were the Bank of Russia, Russian Railways, EuroChem, Magnitogorsk Iron and Steel Works.
In the spring of 2022, the Russian division of PwC was renamed "Trust Technologies," and Borisenko took over as director of technology practice in the company.
2022: Appointment as Deputy Minister of Digital Development of the Russian Federation
On October 31, 2022, Prime Minister Mikhail Mishustin appointed Grigory Borisenko as Deputy Minister of Digital Development of the Russian Federation.
On the same day, the head of government dismissed two other deputy ministers of the same ministry - Andrei Chernenko (responsible for Gosoblako, GosEDO and other projects) and Nikolai Yatselenko (coordinated the work of federal and regional leaders of digital transformation). The second vacant position of the deputy head of the Ministry of Digital Science was taken by a native of Accenture Evgeny Filatov.
Duties in the Ministry of Digital Industry
Grigory Borisenko as Deputy Minister is responsible for the following topics:
- Development and implementation of solutions using artificial intelligence technologies
- Unified information platform of the national data management system (including typical software designed to provide state money from IT systems)
- Unified regulatory reference information system
- Plans for the digital transformation of government agencies, including coordination of projects in the field of nature management, ecology, land and property relations (Rosreestr) and statistics (Rosstat)
- Unified electronic mapping and address basis of state IT systems
- Measures to create an IT complex for a customer-centric state support environment
According to the order, Borisenko directly coordinates the work of the Department for the Development of Artificial Intelligence and Big Data of the Ministry of Digital Science (as of November 18, 2022, there was no such department in the structure of the ministry).
