Biography
Nikolai Yatselenko was born in 1980.
In 2002 he graduated from the Faculty of Economics of the Moscow State Academy of Instrumentation and Informatics with a degree in economic information systems.
He began his career in government agencies with, Ministry of Economic Development Russia where he worked in various positions from December 2002 to August 2006.
In September 2006, Yatselenko came to the Ministry of Information Communications, which was then headed by Leonid Reiman. He served as head of the department of state and regional programs, and after the transformation of the ministry into the Ministry of Communications in 2008, he was appointed head of the department of development programs.
From November 2008 to November 2012, he worked as deputy general director of the InfoExpertiza project implementation group, which deals with ICT projects.
On November 9, 2012, he returned to the Ministry of Telecom and Mass Communications to the team of Minister Nikolai Nikiforov, taking the post of deputy director of the department for coordinating informatization, and on July 5, 2013 he headed this department.
The position of the director of the informatization coordination department has remained vacant since the end of December 2012, when its previous head Oleg Pak, who worked in this position for several months, moved to the post of Deputy Minister of Communications and Mass Media.
In his new position, Yatselenko performed the functions of providing methodological support to government agencies on the planning, creation and use of ICT in their work, as well as organizing an examination of informatization projects. In the fall of 2018, he left his post and moved to the Voskhod Research Institute, where he held leadership positions until 2020.
In October 2020, he was appointed head of the directorate of the national program "Digital Economy of the Russian Federation" of the Federal State Budgetary Institution "CECI" - a subordinate organization of the Ministry of Digital Science.

Appointment as Deputy Minister of Digital Development of the Russian Federation

Dismissal from the Ministry of Digital Development
As TAdviser found out on October 21, 2022, Deputy Minister of Digital Development Nikolai Yatselenko leaves the Ministry of Digital Development of his own free will. TAdviser was told about this by his acquaintances. According to them, a corresponding document signed by the head of government Mikhail Mishustin should soon be released. Where the deputy minister goes to work is unknown.
Yatselenko was the administrator of the national project "Digital Economy" and the head of the federal project "Personnel for the Digital Economy," coordinated the work of federal and regional leaders of digital transformation.
Among his achievements as deputy minister, his acquaintances call TAdviser simplification of the procedure for preparing departmental digital transformation programs (WPTT), and the adoption of strategies for digital transformation of sectors of the economy. As part of the federal project "Personnel for the Digital Economy," Nikolai Yatselenko was responsible, among other things, for the project "Code of the Future," which allows Russian schoolchildren in grades 8-11 to learn modern programming languages for free in two-year courses. It is expected that by 2030 this project will teach programming to at least 1.2 million schoolchildren.
Another personnel project is Digital Professions, which provides additional IT education with a 50% discount, 75% discount or free of charge, depending on the category of student. It is available to residents of all regions of Russia over 16 years old. As of mid-October, 19 providers are involved in it and 135 training programs are available.
