Single window status for state orders for IT development
On December 13, 2024, it became known that the Federal State Budgetary Institution (FGBU) "Center for Expertise and Coordination of Informatization" (CECI), subordinate to the Ministry of Digital Development, could become a single center for coordinating the IT expenses of all state authorities. The aim of the initiative is to ensure more efficient use of budget funds.
According to the Vedomosti newspaper, referring to the statements of the Deputy Prime Minister of the Russian Federation - the head of the government apparatus Dmitry Grigorenko, the new rules will come into force after the approval of the draft resolution developed by the Ministry of Ministry of Digital Development. The document envisages the introduction of a "special regime for the implementation of IT spending" by government agencies and extra-budgetary funds. We are talking about the costs of purchases in the field of information and communication technologies, subsidies to autonomous and budgetary institutions, as well as subsidies for investments of state corporations, state-owned companies and public law companies in state information systems (GIS).
The Ministry of Digital Development Industry offers a new approach to managing IT costs. It provides for a special procedure for agreeing on such costs, creating their register, protecting new IT initiatives and establishing clear funding rules. In accordance with the new requirements, government agencies or organizations will have to provide the Ministry of Ministry of Digital Development Evidence to finance IT costs. After considering the application, the department will give an opinion on the advisability of allocating money, and then the Ministry of Finance must choose the sources of funds and their volume.
It is planned to form a "sub-commission on key projects," which will make a final decision on the feasibility and validity of IT costs. This commission will also develop and implement unified approaches to the implementation of state IT projects. Other subordinate organizations of the Ministry of Digital Development can take part in solving issues of cost coordination along with the CECI.[1]

25.5 billion rubles allocated to support the "Digital Economy of Russia"
About 25.5 billion rubles will be spent on providing organizational, technical, expert, analytical and information support and supporting the implementation of the Digital Economy programs. On June 21, 2022, it became known about the appointment of Andrei Borodin as the new director of the Federal State Budgetary Institution "Center for Expertise and Coordination of Informatization" (CECI).
