He graduated from the Peoples' Friendship University of Russia with a degree in Applied Mathematics and Computer Science in 2001. In the same year he received a diploma of translator from French.
The degree of candidate of physical and mathematical sciences in the specialty 05.13.17 "Theoretical foundations of informatics" was awarded in 2004 based on the results of the defense of the Ph.D. dissertation "Application of graph theory to solving the problem of routing in digital networks."

Since November 2014, Alexey Chukarin headed the analytical unit of the information technology City Department, Moscow which is engaged in the study of the IT market and communications. One of the areas of his work was the regular measurement of the purchasing power of Muscovites in the field of information technology. The department began to track price fluctuations in 30 categories of goods and services, the availability of which directly affects the quality of life of citizens. For each category of goods and services, analysts made a sample of 500-1000 models or tariffs, the contribution of which to the overall consumer value index depends on their popularity and deviation from the average price. In the context of fluctuations in exchange rates, dynamics is calculated in both ruble and dollar terms.
Measurements are carried out both by open sources, including websites of online stores, telecom operators, aggregators of goods, and according to data provided by retail chains.
In particular, such categories as smartphones, tablets, laptops, components, software, wearable devices, Internet access, television, cellular and fixed communications, mobile applications, and so on, fell under monitoring.
Each month, the Department planned to publish an analytical report on changes in the cost of goods and services and the possible reasons why these fluctuations are caused.

According to him, the need to monitor prices is due to the fact that with the existing level of penetration of technologies into the life of every Muscovite, fluctuations in the cost of gadgets and communication services can seriously affect the quality of life in the city.

In April 2016, he was appointed General Director of the Information City state budgetary institution in Moscow.
2018: Deputy Head of DIT Moscow
In March 2018, Alexei Chukarin was appointed to the post of deputy head of the Moscow DIT (DIT), the department told TAdviser. In his new role, he will oversee strategic development and corporate governance and be responsible for industry analytics and communications with the ICT business.
Under his leadership, the DIT of the city of Moscow is developing a new state program, which will replace the Information City program, which ends in 2018. The new deputy head of DIT will also coordinate the Smart City Laboratory - the research and development division of the department.
According to the website of DIT Moscow, at the time of his appointment, Alexei Chukarin became the seventh deputy head of the department, Artem Ermolaev.

2024: Appointment to the post of head of the Center for Expertise and Coordination of Informatization, subordinate to the Ministry of Digital Ministry of Digital Development of the Russian Federation
In early December 2024, it became known about the appointment of Alexei Chukarin as the new head of the RFC Center for Expertise and Coordination of Informatization (CECI) subordinate to the Ministry of Digital Development. The relevant information appeared on the agency's website.
Alexey Chukarin headed the CECI instead of Andrei Borodin, who led the center since March 2022. The new place of work of Borodin by the beginning of December 2024 was not disclosed.
FSBI "CECI," which Alexey Chukarin began to lead in December 2024, conducts an examination of the compliance of departmental programs of digital transformation (VCPT) of federal authorities with the current regulatory acts, including in terms of the creation and development of state information systems. The Center assists the Ministry of Digital Development of Russia in the implementation of the measures of the national project "Digital Economy," forms a rating of the leaders of the digital transformation of authorities.
FSBI "TsECI" is engaged in the performance of work and the provision of services for the creation, development, commissioning, operation and decommissioning of information systems and components of information and telecommunication infrastructure and the storage of information contained in their databases.
As for Chukarin, earlier as director of the Ministry of Digital Development department, he oversaw one of the main areas of work of the CECI - the expertise of the VPCT and GIS, as well as the development and operation of the FSIS coordination of informatization. Scientific and teaching activities
He worked as an assistant professor of the Department of Telecommunications Systems of the Faculty of Physical, Mathematical and Natural Sciences of the Peoples' Friendship University of Russia (RUDN University); Candidate of Physical and Mathematical Sciences.
He is the author of several courses taught at the Department of Telecommunications Systems. He took part and led a number of research projects in the interests of Russian and foreign communications companies, including:
- Central Research Institute of Communications - a series of projects to develop methods and recommendations for calculating and analyzing digital communication networks;
- OJSC Giprosvyaz - calculation of diagrams of large-sized networks, and development of a means of calculating alarm networks;
- OJSC Rostelecom - a series of projects for calculating and analyzing the functioning of the long-distance network of the OKS7 of the Russian Federation and calculating the intelligent communication network;
- OJSC Svyazinvest and MRK - a series of consulting and analytical projects on business processes and management of communications companies, methods for developing catalogs of telecommunications resources, services, products, tariff formation and separate accounting in communications organizations;
- Ministry of Communications and Information Technology - participation in the working group on the implementation of the portability of subscriber numbers;
- OJSC MTT - a series of projects to develop the company's information and technical strategy;
- OJSC Mobile TeleSystems - a project to calculate intelligent platforms as part of SCP/SMP;
- CJSC TransTeleCom - a project to develop priorities for the company's development strategy;
- OJSC MGTS - a series of projects to develop a feasibility study for the development of the network.
He conducts active scientific research and development in the field of designing next-generation communication networks (NGN) and combined networks (Convergence Network), business support systems and operational activities of communication companies (OSS/BSS), and the next-generation OSS/BSS concept (NGOSS), as well as mathematical graph theory. The author of more than 20 scientific papers and 2 teaching aids on modern problems of telecommunications and the analysis and calculation of digital communication networks. Scientific interests include: next-generation communication networks (NGN), systems for supporting the operational and business activities of communication companies (NGOSS/BSS), mathematical graph theory.
