Biography

Andrei Borodin was born on February 23, 1977 in the Rostov region in Taganrog.

In 1999 he graduated from Taganrog State Radio Engineering University, where he received the specialty "information systems in economics."

From May to September 1999 he worked as an engineer in the Taganrog scientific and design bureau "MIUS."

From February 2000 to September 2001 he served in the Internal Affairs Directorate of the Khanty-Mansiysk Autonomous Okrug - Ugra in the city of Khanty-Mansiysk.

Finance department of KhMAO-Yugra

From September 2001 to September 2010 he worked in the Department of Finance of the Khanty-Mansiysk Autonomous Okrug - Ugra, starting as chief specialist. Subsequently, he held the positions of expert specialist, deputy head of the department, head of the department of information systems and information protection of the Department of Methodology and IT of Khanty-Mansiysk.

In September 2010, he began working in the Department of IT of the Khanty-Mansi Autonomous Okrug-Ugra, responsible for the informatization of the region, as deputy director of the department - head of the e-government development department.

Two sources close to the government of the Khanty-Mansi Autonomous Okrug-Ugra and the government of the Moscow region told the portal about this.

According to the interlocutor of TAdviser, close to the regional government, Borodin was supposed to become the first deputy minister of public administration, IT and communications of the Moscow region Maksut Shadayev. In this position, he was to oversee IT procurement, public-private partnership projects, and was also responsible for the IT strategy.

Andrei Borodin was supposed to start working in his new position on September 15, 2015. As first deputy minister, he was supposed to replace Mikhail Aleshin, who, according to the interlocutor of TAdviser, resigned from this position in August of his own free will.

The IT budget, which is managed by the Ministry of Public Administration, IT and Communications of the Moscow Region (3.8 billion rubles in 2014, 4.6 billion rubles in 2015), significantly exceeds the IT budget of the Khanty-Mansi Autonomous Okrug (961 million rubles in 2014, 1.4 billion rubles in 2015).

DIT of Moscow

By order of Moscow Mayor Sergei Sobyanin dated January 10, 2019, Andrei Borodin was appointed deputy head of the Moscow City Information Technology Department with a service contract for a period of 5 years, but not exceeding the term of office of the mayor of the capital. Shortly before moving to the capital's IT department, Andrei Borodin changed his boss at his former place of work - in the Ministry of Public Administration, IT and Communications of the Moscow Region. In September 2018, after the departure of Maksut Shadayev, the department was headed by Maxim Rymar.

In the same month, changes took place in the DIT of Moscow. Eduard Lysenko became its leader after Artem Ermolaev left this post.

The budget of the DIT of Moscow in 2018 amounted to 49.2 billion rubles. At the same time, earlier the department set the task of at least doubling its budget for informatization of the capital through private investment, starting the widespread use of the public-private partnership model in informatization projects.

The Department of Information Technology oversees the implementation of the new digital strategy of Moscow "Smart City - 2030." It is concentrated on six main areas: social and human capital development, digital mobility, smart economics, a comfortable urban environment and digital government. Department of Organizational Development of the Ministry of Communications

Since May 26, 2020, Andrei Borodin has been appointed Acting Director of the Department of Organizational Development of the Ministry of Digital Development, Communications and Mass Media of the Russian Federation.

The ministry was responsible for the organization and control of document management, consideration of citizens' appeals, personnel, organizational and other issues related to the activities of the ministry and subordinate institutions. Of the most significant projects for him during the year of work in Mintsifry Borodin, he noted the creation of the State Technologies PKU (GosTech), the reorganization of Rossvyaz and Rospechat, the work to create a unified electronic document management system of the Ministry of Digital Engineering of Russia and structures previously subordinate to Rossvyaz and Rospechat, including the organization of a secure information and telecommunication infrastructure between all participants.

2022: Appointment as Director of the Center for Expertise and Coordination of Informatization

On June 21, 2022, it became known about the appointment of Andrei Borodin as the new director of the Federal State Budgetary Institution "Center for Expertise and Coordination of Informatization" (CECI). He replaced Yakov Tebenkov, who led the center since April 2020 (first as acting director, and then as director of the CECI).

FSBI "TsECI," based on the "All-Russian Research Institute of Computer Engineering and Informatization Problems," works with state authorities and promotes the digitalization of Russian regions. CECI specialists conduct an examination of all types of documentation on informatization, provide information support to government agencies when drawing up informatization plans, conduct online and offline training events. CECI monitors the activities of government agencies, monitors the process of digitalization of the constituent entities of the Russian Federation, forms a rating of regions.

Andrei Borodin has been acting director of the Center for Expertise and Coordination of Informatization since March 2022. Prior to that, he worked in Rosreestr.[1]
