In February 2020, TAdviser became aware of the planned transfer of Yakov Tebenkov to work at the "Center for Expertise and Coordination of Informatization," subordinate to the Ministry of Communications. This center is coordinating plans for the informatization of federal departments (more). The interlocutor of TAdviser said that first Tebenkov could be appointed deputy director of the Central Executive Committee Pavel Buyadzhi, and then, after 1-2 months, he would become director of the institution.

Appointment as Acting Head of the CEC

On April 8, 2020, TAdviser became aware of the appointment of Yakov Tebenkov as acting director of the Center for Expertise and Coordination of Informatization. Under his leadership, the center, together with the Ministry of Telecom and Mass Communications, will implement a program of digital transformation of federal authorities and departments, the CECI specified.

Together with the Ministry, the center will also introduce fundamentally new approaches to planning information technology costs in state bodies. To this end, a draft government decree has already been developed that optimizes the process of planning spending on informatization, as well as increasing the efficiency of creating and using information and communication technologies by government agencies, the CECI added. The document will cancel Decree No. 365 "On the coordination of measures for the use of information and communication technologies in the activities of state bodies."

According to Yakov Tebenkov himself, departments need to promptly implement a number of measures that will allow Russians to effectively and quickly interact with the state.

Earlier, TAdviser wrote that the Ministry of Telecom and Mass Communications, together with the Ministry of Finance, should prepare proposals for improving budget expenditures for informatization by April 1, 2020. In particular, they should imply the cancellation of the examination of informatization measures carried out by the Center for Expertise and Coordination of Informatization in accordance with government decree No. 365. In addition, the proposals of the ministries should provide for the integration of a simplified mechanism for coordinating informatization and new approaches to the formation of departmental digital transformation programs in the medium term.
