What data will be in the digital register of military liable to Russia

In May 2023, the Ministry of Digital Development of the Russian Federation presented the rules and procedure for maintaining a digital register of military registration. The document provides that this database will contain 25 fields of data on citizens.

• surname, first name, patronymic (if any);
• date of birth;
• gender;
• information about the identity document, including the type, series, number, date of issue, name of the body that issued the document and the code of the subdivision;
• place of birth;
• email;
• telephone;
• insurance number of individual personal account (if any);
• taxpayer identification number;
• place of residence and (or) place of stay, including those not confirmed by registration at the place of residence and (or) place of stay;
• marital status, including the presence of children;
• the presence of citizenship (citizenship) of a foreign state or a residence permit or other document confirming the right to permanent residence of a citizen on the territory of a foreign state;
• the code and name of the military commissariat in which the citizen is registered;
• information on registration for military registration or deregistration from military registration;
• information on the fact of issuing a military registration document;
• information about labor activity, including information about the employer;
• information on training, including information on the educational organization;
• information on the state of health in the amount established by the Appendix to this Regulation;
• identity of the record of the citizen in the state information resource;
• a sign that the citizen has grounds for granting a deferral or exemption from conscription;
• administrative responsibility in connection with violation of the Federal Law "On Military Duty and Military Service";

Electronic personal files of conscripts will be formed on the basis of data from state resources. This is stated in the draft amendments to the provision on conscription for military service published at the end of April 2023 in connection with the adoption of the law on the digitalization of military registration. The document was developed by the Ministry of Defense of the Russian Federation

According to Interfax with reference to this document, it is planned to use state information resources by military registration and enlistment offices, including the health care system, the interdepartmental electronic interaction system and the State Public services portal. Based on these data, electronic personal files of conscripts will also be formed, according to an explanatory note to the draft government decree. All decisions of the draft commissions regarding the conscript will be made in his electronic personal file on the same day, the document says.

Summons sent in writing by mail are proposed to be considered served on receipt on the day of delivery of the relevant registered letters to conscripts if there are notes on its delivery in the notification of delivery of the registered letter. The draft resolution defines the list of information received by military registration and enlistment offices in electronic form to provide conscripts with a deferral or exemption from conscription, as well as the procedure for submitting complaints to the draft commission.^[2]

Information in the register of Russians subject to military registration will be transferred by government agencies, employers and universities

In accordance with the law on the unified register of military prisoners, which was adopted State Duma on April 11, 2023, information on citizens subject to military registration will be provided by government agencies (,, FTS MINISTRY OF INTERNAL AFFAIRS inquiry bodies and preliminary investigation bodies, fund pension social and insurance,,, etc.), CEC Ministry of Education universities, companies and medical organizations.

The following data will be entered into the unified register of military registration:

• Personal: surname, first name, patronymic, date of birth, gender;
• Passport series and number;
• SNILS;
• TIN;
• Address of the place of residence and/or stay, including those not confirmed by official registration;
• The presence of foreign citizenship or a residence permit or other document confirming the right to permanent residence abroad;
• Information on labor activity, including data on the employer;
• Diploma and education information;
• Information on the state of health (in the amount established by the Government of the Russian Federation);
• A sign that a citizen has grounds for granting a deferral or exemption from conscription;
• The code of the record of a citizen in the state information resource;
• Information on registration for military registration or withdrawal from it, data on the fact of issuing a military registration document;
• The last item in the list is given in a very vague wording: "other information determined by the government of the Russian Federation."^[3]

The General Staff of the Russian Federation began to receive information about conscripts in electronic form

Tsimlyansky added that all conscripts of the spring conscription of 2023 will serve at points of permanent deployment in Russia. Rear Admiral also recalled that the upcoming draft campaign will be held within the deadlines established by Russian legislation.^[4]
