The site already provides the opportunity to register and enter a personal page, where you can find information about the presence of a summons from the military registration and enlistment office.

According to Kommersant, the notification on the main page of the portal says about the test launch of the system. The Ministry of Digital Development Industry transfers the unified register of military registration to the Ministry of Defense

On September 6, 2024, the Ministry of Digital Development of the Russian Federation announced a government decree, which normatively enshrines the transfer of the unified register of military registration to the Ministry of Defense. The changes are due to the need to optimize the process of creating the named registry.

We are talking about the platform "Unified Register of Information about Citizens Subject to Initial Registration, Citizens Registered with the Military, as well as Citizens Not Consisting but Obliged to be Registered with the Military." It is reported that the Russian Ministry of Defense will operate the military register. At the same time, Ministry of Digital Development are assigned responsibilities for the certification of the register. The department explained that this is necessary to check it for compliance with information security requirements. The ministry will prepare documentation, and the "authorized bodies" will check the register in the "information security part."

The published document says that the exclusive rights to the results of intellectual activity created as part of the implementation of measures to form a register of military registration belong to the Russian Federation in the person of the Ministry of Defense, which is also their balance holder. The Ministry of Digital Development emphasizes that the changes are technical in nature. It is said that "nothing changes for citizens and military commissariats who will use the register in the future."

It is argued that the implementation of the measures provided for by the decree will not entail socio-economic, financial and other consequences for the subjects of entrepreneurial and other economic activities, and will not negatively affect the achievement of the goals of state programs of the Russian Federation. The implementation of the tasks is planned by redistributing the budget allocations already brought by the Ministry of Digital Development of Digital Resources from the federal budget within the framework of the national program "Digital Economy of the Russian Federation," as well as at the expense of additional funds from the federal budget.[3]

The Government of the Russian Federation approved the interaction of employers with military registration and enlistment offices through the register of conscripts

The Russian government approved a bill on the interaction of employers with military registration and enlistment offices through an electronic register of conscripts. This decision was made on July 2, 2024 as part of the implementation of the president's instructions on the conscription of citizens for military service.

According to Interfax, Bill No. 646824-8, developed by the Chairman of the State Duma Committee on Defense Andrei Kartapolov, is aimed at improving legislation in the field of military accounting. According to the document, the autumn call of 2024 will be carried out using the state information system "Unified Register of Information on Citizens Subject to Initial Registration, Citizens Registered with Military Personnel, as well as Citizens Not Consisting but Obliged to be Registered with Military Personnel."

The bill clarifies the provisions of federal law No. 53-FZ "On Military Duty and Military Service," concerning the information interaction of military registration and enlistment offices with organizations in which citizens who are registered with military personnel work or study. Such organizations are obliged to send the necessary information about citizens to the military registration and enlistment offices, including using the State Public services portal. The new bill proposes to allow the use of other information systems provided for by federal law for data exchange.

The explanatory note to the document notes that this measure is aimed at simplifying and automating the process of accounting for information about citizens subject to military registration. This will maintain the relevance of the data and ensure more effective interaction between employers and military registration and enlistment offices.

The electronic register of military registration, created within the framework of this bill, will become one of the main tools for the implementation of this initiative. It will provide an automated mode of accounting for information contained in military registration documents, which will increase the availability of the use of all possible tools for electronic interaction.[4]

Russian Prime Minister Mikhail Mishustin opened the FSB access to the data of conscripts

The Federal Security Service (FSB) will be able to study the documents of conscripts applying for military service in the border troops of the department. The corresponding government decree was signed on June 25, 2024 by Russian Prime Minister Mikhail Mishustin. Read more here.

The government allocates 3.8 billion rubles for the creation of an electronic register of military registration

The government allocates 3.8 billion rubles for the creation of an electronic register of military registration. This, as Forbes writes at the end of March 2024, is reported in the passport of the digital transformation program for 2024 and the planning period 2025-2026 of the Ministry of Digital Development.

The source of the publication on the information security market believes that when implementing the project, it is possible to meet 3.8 billion rubles and at the same time protect the system from external cyber attacks and prevent data leaks. " This amount, according to Ivan Panchenko, co-founder of Postgres Professional database management systems, looks small against the background of 1.3 billion rubles, which were going to be allocated for a "much less significant and less critical in terms of security" Russian analogue of GitHub.

The government allocates 3.8 billion rubles for the creation of an electronic register of military registration

Mikhail Komin, an expert on digitalization of public administration, in a conversation with Forbes called the transfer of the register of the Ministry of Defense by the end of 2024 an impossible task.

File:Aquote1.png
Probably, by the end of this year, it will be possible to launch a prototype by the end of this year, which will be able to work on an enclave principle, for example, for several regions - Moscow and Tatarstan. But for most other regions, either a plug will be installed (a screen that simulates the process of the registry), or the Ministry of Digital Development will further reduce the functionality of the registry, Komin said.

In his opinion, for such complex systems as the electronic register of military registration, the cost of almost 4 billion rubles does not look too high. However, the expert continues, it is extremely difficult to spend this money in a year effectively when implementing such a project. Most likely, work on the creation of such a register began back in 2022, and 3.8 billion rubles is compensation for the resources already spent, as well as the plan for 2024, the expert added. [5]

The authorities abandoned plans to create a register of military registration on the Gostech platform

On January 22, 2024, it became known that the Russian authorities refused to create a register of military registration on the Gostech platform - instead, the system is planned to be deployed from scratch on the basis of the Gosoblako infrastructure cloud platform. However, this can lead to an increase in the project implementation time.

We are talking about the creation of the state information service "Unified Register of Military Accounting" (GIS YERVU). This is a specialized base of military-liable citizens, with the help of which it is planned to put them on military registration, as well as send out summons in electronic form. The register will include such information as passport data, email address and phone number, TIN, place of residence, marital status and number of children, as well as information about the employer or educational institution, criminal records and health status.

Russian authorities refused to create a register of military registration on the Gostech platform

Initially, it was assumed that GIS ERVU will function on the Gostech platform. However, according to Forbes, at a meeting of the government commission on digital development, the use of information technologies to improve entrepreneurial activity, it was decided to revise the project. The service will be implemented within the framework of the State Unified Cloud Platform (Gosoblako). The changes are due to the fact that the register of military registration assumes "the presence of information, the placement of which on the basis of Gostekh is not provided for by the current legislation." The fact is that Gostech was created on the basis of the cloud platform Platform V from Sberbank, which is not certified to work with the state secret, which includes certain data on military-liable citizens. At the same time, gosteina requires compliance with many conditions and obtaining complex certification from the FSB and FSTEC.

Ivan Begtin, director of the Information Culture NGO, says that it may take three to four years to develop a register of military prisoners, but in "conditions of tight deadlines, it can be created in a year and a half." Minister of Digital Development Maksut Shadayev said in September 2023 that a full-fledged commissioning of the service is impossible before 2025 due to information security requirements.[6]
