2024: Moscow began to send electronic summons for military service through Public services
In May 2024, Moscow military registration and enlistment offices began sending electronic subpoenas to residents of the capital through the portal of state services. Readers of the MSK1.RU reported that notifications appeared in their personal accounts on the mos.ru demanding to appear at the military registration and enlistment office, as well as a list of analyzes that must be previously passed.
I received a notification on the Mos.ru that the military registration and enlistment office was already waiting for me. Also, the military commissariat attached a list of analyzes that must be passed, - said one of the readers. |
As Denis Koksharov, chairman of the Conscript Bar Association, explained, the first notification is informational in nature, and the agenda itself is contained by link in electronic form with the digital signature of the military commissar.
The lawyer added that the question arises here about the legality of sending such summons, because the register of summons is not yet working in Russia. Nevertheless, the law at the same time provides for the sending of these electronic subpoenas, through notifications to Moscow "Public services," but the main form of receiving subpoenas remains in paper form.
According to Koksharov, so far there have been no cases of bringing conscripts to justice for failing to appear on an electronic agenda. Nevertheless, he recommended not to ignore such notifications, but to appear at the military registration and enlistment office in order to avoid possible problems. If necessary, the legality of the summons can be challenged in court or the prosecutor's office.
The head of the Duma committee, Andrei Kartapolov, said earlier that the creation of a single electronic register of military personnel and the introduction of a system of electronic subpoenas will be completed by 2025. Until that moment, paper summons will remain the main form of summons to the military registration and enlistment office.
According to the General Staff of the RF Armed Forces, during the spring draft of 2024, it is planned to send about 150 thousand people to military service who are not part of the reserve. The draft age was previously raised from 27 to 30 years.[1]

Putin instructed to hold an autumn call with electronic summons to the military registration and enlistment office
The President Russia Vladimir Putin instructed to hold an autumn call in 2024 with electronic summons to the military registration and enlistment office. This was reported on December 21, 2023 on the Kremlin website.
To carry out conscription of citizens of the Russian Federation, carried out in October - December 2024, using the state information system "Unified Register of Information about Citizens Subject to Initial Military Registration, Citizens Registered with Military Registration, as well as Citizens Not Consisting, but Obliged to Be Registered with Military Registration" (...) and a publicly available register of sent (served) summons, - says one of the instructions Ministry of Defense of the Russian Federation Ministry of Digital Development and on the issues of conscription of citizens for military service. |
There is no exact date for the final transition from a system of paper subpoenas to electronic by December 21, 2023, but Putin's order contains a date by which those responsible (Defense Minister Sergei Shoigu and Minister of Ministry of Digital Development Maksut Shadayev) will have to report on the work done. The first date of the report is January 15, 2024, after which Putin's reports will be received monthly.
The defense department was also instructed to determine the Deputy Minister of Defense, responsible for the introduction and development of a digital military registration system and a register of subpoenas, as well as to form a division of the Ministry of Defense, whose functions include its support.
In addition, Putin instructed to partially translate the updating of military accounting information into electronic format. According to the wording from the order, updating should be carried out "mainly without personal appearance." Similarly, the process of confirming the right to deferment from draft service will be automated.
The autumn draft in Russia traditionally begins on October 1 after the corresponding presidential decree, which is issued at the end of September.[2]
Banks asked the Ministry of Defense of the Russian Federation for access to the register of electronic subpoenas
Russian banks asked the Ministry of Defense of the Russian Federation to give them access to the register of electronic subpoenas in order to comply with the norms of the recently adopted law and refuse loans to evaders. This became known on May 19, 2023.
According to RBC, citing letters from the National Council of the Financial Market (NSFR) to the Ministry of Defense and the Bank of Russia, credit institutions must be provided with access to the dates of the agenda, its delivery and the start of restrictive measures. Also, banks need information about citizens appealing against decisions made against them on the application of interim measures.
NSFR proposes to give credit institutions access to a single register for 60 seconds and without obtaining the prior consent of a citizen. In addition, the NSFR asks to clarify how credit institutions should proceed if at the time of applying for a loan a citizen has not yet received a summons, and on the day the contract is concluded, the client is already considered a dodger. Banks also want clarification about customer requests for restructuring or refinancing of loans.
In our opinion, it is impossible to refuse borrowers here, because, as a rule, we are talking about the need to support the client in a difficult financial situation. Even if a new agreement is required, by its nature it is a continuation of servicing existing obligations, - said the chairman of the NSFR Andrei Emelin. |
The need of banks to have access to data on military and handed subpoenas is obvious, says Mikhail Alekseev, an expert on the Popular Front project "For the Rights of Borrowers." But he also sees disadvantages in significantly expanding the number of users of the new system.
In the end, it may turn out that a wide access to the register will appear in the entire credit market, and this, in turn, may cause certain difficulties and certain risks related to information leakage, the expert explains.[3] |
Minister Maksut Shadayev answered acute questions about the digitalization of military registration
On April 12, 2023, the Ministry of Digital Development of the Russian Federation announced the possibility of turning off the notification of the summons to the military registration and enlistment office on the Public services portal.
{{quote 'If suddenly there are inaccuracies, he will always be able to apply for error correction directly through the portal. The very notification that a summons has been issued will also come to the personal account on Public services - unless the user turns off this function himself, - says the answers of the head of the Ministry of Digital Development Maksut Shadayev in the industry Telegram channel "We are IT[4] }}
According to him, notifications about the application of some restrictive measures to the user will always come. As the head of the State Duma Defense Committee Andrei Kartapolov clarified, the summons to the military registration and enlistment office will be considered received from the moment it is placed in the personal account of the military liable.
Answering the questions, Maksut Shadayev also said that citizens who have the right to deferment and have received a summons will be able to "appeal it to the Public services and confirm their right to deferment by attaching the necessary documents."
It will also be possible to appeal the decisions of the military registration and enlistment offices on the establishment of restrictive measures, registration and much more. Such appeals will be considered in an accelerated simplified mode - within 5 days. At the same time, the appeal will be considered not by the military commissar, but by the regional draft commission, which is headed by the head of the subject, - said the head of the Ministry of Digital Development. |
Shadayev said that the register of military registration in full will be launched earlier than the start of the autumn draft for military service in 2023. The exact timing of the launch of the register will be determined after the adoption of the law, he added. As the head of the Ministry of Digital Development Science emphasized, thanks to the register of military registration, the number of subpoenas that will be issued to those who have the right to postpone will be reduced to zero. In addition, he said that the bill on military registration provides for automatic registration for military registration, full-time attendance at the military registration and enlistment office is not required.
If a citizen has reached a certain age, only recently received citizenship or changed his place of residence, he will not need to go to the military registration and enlistment office to register. The bill provides for automatic registration for military registration without the need for a full-time appearance, "he said and added that after fixing the decision made in the register, data, when and where the person is registered, will appear in the user's personal account on Public services. |
At the same time, a person will only be required to track changes on the portal and, if suddenly the data is not updated, write a request.
When asked whether the amendments to the draft law are related to plans to resume mobilization, Maksut Shadayev answered negatively:
No. On the contrary, as far as I know, now the bet is made on attracting contract workers to the service on a voluntary basis. Many regions have already begun to actively advertise the possibility of entering military service under a contract. For example, Moscow last week launched a separate website contract.mos.ru... I understand all the nervousness around this topic. But the task at the entrance is as follows - those who can be called up and who meet all the necessary requirements should receive summons for conscription. Everyone who should not receive subpoenas should not receive them. |
The Ministry of Digital Development of Digital Science of the Russian Federation noted that in the fall of 2022, the imperfection of the military registration and conscription system was revealed - for example, when employees of an IT company who had the right to postpone received summons, when for some reason they were not found in the lists in the military registration and enlistment offices, and the "lists themselves descended painfully long." In this regard, according to Shadayev, it became clear about the need to improve the system.
Russia adopted a law on electronic subpoenas for military prisoners
On April 11, 2023, the State Duma adopted in the third (final) reading amendments to the legislation, which introduce the possibility of notifying conscripts in electronic form, a unified register of military prisoners and a restriction on traveling abroad for dodgers.
According to one of the adopted amendments, those liable for military service will be able to receive summons both through their personal account on the State Public services portal and at the MPSC. At the same time, the new scheme will be built on the basis of the already working system of Public services. The electronic agenda will be considered handed over from the moment of its placement in the personal account of a citizen on Public services. The legal force of subpoenas handed over to any of the listed paths will be the same.
If the agenda, executed in writing or in electronic form, is not served, then it is considered in any case served after seven days from the date of its placement in the register of subpoenas, the amendments say.
The bill requires to appear on the agenda within 20 calendar days from the day indicated in it. Within a day after the delivery of the agenda, a warning is sent about coercive measures in case of failure to appear.
The amendments also provide that a citizen subject to conscription, who received the agenda of the military commissariat after the date of appearance indicated in it, is obliged to report this within two weeks from the date of receipt of the agenda, personally appearing at the military commissariat, or through the State Public services portal.
Another innovation is a single register of military prisoners. It will contain personal data of such persons, personal and passport data of a military liable person, TIN and SNILS number, place of registration and place of actual stay, information about the presence of foreign citizenship or residence permit, information about the place of work, education and state of health.[5]
