The digital profile of a citizen of the Russian Federation (CPU) is a collection of all data about a citizen that are at the disposal of state bodies and state information systems, as well as a collection of technical means that allow managing this data (primarily a citizen). This description is given in the CPU bill. With the help of a digital profile service, a citizen can gain centralized access to personal information stored in state information systems (GIS), use this data, provide or deny access to it. The profile allows you to have a personal archive of documents that can be opened not only on your computer, but also on mobile devices.[1]
A digital profile (or ESIA 2.0) is an expanded version of a citizen's personal account on the State Public services Portal, where information about citizens from various databases (FTS, Rosreestr, Ministry of Internal Affairs, PFR, etc.) will be stored.

The Digital Profile was created and is being developed by the Ministry of Digital Development, Communications and Mass Media and the Bank of Russia. In December 2021, it became known about the decision of the Central Bank of the Russian Federation to open access to the digital profile of Russians to a new group of organizations for the provision of financial services.
According to the regulator in the draft of the main directions of digitalization of the financial market for the period 2022-2024, in 2022, changes will be made to the government decree of 03.06.2019 No. 710, which will allow professional securities market participants, non-state pension funds, management companies of investment funds, credit bureaus and Deposit Insurance Agency (DIA) use a digital profile to obtain reliable information about citizens.
By December 10, 2021, the digital profile operates as part of an experiment, the implementation of which is envisaged until the end of 2022 . The participants in the experiment are already credit, insurance, microfinance organizations and operators of financial platforms.
It is also planned to adopt a draft federal law No. 747513-7 "On Amendments to Certain Legislative Acts ( in terms of clarifying identification and authentication procedures)," which enshrines the legal status of a digital profile of a citizen and establishes the legislative framework for creating a digital profile of a legal entity.
The draft law provides for the possibility of obtaining , using the Unified Identification and Authentication System (ESIA), by bodies and organizations, information about individuals and legal entities contained in state, regional and municipal information systems, as well as the results of the provision of state and municipal services necessary to provide such persons with services, including financial ones.
By December 10, 2021, 19 banks and 3 insurance companies provide services using a digital profile. Citizens used these services more than 1.55 million times, the Central Bank said.[2]

Interaction of microfinance organizations with citizens is organized at State Public services

Ministry of Digital Development has defined scenarios for using a citizen's digital profile
At the end of February 2021, the Ministry of Digital Development of the Russian Federation published on its website a methodological recommendation on the use of the digital profile infrastructure of a citizen. The basic scenarios for using the technology, which are described in the document, included:
- requesting user consents to access their information;
- obtaining by the information systems of the participants in the experiment data from the registers stored in the digital profile;
- notifying the digital profile of changes in registers stored in such a profile by the experiment participant.
The methodological document defines a digital profile as all digital records of a citizen in state information systems (GIS), while the digital profile infrastructure is based on a unified identification and authentication system (ESIA).
The materials on the Ministry of Digital Development website say that one of the functions of the digital profile is to provide information about a citizen contained in the ESIA or GIS, interacting with the ESIA through a unified system of interdepartmental electronic interaction (CMEV), with his consent to third parties in the interests of the citizen himself (for example, providing the bank with verified information necessary to fill out a credit application). In this case, the interaction of a citizen with a digital profile consists solely in confirming the consent to provide information to the organization that requested access to this information through the profile infrastructure. User consent scenarios are available online and offline.
To gain access to user data, IT systems must obtain consent from him to perform certain actions with this data for certain purposes for the requested period. Consent request is possible only for users with a confirmed ESIA account.[3]

So, in March 2021, on the State Public services portal, through the digital profile of a citizen, a mechanism for transferring a certificate of 2-NDFL to banks when issuing loans was implemented. After obtaining consent from a citizen to provide data, the certificate is automatically sent to the bank, and information is recorded in the personal account of the State Public services user, when and to whom approval was given.
