Vladimir Putin gave instructions regarding the digital medical profile of the Russian

Prime Minister Mikhail Mishustin has been appointed responsible for its implementation. He needs to provide a corresponding report by September 1, 2024.

By 2024, one of the key federal projects in the field of digitalization of healthcare in Russia is the creation of digital patient profiles, that is, a set of data in a single register, to which doctors in all regions will have access.

Earlier, the Federal Compulsory Health Insurance Fund (FFOMS) said that in 2024, active work on creating such profiles will take place in 14 regions. In February 2024, the Ministry of Health of the Russian Federation said that at that time 45 million such profiles had already been created.

From 2025, a special "digital" federal project "Digital Health Services" should also start. The corresponding order to the Ministry of Health and the Ministry of Finance was given by the Prime Minister of the Russian Federation Mikhail Mishustin. One of the main goals of the project, based on the content of government instructions, will be the development of artificial intelligence and digital profiles of the patient.[1]

Creation of a digital profile of human health within the framework of the national project "Long and active life"

As part of the new national project "Long and Active Life," a digital profile of human health will be created. This was announced by the scientific director of the National Center for Physics and Mathematics Alexander Sergeyev in early March 2024.

According to Sergeyev, the project of a digital health profile in Russia is being implemented jointly by the Federal Medical and Biological Agency (FMBA) at a closed administrative-territorial entity in Sarov. This location is suitable for this initiative, since it is long-term - we are talking about observing the health of a large number of people, explained the scientific director of the National Center for Physics and mathematician.

He also added that there are more and more markers of aging that inform about the state of human health, as well as at what pace he is moving towards a particular disease, towards old age.

How digital medical profiles will work in Russia

On October 26, 2023, Deputy Minister of Health of the FPM Pugachev, during a conversation with journalists in Novosibirsk, spoke about how digital medical profiles will work, and also assured of the reliability of storing data in this system.

The digital medical profile will allow doctors and patients to better understand each other, as well as relieve the burden on medical professionals. Thanks to him, it will be possible to exclude duplication of medical appointments and services.

As Pugachev notes, the formation of a digital medical profile, first of all, consists in the fact that a person can store his medical documents - the results of examinations, a medical record, appointments of doctors, a medical policy - electronically in the Unified State Health Information System (Uniform State Health Information System) and through his personal account on the portal of public services independently provide access to them to any doctor in any clinic - private or public.

According to the deputy head of the Ministry of Health of the Russian Federation, the digital medical profile will not contain the entire medical history of a person, but only those critical data that are necessary to determine the patient's risk profile and correctly route it to control the quality of treatment.

According to Pugachev, patients of Russian medical institutions may not worry that their digital medical profile will be publicly available. According to him, even in a medical institution, access to data will be provided to a specific doctor as part of the provision of medical care at the appointment.

Earlier, Minister of Health Mikhail Murashko said that the patient's digital medical profile is needed to form a new public health system, in which a person is not only invited to take care of himself, but also the state, for its part, will push him to this. He stressed that a list of the main problems that can bring him health troubles or cause a serious illness, hospitalization or, worse, death should be formed for each person.[3]

In 2024, Russians will have digital medical profiles

The Ministry of Health plans to form digital medical profiles of insured Russians by 2024 and by 2025 actually provide digital prevention in the country. This was announced on October 6, 2023 by the press service of the State Duma deputy RFAnton Nemkin.

According to Murashko, artificial intelligence programs are already being used in many regions. At least one such software product in each subject will work this year, while the mechanisms of operation are being installed and debugged.

The patient digital profile system, which will reflect all past diseases and human condition, aims to help doctors make predictions for several years to come, identify diseases in time and treat them.

The formation of a digital medical profile in itself is primarily necessary so that a person can store his medical documents in electronic form in the Unified State Health Information System (Uniform State Health Information System). This will allow, through a personal account on the public services portal, to provide access to certain documents directly to any doctor in any clinic. This approach will help doctors and patients better establish interaction, and in general will relieve the extra bureaucratic burden on medical workers. It will also help finally eliminate duplication of medical appointments and services, since when moving from one organization to another with paper documents, this often becomes a problem, the deputy said.
