2023: The main areas of work of the Regional Management Centers for 2024 are named
In mid-December 2023, the All-Russian interdepartmental competence center in the field of Internet communications "Dialogue" named the key areas of activity of the Regional Management Centers (SDGs). In 2024, among other things, it is planned to introduce artificial intelligence tools to increase the efficiency of communication between authorities and society.
The decision to create the SDGs was made by President Vladimir Putin, and by December 1, 2020, such structures appeared in all constituent entities of Russia. The SDGs monitor, process and analyze the appeals and messages of residents, provide interdepartmental interaction of the authorities to "maximize the time to receive an answer and solve the problematic issue of a citizen."
Among the main areas of work of the SDGs in 2024 are the improvement of the quality of content in state tablets and the qualifications of their administrators, as well as the development of analytics for making management decisions with an economic effect. In addition, it is planned to scale the experience of municipal management centers. SDG specialists will refute fakes at the local level, and the network of workers checking information for reliability (the so-called fact checkers) will expand. AI tools will be used to pre-prepare authorities responses on social networks, which will help increase efficiency and reduce the burden on SDG employees.
SDGs were originally created as operators of dialogue between power and society on the Internet. Three years later, they act as an element of the public administration system, a support for decision-making of government officials. Municipal management centers have been created in pilot regions - Deputy Prime Minister Dmitry Chernyshenko
Deputy Prime Minister of the Russian Federation Dmitry Chernyshenko in an interview with TAdviser in February 2021 announced plans to create centers similar to regional management centers (SDGs) at the municipal level.
Today, the SDG topic is descending to the municipal level: such centers are being created on the ground, "Chernyshenko said. - For example, they appeared in five pilot regions - in the Vologda, Kaluga, Kursk, Ulyanovsk and Moscow regions. And this is logical, because about half of all messages that come to the SDGs are from municipalities. Regional Management Centers have been created in all regions of Russia
In all constituent entities of Russia, they created Regional Management Centers (SDGs) for online interaction between citizens and officials, and also appointed leaders responsible for digital transformation (RCT). This was announced on December 2, 2020 by Deputy Prime Minister Dmitry Chernyshenko after a meeting to summarize the implementation of the president's instructions.
The SDGs were to be organized in all regions and the heads of digital transformation were to be appointed on behalf of Vladimir Putin by December 1, 2020. The order was completed on time, Chernyshenko said.

The head of the Ministry of Digital Science Maksut Shadayev said at the meeting that all 85 subjects provided information on the appointment of heads of digital transformation. The minister also noted that the process of appointing those responsible for digital transformation in the ministries and departments of the regions is nearing completion.
According to Chernyshenko, in the near future a rating system will be created to assess the results of the activities of leaders of digital transformation, depending on the level of implementation of advanced technologies in the region.
Somewhere else, he added, there was still work to be done and the pace to be taken. The main thing is to organize the interaction of federal and regional RCTs to exchange experience and scale best practices throughout the country.[2]

On July 22, 2020, it became known about the decision of the Ministry of Communications to allocate 26.4 billion rubles for the creation of regional management centers (SDGs), which will collect and process residents' appeals to federal and regional authorities, local governments, state and municipal structures.
Complaints will come not only from the official portals of organizations, the website of public services and hotlines, it is also planned to take into account mentions in social networks and appeals in instant messengers. SDGs in all regions will be connected into a single centralized system. In the subjects themselves, they will be offices where topical issues are resolved: problems with signing up for a doctor, school or kindergarten, eliminating holes on the roads, cleaning up garbage, etc.
According to Izvestia, the creation of SDGs may be included in the federal project "Digital State Administration" of the national project "Digital Economy." It is proposed to redistribute the funds allocated for the SDGs within the framework of the national project from another federal project - "Information Infrastructure."

Judging by the documents that were sent to the regions, the SDGs mean the scaling of already developed IT solutions in the Moscow region, Dmitry Gokov, director of digital transformation at Smart Consulting, told Izvestia. In his opinion, the functionality of the systems proposed by the Ministry of Telecom and Mass Communications is not unique - in many regions and municipalities there are already their own IT solutions for working with citizens' appeals. Therefore, the declared amount of funds seems excessive to the expert.[3]
