26.6 thousand SZO are connected to the Internet during the year

On January 22, 2021, the Ministry of Digital Development, Communications and Mass Media of the Russian Federation announced the results of connecting socially significant objects (SZO) to the Internet in 2020. About 26.6 thousand objects received access to the Network - these are educational organizations, feldsher-obstetric centers (FAPs), state and local authorities, objects of the Ministry of Emergency Situations, the Ministry of Internal Affairs, the Russian Guard, as well as election commissions.

Most of the connections in 2020 fell on FAPs (about 8.9 thousand), educational institutions (about 8.4 thousand) and state and local authorities (about 3.9 thousand). In addition, 3,000 election commissions, more than 2,000 facilities of the Ministry of Emergencies, the Ministry of Internal Affairs, the Russian Guard, as well as almost 400 state and municipal cultural organizations received access to the Network.

State and municipal cultural organizations were additionally included in the list of types of SZO connected to the Internet, in accordance with the order of the Government of the Russian Federation of October 20, 2020 No. 2718-r. The main part of cultural organizations planned to connect (6 thousand objects) will receive access to the Network in 2021.

Access to the Internet of educational organizations and election commissions is organized through a single data transmission network (ESPD). SPD provides secure access to state and municipal information systems and allows you to organize a secure Internet space, primarily to protect personal data, as well as block access to prohibited resources.

File:Aquote1.png
The plan for 2020 for connecting socially significant objects has been 100% completed. In addition, about 2 thousand objects were connected during this period, the main part of which is FAPs. Representatives of the Ministry of Digital Development of Russia, regional authorities and heads of the North-West Administrative District participated in the acceptance of the results of the work on the provision of services for connecting the North-West Administrative District. They monitor the compliance of the parameters specified in the conditions of state contracts, - said Igor Semenikhin, director of the Department of Infrastructure Projects of the Ministry of Digital Development of Russia.
File:Aquote2.png

Socially significant objects are connected to the Internet within the framework of the federal project "Information Infrastructure" of the national program "Digital Economy of Russia" since 2019. Throughout the country, 16 telecom operators provide connection within the framework of three-year state contracts. For 2019 and 2020, about 44.3 thousand received access to the Network on a cumulative basis. SZO.

Over the two years of the project implementation, more than 15.6 thousand educational organizations are provided with high-speed Internet access, about 13.9 thousand. FAPs, more than 7.4 thousand bodies of state power and local self-government, about 4 thousand objects of the Ministry of Emergency Situations, the Ministry of Internal Affairs, the Russian Guard, 3 thousand election commissions, about 400 cultural organizations.

In 2021, the planned work on connecting the SZO to the Internet will be completed, all schools and FAPs will receive access to the Network. It is planned to connect 45.1 thousand. SZO, including state and municipal cultural organizations. As a result, the total number of SZO with access to the Network will be about 89.4 thousand objects in three years.

The connection of the SZO to the Internet contributes to the development of communication in remote and small settlements. When these objects are connected, communication nodes are created in each settlement, the capabilities of which allow all households of the settlement to be connected to high-speed access.

The Accounts Chamber pointed out Ministry of Digital Development shortcomings in connecting schools and hospitals to the Internet

On December 8, 2020, it became known about the criticism of the Accounts Chamber (JV) in relation to the project of connecting social significant objects to the Internet implemented by Rostelecom. According to the control and supervisory authority, the operator could partially connect organizations that already had access to the Network.

The reason for the duplication of Internet connections and payment from the federal budget for services that are not needed, the joint venture called the shortcomings of the regulatory framework in this area. In particular, as indicated in the department, the criteria for the selection of objects and the conditions for their inclusion in the list of objects connected to the Internet are not legally defined.

The Accounts Chamber pointed out the shortcomings when connecting schools to the Internet

As RBC writes with reference to the report of the joint venture, some regional departments of various departments in the Vladimir and Kirov regions, as well as in the Khabarovsk Territory and the Jewish Autonomous Region, were included in the lists for connecting to the Internet without coordination with the regulatory authorities, which led to the risk of double financing of the service - at the expense of the project Ministry of Digital Development (that is, national programs) and by providing departments with the functions of their territorial departments.

The Ministry of Digital Development of the Russian Federation, in turn, said that the criteria for choosing socially significant objects, as well as the parameters of such connections, are enshrined in the decision of the Presidium of the Government Commission on Digital Development, the use of information technologies to improve the quality of life and conditions for doing business in November 2018.

According to the joint venture, connecting socially significant objects to the Internet cost the Government of the Russian Federation almost a third cheaper in 2018-2019. The Ministry of Digital Development saved 21.24 billion rubles of budget funds allocated for the project through auctions. 16 telecom operators took part in the procurement procedures, with whom the ministry concluded 85 state contracts. Half of them (43 contracts) for 18.7 billion rubles fell on Rostelecom[4] [5]

Telecom operators connected 40 thousand SZO to the Internet

Ministry of Digital Development, Communications and Mass Media of the Russian Federation On October 12, 2020, it announced the completion of the next stage of connection to the Internet to all socially significant objects planned for 2020 (SZO).

The connection of the SZO to, to the Internet including educational organizations, feldsher-midwife stations, state and local governments facilities, and, MINISTRY OF EMERGENCY SITUATIONS MINISTRY OF INTERNAL AFFAIRS National Guard of the Russian Federation is being implemented within the framework of the federal project "Information Infrastructure" of the national program. " Digital economy of Russia A total of 16 operators provide connectivity across the country under three-year government contracts. communications

From January 1 to September 30, 2020, operators connected almost 22 thousand SZOs to the Internet and in October began commissioning work on the next stage. At the end of each reporting period, regional authorities check the work performed and measure the speed of the Internet. The standard of the Fedproject "Information Infrastructure" provides for a speed of 100 Mb/s for urban and 50 Mb/s for rural educational organizations, respectively. These indicators are also indicated in state contracts for the provision of services. If non-conformities are detected, the operator must eliminate the existing shortcomings, otherwise penalties shall apply to him.

For the second year in a row, the Chechen Republic is performing work earlier than other regions to connect the SZO to high-speed Internet. In 2020, in the region, in addition to the 172 SZO originally planned under the program, the telecom operator of ElektroSvyaz JSC in the Chechen Republic additionally connected 66 facilities that were included in the 2021 plan.

As of October 12, 2020, almost 40 thousand SZOs have been connected to the Internet by the cumulative total since 2019 in Russia. In 2021, more than 28 thousand objects will receive access to the network.

The Ministry of Communications is developing a situational center for the sustainable operation of communications and data centers

In August 2020, it became known about the decision of the Ministry of Communications to create a situation center to ensure the sustainable functioning of communication infrastructure and data centers.

As the ministry explained to Kommersant, the situation center is necessary to carry out special tasks at the direction of the president and the government, monitor the deployment of communication infrastructure, collect, process and store data on communication networks, data centers, state information systems, information security infrastructure and the implementation of industry projects.

In addition, thanks to this initiative, it is planned to organize operational interaction with government agencies and industry organizations in emergency and emergency situations and monitor the execution of contracts within the framework of the "Information Infrastructure."

The Ministry of Communications creates a situational center for the stable operation of communications and data centers

The Ministry of Communications proposes to spend 175 million rubles on the creation of a situation center and take this money from projects to finance a communication network for socially significant objects in small settlements.

According to Mikhail Klimarev, director of the Internet Protection Society, if the initiative of the Ministry of Telecom and Mass Communications involves managing communication networks in emergency situations, then this, on the contrary, can create new risks, since such a control system becomes a convenient vector of attack.

Qrator Labs Technical Director Artem Gavrichenkov considers the key problem to be whether the Ministry of Telecom and Mass Communications will be able to offer something valuable for the operators themselves. If not, then even those data sources to which the department will be able to access through binding regulations will not work stably and supply data in the required volumes and on time, he is sure.

The VimpelCom"" considered it premature to create a new monitoring center before determining its powers at the level of the law.[6]

The implementation of the Digital Economy projects has stalled. The Ministry of Communications told about the reasons

On July 28, 2020, it became known about the slow implementation of Digital Economy projects: in the second quarter, only one of the announced 10 goals within the framework of the federal Information Infrastructure project was achieved.

As Kommersant writes with reference to the minutes of the meeting of the working group on this area of the Digital Economy ANO, held on July 17, 2020, the concept of the development of 5G networks in Russia and the roadmap for stimulating investment activity of telecom operators have not yet been approved.

The following tasks have also not been completed:

  • is not provided with communication coverage of federal highways according to the schedule;
  • information systems of government agencies have not been transferred to a single cloud platform;
  • no public platform for the management of rights to the results of intellectual activity, the federal portal of spatial data and new services of the Unified State Register of Real Estate were created;
  • measures to support manufacturers of domestic telecommunication and cable equipment have not been implemented.

The Ministry of Telecom and Mass Communications spoke about the reasons for the delay in the implementation of the Digital Economy projects

In addition, the conditions and sources of financing for the communication satellite system project (part of the Russian global satellite communications project "Sphere") were not determined.

The only result achieved in the second quarter of 2020, the working group recognized the approval of the concept of covering transport infrastructure with communication networks for data transmission systems, including GLONASS, the publication says.

The Ministry of Telecom and Mass Communications explained the disrupted deadlines for the implementation of the indicators of the federal project by the position of industry representatives. In particular, due to the positions of law enforcement agencies, the department cannot fix the 3.4-3.8 GHz frequency range in the document, which cellular operators consider a priority, Oleg Ivanov, deputy head of the Ministry of Communications, explained to the newspaper.[7]

The Ministry of Telecom and Mass Communications reduces the budget for the development of networks by 26.4 billion rubles

In early July 2020, it became known about the decision of the Ministry of Communications to reduce the budget of the federal project "Information Infrastructure," which is part of the national program "Digital Economy," by 26.4 billion rubles.

According to Vedomosti, citing materials from the department, the largest cost reduction may affect a project to create wireless networks for socially significant objects in small settlements - its budget will be reduced by 20.6 billion rubles.

thumbMinistry of Communications decided to cut the budget of the federal project "Information Infrastructure"

The budget for communication of federal highways may be reduced by 3.7 billion rubles. In addition, 2 billion rubles less than planned can be spent on the conversion of radio frequencies, that is, on the transfer of resources used primarily state by law enforcement agencies, commercial communications companies (this is necessary, in particular, for deployment in - Russia 5G nets).[8]

As noted by Roman Yakovlev, director of Information Infrastructure at the Digital Economy ANO (unites large businesses and is responsible for the implementation of the national program), a complete reduction in funds in 2020-2021 for work on the release of the radio frequency spectrum will very negatively affect the development of communication networks of new generations, jeopardize the implementation of tasks within the framework of the Digital Economy.

File:Aquote1.png
The communication networks of the following generations are the fundamental basis of the information infrastructure for the development of the Russian economy. Foreign countries are already actively launching fifth-generation networks, and we are seriously lagging behind in this regard. Understanding the current economic situation and the importance of many processes, the expert community proposes to consider alternative options for transferring funds, perhaps not in full, but with a partial reduction, "he told TASS Information Agency of Russia.

The head of the Federation Council V. Matvienko: Big state money is practically thrown away, there is no real digitalization of social institutions

On February 26, 2020, Chairman of the Federation Council Valentina Matvienko at a meeting called on the relevant committees of the council, as well as departments, to take control of the problem of connecting socially significant institutions to the Internet and determine ways to solve it. The problem is that within the framework of the Digital Economy national program, these institutions are provided with a network infrastructure for Internet access, but many of them cannot use it due to the fact that they do not have the necessary internal infrastructure, including computers. The issue is especially acute in schools and feldsher-midwife stations.

In total, about 100 thousand objects should be connected within the framework of this Digital Economy event. These include schools, government agencies, territorial election commissions, feldsher-midwife stations, fire stations, police, facilities National Guard of the Russian Federation , etc.

One of the key performers for this project is Rostelecom. Invited to a meeting of the Federation Council, the head of Rostelecom Mikhail Oseevsky cited data that in 2017-2018. their company connected more than 8 thousand medical institutions, clinics, hospitals to high-speed Internet. And in 2019, a new project was launched to connect schools, feldsher-obstetric points, units of the Russian Guard, the Ministry of Emergency Situations and the Ministry of Internal Affairs.

Oseevsky complained about the uncoordination of the actions of the executive authorities in the implementation of various national projects and, as a result, the impossibility for some institutions to use the Internet.

File:Aquote1.png
Still in many schools there is no modern infrastructure inside, there are no computers. And some feldsher-midwife stations are completely inoperable, - stated the head of Rostelecom.
File:Aquote2.png

He demonstrated several feldsher-obstetric points from the list confirmed for connection, which the company photographed, in his presentation at a meeting of the Federation Council.

Slide from the presentation of Mikhail Oseevsky at a meeting of the Federation Council on February 26

The Ministry of Telecom and Mass Communications previously reported that at the end of 2019, about 18 thousand socially significant objects were connected. Under the terms of state contracts, the company, which has undertaken obligations to connect socially significant objects to the Internet, is obliged to provide access to the communication center. Internet traffic of social facilities is also included in the cost of contracts. And the creation of automated workplaces is not provided for. The latter is a regional issue.

In total, 72 billion rubles are allocated to provide the Internet with socially significant objects in the Digital Economy national program until 2021. Valentina Matvienko at the meeting noted that significant funds that the state directs to create conditions for citizens and social organizations to access digital technologies should be spent efficiently. And in the case of socially significant objects, this is not always the case.

File:Aquote1.png
They were connected to the Internet, but there is no internal infrastructure. And that big public money is all but thrown away. Considerable funds are spent, and there is no real digitalization of social institutions, - said Matvienko.
File:Aquote2.png

Like Oseevsky, Valentina Matvienko stressed that the result here often depends on the interaction of all participants in the process. She added that the current situation, including the lack of equipment, and the shortage of personnel, and this problem must be solved comprehensively, calling on the relevant committees of the Federation Council to take control of this problem and, together with the departments, determine ways to solve it.

Research Institute "Voskhod" will build a state platform of the Internet of Things for 240 million rubles

The Ministry of Telecom and Mass Communications held an open competition for the creation of a Unified State Platform for Collecting Data of the Industrial Internet of Things and Tools for Analyzing Objective Data on Observed Objects (EPPSD) as part of a platform for performing state functions. This became known on January 21, 2020. According to the Public Procurement Portal, the winner of the competition was the state-owned enterprise NII Voskhod, which will carry out work at a starting price of 237.5 million rubles. Approval of the concept for the construction of narrowband wireless communication networks IoT

On April 5, 2019, it became known that the Ministry of Digital Development of the Russian Federation approved the concept for the construction of narrow-band wireless communication networks of the Internet of Things in the Russian Federation. The concept was developed within the framework of the "Information Infrastructure" direction of the national program "Digital Economy of the Russian Federation."

The approval of the concept for the construction of narrow-band wireless communication networks of the Internet of Things in the Russian Federation was announced by the press secretary of the Ministry of Telecom and Mass Communications Yevgeny Novikov.

According to the concept, narrowband IoT wireless networks will be applied in housing and communal services, logistics, transport and industry. In licensed radio frequency bands, they are represented by three standards: EC-GSM (900, 1800 MHz), eMTC (also called LTE-eMTC, LTE bands) and NB-IoT - LTE bands, including 450, 800, 900, 1800, 2100, 2600 (FDD). In fact, all three technologies are not independent standards, but represent the development of existing cellular mobile communication standards, which will be improved to meet the needs for connecting low-power devices.

The standards of narrowband IoT wireless communication networks in unlicensed bands, according to the concept approved by the Ministry of Communications, can be divided into two groups. On the one hand, this is a set of ultra-narrow-band technologies of domestic development "Strizh," JSC "Glonass," NB-Fi, as well as the technology of the company "Altonika." They are in many ways similar to the more common Sigfox technology in other countries. On the other hand, this is narrowband LoRa (radio interface) or LoRaWAN (includes the description of protocols of higher layers).

For these standards, the most popular radio frequency bands are 863-876 MHz and 915-921 MHz. As indicated in the document, from the point of view of radio frequency support, all technologies with the exception of Glonass JSC are considered only for unlicensed use.

From the text of the concept follows:

File:Aquote1.png
A hybrid scheme is considered for Glonass JSC, where radio frequency bands are assigned to the operator or trusted operators in the Glonass JSC system, but their use by these operators is carried out without obtaining permits to use radio frequencies or radio frequency channels

Ultra-narrowband technologies are largely focused on the business model, in which the technology developer implements both the functionality of the information aggregator and the provision of services for organizations that have deployed a radio access network. At the same time, ultra-narrow-band technologies are mainly focused on collecting telemetry from non-critical objects.

The concept was developed by order of the Ministry of Telecom and Mass Communications of Spectrum Management LLC.

Approved the concept of connecting to the Internet 100 thousand socially significant objects

On February 28, 2019, it became known that Government of Russia it approved the Concept for connecting Internet socially significant objects to the network. We are talking about providing access more than 100 thousand objects on the Internet educational : institutions, feldsher-midwife stations, police departments, National Guard of the Russian Federation fire departments, military commissars, state power bodies and local self-government.

Previously, providing broadband Internet access (broadband access) to socially significant facilities was included in the Digital Economy program. The first version of this program, together with the action plan for the Information Infrastructure section, was adopted in 2017. Then the documents spoke about the connection to the Internet of state and municipal authorities and medical organizations.

At the end of 2018, the national program "Digital Economy" and the federal project "Information Infrastructure" were approved. They significantly expanded the number of objects that need Internet access, it coincides with the list of organizations indicated in the mentioned Concept.

So, in the federal project "Information Infrastructure" we are talking about connecting fire departments and posts to the Internet in small settlements. The Ministry of Civil Defense, Emergencies and Disaster Management (EMERCOM), together with the authorities of the constituent entities of the federation, will draw up a list of fire departments that need to be connected to the Internet, along with requirements for communication channels for them.

The relevant documents will be transferred to the Ministry of Communications. After that, the contractor for this project will be determined at the tender or by decision of the government. The federal budget will spend 500 million rubles on the indicated goals in 2019, 1 billion rubles in 2020, and another 2.5 billion rubles in 2021. That is, the total connection of fire departments to the Internet will cost the federal budget 4 billion rubles.

Another planned event is the connection to the Internet of police stations, territorial bodies of the Russian Guard and units of the National Guard troops, including those who serve persons with special police ranks in small settlements.

The Ministry of Internal Affairs (Ministry of Internal Affairs) and the Russian Guard, together with the authorities of the constituent entities of the federation, will have to draw up a list of objects that need to be connected to the Internet, along with requirements for communication channels. The relevant documents must be transferred to the Ministry of Communications. After that, contractors for this project will be selected at the competition or by adopting a government decree.

For these purposes, the federal budget in 2019 will spend 1.65 billion rubles, in 2020 - 2.15 billion rubles, in 2021 - another 3.65 billion rubles. That is, the total connection to the Internet of district police officers and units of the Russian Guard will cost the federal budget 7.45 billion rubles.

In addition, it is planned to provide all military commissariats with Internet access. The Ministry of Defense will have to draw up a list of objects that need to be connected to the Internet, along with the requirements for communication channels serving them. This list will be transferred to the Ministry of Telecom and Mass Communications. The contractor for this project will be determined by the government - competitive procedures are not expected.

For the relevant purposes, the federal budget will spend 156 million rubles in 2019, 312 million rubles in 2020, 468 million rubles in 2021. That is, connecting military commissars to the Internet will cost the federal budget 936 million rubles.

The event is preserved related to the connection to the Internet of state authorities and local self-government. For these purposes, the federal budget will allocate 10.425 billion rubles, this amount will be divided in approximately equal proportions between 2020 and 2021.

The project will be engaged in the Ministry of Communications together Central Election Commission with (CEC). The contractor for this project will be selected at the tender or by adopting a government decree. At the same time, data transfer services for federal authorities and state extrabudgetary funds as a single contractor will provide Rostelecom"," which is. operator Unified Data Network

Another activity is to create a system for monitoring the provision of communication services for socially significant objects. To this end, first, lists of parameters and indicators of quality and standards of services, methodological software and hardware complex for monitoring the provision of communication services for such facilities will be developed.

Then, testing tools will be developed and modules of the hardware and software complex for the provision of communication services for such objects will be debugged.

In 2020, pilot control zones for the provision of communication services for socially significant facilities will be created. By the end of 2021, the quality control system for the provision of communication services will work throughout the country.

The federal budget will allocate 390 million rubles in 2019 to equip socially significant objects with software and hardware complexes to control the provision of communication services, in 2020 and in 2021 - 170 million rubles each. That is, for these purposes, budget funds in the amount of 730 million rubles will be required. The project will be supervised by the Ministry of Communications and Rossvyaz, the contractor will be selected at the competition.

Thus, in total in 2019-2021. the federal budget will spend 12.39 billion rubles. on Internet connection in fire departments, police stations and units of the Russian Guard in sparsely populated areas of the country, as well as on military commissariats throughout the country.

Taking into account the plans previously laid down in the Digital Economy program to connect state and local authorities to the Internet, federal budget expenditures will amount to 22.8 billion rubles. And taking into account the system of quality control of services for socially significant objects - 23.5 billion rubles.

To solve the problem of ensuring Internet access to socially significant facilities, the state will support the construction of a federal LTE network in the 450 MHz range, he said earlier. Deputy Minister of Communications Oleg Ivanov As of February 2019, in most regions, frequencies in the 450 MHz range are owned by Rostelecom. In cellular operator Tele2 a number of regions, including,, and Moscow, St. Petersburg Moscow Leningrad Oblast such networks have already been launched.

In addition to Tele2, Rostelecom (will provide fiber-optic communication lines) and the state-owned enterprise Russian Television and Radio Broadcasting Network (RTRS, will provide masts for base stations) will participate in the project for the construction of the federal network of LTE-450.

At the same time, the LTE-450 network will be only one way to connect socially significant objects to the Internet, according to CNews the. This method of connection will be convenient in rural areas. In cities, many of the designated objects have the opportunity to connect by. In opto-fiber lines the most inaccessible places, connection will be carried out by. to the satellite[10] on[11]

Rostelecom and Tele2 are ready to create a cellular network for socially significant facilities

The Ministry of Telecom and Mass Communications supported the proposal of Rostelecom, T2 Mobile LLC and FSUE RTRS to determine the only provider of wireless broadband services for socially significant objects, including the Russian Guard, the Ministry of Emergencies and the Ministry of Internal Affairs of the Russian Federation, Kommersant Publishing House reported on February 12, 2019, citing a letter from the Deputy Head of the Ministry of Communications Yevgeny Kislyakov to the Analytical Center under the government. Testing of services is proposed to be carried out in 2019 in the Tver, Pskov and Novgorod regions using domestic equipment, the document says. Deputy Minister of Communications Oleg Ivanov confirmed the fact that the Ministry of Communications is working on such a project with Rostelecom, Tele2 and RTRS.

The concept of connecting socially significant objects to the Internet prepared by the Ministry of Telecom and Mass Communications on February 13, 2019 should be considered by the presidium of the government commission on digital development and IT, Oleg Ivanov specified. According to the concept, socially significant objects include educational organizations, state and local authorities, regional and territorial election commissions, feldsher-midwife stations, fire departments and posts, district police stations, territorial bodies and units of the Russian Guard, including OMON. In total, it is planned to connect more than 100 thousand such objects to the network by December 25, 2021, for this both wired and wireless communication channels will be used, it follows from the document.

According to the documents of the Ministry of Telecom and Mass Communications, the total budget of the project until 2024 is estimated at about 73 billion rubles. Of this amount, in 2019, 5 billion rubles will be allocated from the state budget to connect and pay for traffic to social facilities, in 2020 - 8.652 billion rubles, in 2021 - 13.065 billion rubles, Oleg Ivanov specified.

It is assumed that wireless Internet access will be provided by a single contractor, that is, a consortium of Rostelecom, Tele2 and RTRS, and a wired access contractor will be determined on the basis of a tender in each subject.

File:Aquote1.png
As of February 12, there is a discussion between market participants, including on what model to build it. No matter how market participants agree, the president and the government determine the only supplier, "said Oleg Ivanov.
File:Aquote2.png

According to him, it is proposed to conduct fiber-optic communication lines to PTRS facilities, then LTE base stations operating in various frequency bands will be connected to these lines. Connection to this network can be through a stationary modem installed on the roof of a social facility, or through a mobile modem, tablet, radio station or smartphone.

According to the Deputy Minister of Communications, the contract with the contractor may be concluded in April-May 2019. According to him, two domestic manufacturers of base stations and one vendor localized in the Russian Federation were also interested in the project, but "so far no binding agreements have been signed."

In addition, the concept also provides that individuals and legal entities will also be connected to the Internet thanks to the project.

According to representatives of ER-Telecom Holding, the company advocates technological neutrality and competition in solving such problems.

File:Aquote1.png
In our opinion, it is advisable to present requirements for the service and, on a competitive basis, choose the operator who undertakes to provide this service. And the operator could choose the technology of providing the service, based on the established requirements and economic considerations, the company noted.
File:Aquote2.png

The operator intends to participate in tenders if their conditions allow to provide services on an economically profitable basis.

Transtelecom is considered as a possible co-executor of the project to create a federal cellular network for socially significant facilities, according to the operator's press service. The company plans to participate in competitions, is working on technical solutions and is exploring the possibility of implementing a pilot project.[12]

Digital profile of a citizen will begin with the service of bank loans

A pilot project for launching a digital profile of a citizen can be a service for providing a bank loan without filling out questionnaires and presenting paper documents. This follows from the concept generally approved by the Regulatory Regulation working group at the Digital Economy ANO, which met on February 6, 2019 at the site of the Ministry of Economic Development of the Russian Federation.

The digital profile of a citizen, created within the framework of the federal project "Information Infrastructure" of the national project "Digital Economy," allows access to data from state information systems. A citizen will be able to agree to provide this data to any organization - state or commercial (using a smartphone or computer). Read more here.

2018: Deputy Minister of Communications Alexey Kozyrev at IT Gov Day - on the development of digital state platforms

Alexey Kozyrev, Deputy Minister of Communications and Mass Media of the Russian Federation, in his speech at the TAdviser IT Government Day conference spoke about plans for the next 3 years to develop state digital platforms - an identification platform, an integration platform for transmitting machine-readable data, a state data store on the Internet, as well as prospects for digital integration on the territory of EurAsES. Projects related to government digital platforms belong to the infrastructure section of the Digital Economy program.

Alexey Kozyrev spoke about the development of state digital platforms

The identification platform is necessary so that both the business and the citizen have a digital key that would allow electronic transactions to be carried out, to carry out legally significant interaction in digital form.

File:Aquote1.png
Every citizen must have an electronic profile. We are used to the fact that we have profiles on social networks, in instant messengers. The profile contains information that we allow or prohibit other information systems from receiving. It became commonplace to log into various services, using, for example, a Facebook account or VKontakte. And such an electronic profile should be based on data verified and confirmed by the state. And every time we conduct a particular transaction, it should be possible to either provide or prohibit access to this personal data if we do not want to transfer it anywhere else. This is a rather interesting approach to how to manage your personal data, - said the Deputy Minister of Communications.
File:Aquote2.png

Now the state stores a huge amount of personal information of citizens, Aleksey Kozyrev reminded the audience, while the citizens themselves can receive this information in a limited amount and through a rather complex procedure under the guise of a public service. At the same time, he stated, in fact, in most cases this information is not even needed as a paper certificate, but only in the form of machine-readable data that will be processed by other information systems. Therefore, the electronic profile of a citizen, business, containing data and the ability for the subject to manage this data is an important task, the solution of which will be directed to the further development of the identification and authentication platform, says Kozyrev.

A very important point is that the binding of a living person to an electronic profile should be carried out by a trusted agent, Aleksey Kozyrev emphasized.

File:Aquote1.png
The question of whether this operation can be trusted to commercial organizations remains open. We do not yet have an unambiguous answer to this question. For example, banks want to perform this function. For example, a citizen could apply to a bank with a paper passport that would be tied to his electronic profile. Whether this can be done in banks, or in the MPSC, or through telecom operators is an issue that needs to be discussed, "he said.
File:Aquote2.png

In order to conveniently use the electronic profile, an electronic passport is needed - a carrier with a chip, on which important information from the electronic profile of a citizen is recorded, Alexey Kozyrev continued, expressing the hope that in 2018 some decisions will be made in this direction.

The prototype of the future platform of digital identification and authentication may be ESIA, since it is popular - more than 65 million citizens are registered in it. From July 2018, the deputy minister explained, biometrics will be added to the ESIA, and in the future it is planned to add an authorization function, that is, checking the authority of the current person, and the ability to use EDS from the cloud.

The second important platform in the context of the development of the digital economy is the data integration bus. With its help, machine-readable data must be transmitted from the master data source to all systems where they will be used. We are talking, among other things, about the data of the commercial sector of the economy. SMEV has de facto outgrown its original functionality, the deputy minister stated, it is now used not only for state functions, but for various integration processes. The Ministry of Telecom and Mass Communications plans to further develop its functionality in order to build a unified data model on the basis of this system, to build technical standards for the creation and exchange of data.

File:Aquote1.png
Different departments store and use the same datasets in different formats. In 2017, more than 20 billion transactions passed through the system of interdepartmental electronic interaction for the transfer of data from one department to another, - cited the data of the Deputy Minister of Communications.
File:Aquote2.png

The third important platform for the future digital economy is a single data showcase, a state "marketplace" modeled on Yandex.Market or Amazon, which would allow combining services of more than 7 thousand sites belonging to authorities and various government organizations in a single space. This is very important both from the point of view of savings and from the point of view of the convenience of providing services and information to users, emphasized Alexey Kozyrev.

In particular, this will make it possible to implement the provision of information to citizens in one window mode. The system, using artificial intelligence, will be able to dispatch a citizen's request both in the context of the department and in the context of legislation so that the answer is both meaningful and timely.

Alexey Kozyrev also touched upon the economic processes on the territory of EurAsEC in the context of digital integration. The development of state digital platforms will be carried out taking into account the processes on the territory of the EurAsEC, the deputy minister emphasized, for which a special design body has been created within the framework of the EurAsEC Commission, which will coordinate work in this direction and where the Ministry of Communications plans to send proposals for the creation of digital platforms in the EurAsEC space.

At the end of the report, Kozyrev touched upon the financing of the development of digital technologies by the state. Constantly investing budget money in them due to their natural moral obsolescence is a costly process. Therefore, it is necessary to intensify PPP mechanisms, the Deputy Minister of Communications noted. However, key services - electronic identification and authentication, a geo-information system - apparently should remain under the control of the state, he concluded.

The voiced theses on the development of digital platforms will be reflected in several documents, said Alexey Kozyrev, answering questions after the report. First, under the Digital Economy program, plans for the implementation of the program and related measures have been approved. One of the events in the information infrastructure section involves the development and approval of the concept for the development of state digital platforms. It is in development, after which the concept is planned to be approved at the subcommittee on the digital economy.

Regarding the agenda of the EurAsEC, the Ministry of Communications is preparing proposals from the Russian Federation for the implementation of joint projects. The proposals will be aimed at ensuring that Russian state platforms are integrated with similar platforms of EurAsEs partners.

In turn, there are three bills on the topic of PPP, said the Deputy Minister of Communications. Here there will rather be legislative initiatives that will allow concessions in the field of creating and developing information systems. In addition, there are a number of initiatives aimed at making it possible to use commercial money in order to finalize or finance their operation for the needs of commercial organizations.

File:Aquote1.png
A lot of data stored by the state is required, for example, by banks for the credit process. At the same time, banks can receive personal data with the electronic consent of citizens provided online through electronic government systems. But when commercial organizations start using government systems, the question is who will pay for it. And we need mechanisms that allow commercial organizations that significantly save on risk reduction, on improving the quality of the loan portfolio, to pay the growing burden on state IT systems. We will also create such mechanisms, - summed up Kozyrev.

The share of sectors of the economy whose digital platforms are integrated with domestic platforms that provide a single trusted environment for working with data will be 100%. The share of economically developed territories of the Russian Federation on which a unified state environment for the transfer of navigation and logistics information has been created will reach 90%. The same indicator should be achieved by the share of Russian remote sensing data in the total amount of data used in Russian geoinformation systems. In addition, the creation of the Unified Electronic Cartographic Framework should be completed in 2024.

Public discussion of the digital economy infrastructure development plan

On November 27, 2017, the Competence Center for Information Infrastructure of the Digital Economy of the Russian Federation program (PJSC Rostelecom) and the Information Infrastructure Working Group under the Digital Economy ANO (organizes the work of the MegaFon PJSC group) presented a draft action plan for the development of information infrastructure for the digital economy for public discussion. The document is posted on the website regulation.gov.ru.

"Unmanned vehicles, virtual reality and biometrics platforms, telemedicine, distance education, a" smart "city - the development of these digital ecosystems can bring, according to various estimates, additional economic growth from 0.4 to 0.9% of GDP per year. Such ambitious results can only be achieved by creating an ICT infrastructure capable of meeting the current and promising needs of citizens, businesses and the state in the transfer, storage and processing of data, - said Boris Glazkov, Vice President for Strategic Initiatives of PJSC Rostelecom, Head of the Competence Center. - The plan presented today is the result of the joint work of leading market participants, who, despite competitive contradictions, were able to develop a consolidated vision in the main areas of infrastructure development for the digital economy. Currently, we are completing the process of coordinating the document with interested federal executive bodies, after which the document will be submitted for consideration and approval to the Subcommittee on the Digital Economy under the Government Commission on the Use of Information Technologies to Improve the Quality of Life and Business Conditions. "

114 representatives of leading companies in the field of IT and telecommunications took part in the work on the action plan. The plan developed by the expert community contains more than 300 events with specific proposals for the development of fifth-generation communication networks (5G), data storage and processing infrastructure, the creation of "digital" infrastructures for transport corridors, ensuring equal access for citizens to digital services in the field of health care and education, the formation of an infrastructure level of a new type - digital infrastructure platforms.

An important feature of the developed plan is that it includes not only measures for the implementation of large state infrastructure projects, but also business initiatives. For example, the large-scale development of the data center network in regions with a presence in each federal district, including Khabarovsk, Nizhny Novgorod, Novosibirsk, as well as other cities, is expected within the framework of the joint project of PJSC Rostelecom and Rosatom State Corporation.

A separate section of the action plan is devoted to measures to support the creation of infrastructure components of a new type - digital infrastructure platforms. A key feature of this type of platform is the ability to reuse and use them in a variety of sectors of the economy. For example, the end-to-end platform of the industrial Internet, on the one hand, will speed up and simplify the transition of domestic industry to the "rails" of Industry 4.0, and on the other hand, stimulate the development of smart transport, ensuring the connectivity of vehicles and road infrastructure. In general, the action plan provides for the definition and creation of at least 5 digital infrastructure platforms, as well as the development of measures to support them, including from development institutions.

Enabling Federal Wireless Internet of Things (IoT) LPWAN

On September 5, 2017, it became known that a number of new points appeared in the Digital Economy program developed by the Ministry of Telecom and Mass Communications on behalf of President Vladimir Putin after approval by the Government. Including in the section "Information Infrastructure" there is now a clause on the construction of a network of the LPWAN[13].

According to the program, by the end of 2017, a concept will be developed for the development of narrowband communication network networks for collecting telemetric information in cities from territories of more than 100 square meters. km Service needs, approaches to the creation and use of the LPWAN network will also be identified.

Data Center Market Regulation Plan

In April 2017, it became known that the Ministry of Communications intends to unite data centers into a consortium and create a Russian system of their certification. This was stated in the draft program "Digital Economy," which the Minister of Communications Nikolai Nikiforov sent to the departments for approval at the end of April 2017.

Cabinet experts proposed to make unlimited Internet ubiquitous

In January 2017, the Expert Council under the government sent proposals[14] for the development of the Digital Economy program to the Minister for Open Government Mikhail Abyzov and the Ministry of Telecom and Mass Communications. The digitalization program, according to experts, should be focused, among other things, on reducing the costs of entrepreneurs and citizens, ensuring the freedom of movement of goods, services and capital, comprehensive cooperation of economic entities in the digital space[15].

As for the development of digital infrastructure, first of all, it is necessary to ensure universal and unlimited access to. Internet As priority areas, the expert council also proposes to highlight working with big data, providing, information protection creating services based on artificial intelligence, as well as identifying users and technical devices.

As part of the regulatory framework of the digital economy, experts propose to ensure regulation in such segments as e-commerce, data and intellectual property protection, and technology transfer. Also, in their opinion, it is necessary to work out the issues of regulating the activities of global digital companies in the Russian Federation and create a regulatory framework for the functioning of the labor market in a digital economy.
