Biography

In 1988 graduated from the Highest military engineering college of radio electronics, and in 1997 - Military academy of the name M. B. Frunze with honors. 2003 is the Graduate military course of General academy of the Armed Forces of the Russian Federation.

In 2002 underwent occupational retraining according to the Teacher of the Higher School program at General academy of Russian Armed Forces. Specialization: operational and tactical, humanitarian and social and economic disciplines.

In 2003 studied according to the "Data Protection from Technical Means of Investigation and Information Security of Governing Bodies" program at General academy of Russian Armed Forces. Specialty: the specialist in the field of data protection.

In 2006 the order of Federal Service for Supervision in Education and Science gives an academic status of the associate professor. Taught in General academy of the Armed Forces of the Russian Federation at department of radio-electronic fight.

Semenikhin will hold a position of the director of the department of infrastructure projects of the Ministry of Telecom and Mass Communications. The department of infrastructure projects is engaged in development of infrastructure projects in telecom industry. Such directions as universal communication services, development of mobile communication and broadband access, communication quality, "System-112" and the notification about threats of emergency and state of emergency, satellite communication and broadcasting, etc. are under its authority.
