Payment of debts of the Federal Tax Service and cancellation of bankruptcy procedure
As CNews found out in August 2021, the oldest legal entity founded back in 1990 by Tagir Yapparov and Igor Kasimov of the Aichi group (today operates under the Aplana brand) managed to avoid launching bankruptcy proceedings against him and introducing external surveillance.
As follows from the judicial file cabinet, on August 18, 2021, the Moscow Arbitration Court refused to satisfy the corresponding claim against Aichi Firm JSC. Information technologies "from the Moscow inspectorate of the Federal Tax Service (FTS) No. 28.
From the publicly available court decision, it can now be concluded that the company at the time of filing the claim owed the state 88.7 million rubles. According to the calculation submitted by IFNS No. 28 in Moscow, this amount consisted of 52.8 million rubles. and 28.9 million rubles. the principal debt (as in the court decision; - approx. CNews), as well as penalties and fines in the amount of 7.1 million rubles.
In the process of considering the case, the defendant managed to almost completely pay off the state. This is indicated by the text of the court decision.
"In accordance with Clause 2 of Article 4 of the Federal Law" On Insolvency (Bankruptcy), "the amount of mandatory payments excluding... fines (penalties) and other financial sanctions, it says. - The evidence submitted to the case file confirms the debtor's lack of debt on the principal debt to the authorized[1].
"Since in the framework of the bankruptcy case under consideration there are no applications from other creditors to declare the debtor bankrupt, the documented repayment of the debt is the basis for refusing to introduce supervision and terminate bankruptcy proceedings," the servants of Themis conclude.
In a conversation with CNews, Igor Kasimov, who is now the general director of the Aichi management company (UK), confirmed that given the surprise of the claim, the company revised its debt repayment plan and fully paid the tax arrears even before the court hearing, which led to the termination of proceedings in the case.
"The company operates normally, conducts projects for its customers and plans to successfully complete this difficult year for the market," adds Kasimov.
FTS files a bankruptcy lawsuit against JSC "Firm AiTi"
In relation to the oldest legal entity of the Aichi group (the new brand is Aplana), a bankruptcy case was opened in June 2021 due to tax evasion. The management of the entire group admits that 2020 was a year of falling revenue for it, although it insists that it did not come to a cumulative loss. However, many companies of the group ended last year in the red, while a significant part of organizations have bank accounts blocked by the decision of the tax authorities.

Lawsuit against JSC "Firm'Aichi." Information Technologies "on bankruptcy on June 23, 2021 was filed by the capital's inspectorate of the Federal Tax Service (FTS) No. 28 with the Moscow Arbitration Court . Two days later, it was accepted for consideration. The next hearing on the case is scheduled for August 17.
The amount of claims of tax authorities (as sometimes happens) is not indicated in the lawsuit card in the judicial file cabinet.
According to Kontur.focus Sa, at the end of 2020, the revenue of a bankrupt legal entity amounted to 626.7 million rubles. with a decrease in this indicator by 52% compared to the previous year. Net profit was at the level of 2.7 million rubles.
As of July 6, 2021, the organization has bank accounts blocked by decision of the tax authorities. Kontur.focus does not have data on state contracts concluded by it during 2021, although its database contains information on 488 state contracts of other years totaling 8.1 billion rubles.
About half of the other companies in the group as of July 2021 also have accounts blocked by tax authorities, some organizations ended 2020 with losses (detailed analysis - below).
In the rating "CNews100: The largest IT companies in Russia" at the end of 2018, "Aplana" occupied 29th line with total revenue of 6.736 billion rubles. In subsequent years, the group did not participate in the compilation of this rating.
In a conversation with CNewsIgor Kasimov, who is now the general director of the Aichi management company (UK), did not hide the fact that the group's total revenue at the end of 2020 decreased compared to the previous year. He explained this trend by the well-known situation with the COVID-19 pandemic, when the IT budgets of key customers were not fully spent in 2020, as well as the fact that in 2020 the Applan group continued restructuring, "focusing on import-substituting and its own product areas of activity, closing or selling those businesses that are not strategic for it."
"At the same time, a number of the group's companies showed both revenue growth and profit, in others the result turned out to be more modest, but in general the group ended 2020 without a loss," Kasimov assures. "By the end of 2021, the group expects a noticeable increase in overall revenue and profit indicators."
As for the Aichi bankruptcy claim as one of the group's companies, in this case, in addition to the economic downturn and restructuring costs, according to Kasimov, tax additional charges as part of an on-site audit of the Federal Tax Service have become an additional negative factor. "This company (like a number of other group companies) was included in the list of system-forming for the industry and applied for a deferral of tax payments in 2020, but did not receive it and fully paid additional charges for 2020, which led to a delay in payments on current taxes," says top manager.
He also notes that in June 2021, Aichi JSC changed its legal address in connection with the move to a new office, and the new inspection at the place of registration immediately filed a lawsuit for bankruptcy, without even contacting the company. "This turned out to be a complete surprise, since the previous inspection, in which the company was registered, not only did not go to court with such a statement, but did not even notify the company of such a prospect," Kasimov notes.
"We inform you that the company pays tax payments in the amount of accruals and plans to pay off all existing debts by the end of the year, having received payment for currently executed contracts," he concludes. "We expect to agree with the tax inspectorate on a reasonable time and procedure for resolving the issue."

ATI begins preparations for IPO

2015: Transformation from Integrator to Developer

Usually, unification projects in Russia are not very successful, the head of AiT notes. This is due to the fact that the experience of business integration has not been gained. ATI, according to Yapparov, has this experience. "ATI" is more a federation of companies than a rigid structure, he says. 2014: Creation of the Center of Competence for Construction, Engineering and IT Infrastructure
In the spring of 2014, iT created the Center for the Competence of Construction, Engineering and IT Infrastructure, which made it possible to collect into a single whole all the expertise in the field of creating information and engineering infrastructure at large construction facilities, which in recent years has been actively increasing in the company. So, for several years, iT has completed a number of serious geographically distributed infrastructure projects, including for Olympic facilities in Sochi, thereby confirming the ability to act for customers as a unique integrator of heterogeneous engineering and IT systems.
ATI has collected all the necessary competencies and resources for the implementation of complex and large-scale projects for the construction of engineering and IT infrastructure in production, administrative and public structures: industrial facilities, transport infrastructure facilities, business centers, sports facilities, healthcare institutions, educational institutions, automated warehouse complexes and archives, hotel complexes and shopping centers.

In 2013, ATI became a member of the Chamber of Commerce and Industry of the Russian Federation.
2011: Creation of the Corporate Mobility Center and the Business Logic 2.0 Company
In July 2011, a new division was created - the Center for Corporate Mobility (later separated into a separate company "MobilityLab." It focused on Enterprise Mobility expertise to ensure employees have universal and secure access to corporate information resources and systems from mobile devices.

In December 2011, ATI had a 100% subsidiary, Logic of Business 2.0, which, in addition to implementing ECM, took up a new direction for the group - business process management systems (BPM).
Until that moment, ECM practice was presented by the long-existing developer of the Boss-Referent EDMS and the iT Information Management created in April 2011, which implements such software. Before the creation of "Information Management" in the form of a separate company, the implementation was presented by the integrator department.
The direction is important for the group. As Tagir Yapparov, chairman of the board of directors of AiTi Group of Companies, said in 2011, over the past year, ECM's practice accounted for about 500 million rubles of revenue. With total income for 2010, according to the rating "CNews100: The largest IT companies in Russia" 4.7 billion rubles. As for the number of employees, according to the then general director of Logic of Business and Boss-Referent Maria Kamennova, about 230 people worked in the direction, of which about 180 employees were in implementation. At the end of 2010, according to the CNews rating, a total of 1,550 people worked in the iT group.
Before the arrival of Kamennova, companies were subordinate to various people. The implementation company is Georgy Podbutsky, who remained in Logic of Business as deputy director in charge of ECM. The developers were led by Andrei Grib, who left AiT. Yapparov attributes his departure to the fact that "not all executives have embedded themselves in a new matrix structure providing for greater delegation of responsibility."
Legally, "BOSS-Referent" remained independent of "Logic of Business" an organization that is also fully owned by the group's management company, says Yapparov. However, the CNews source in the group was sure that we were talking about the complete reassignment of the EDMS development to the implementers.

Despite the shake-up of the direction, Tagir Yapparov intends to annually double the revenue from his work, i.e. already in 2011 it was supposed to reach a billion rubles. The announcement of the creation of "Business Logic 2.0" coincided with the signing of an agreement between "Business Logic" and the German BPM developer Metasonic.
Plans to support the multi-platform "Boss Reference" were also preserved: Lotus, Microsoft Sharepoint, FileNet, JBoss, mobile versions for iOS and Android. According to an anonymous interlocutor of CNews, during the reorganization, the company left a number of programmers and in order to implement these plans, it will be necessary to hire new[3].

The staff includes professionals who have been working in the field of security for more than 15 years and have extensive experience in implementing projects, both in information security and in the field of ensuring the protection of facilities. IT "was strengthened by specialists who came from the EURAAS Research and Development Center, created by the industry Euro-Asian Association of Manufacturers of Security Goods and Services.

In 2007, for the first time in Russia, iT installed a commercial version of the CRM system based on the SaaS (Software-as-a-Service) model.
At the same time, iT, IBM and Intel Corporation created the most powerful IBM supercomputer in Russia at UGATU. UGATU received funds for the creation of a supercomputer, the necessary infrastructure and the adaptation of the premises - about 130 million rubles - from the federal budget as one of the winners of the All-Russian competition of innovative educational programs within the framework of the Education national project in 2007.
The main performer of the project was "iT" with a proposal based on IBM technologies, which won the competition in August 2007. A team of specialists from UGATU, IBM, Cisco and Rittal took part in the creation of the supercomputer. Consulting support for iT specialists was also provided by experts from Intel and T-Platforms.
The supercomputer is used in the innovative training program "Computer modeling using supercomputer technologies," as well as in teaching other disciplines related to IT, parallel programming and computer modeling.
In 2005, the company founded the Personality Center, specializing in outsourcing IT specialists and project teams. According to the results of the calendar year 2006, the turnover of the iT group of companies exceeded $100 million.
