2024: FAS: Software manufacturers receive excess profits from their monopoly position
Russian software developers (software) receive super profits by taking advantage of their monopoly position in the market after the departure of foreign companies. This was announced on June 19, 2024 by the head of FASMaksim Shaskolsky.
According to God, the current situation is a classic example of monopolistic activity, when companies inflate prices to extract excess profits. FAS Russia considers it necessary to exclude such immunities from the Law on the Protection of Competition. Maxim Shaskolsky stressed that this will not affect the level of protection of the rights of copyright holders, but will allow developing competition in digital and related markets. He also noted that this initiative could be included in the "sixth antimonopoly package."
In addition, the service develops special antitrust measures for social networks, search services and video hosting. In addition, revenues from advertising in free applications, from the sale of services obtained through the use of their own solutions, as well as from the supply of software and hardware systems, in which a significant part of the cost falls on software, are not taken into consideration.
The review said that the pace of development of the industry is accelerating. So, in 2022, growth in relation to the previous year was recorded at the level of only 1%. In 2023, a significant growth in the software market was observed against the background of the departure of most foreign software suppliers from Russia. The total investment in the software industry in 2021 amounted to ₽232 billion, which is 2.4 times more than in 2020. Representatives of NP Russoft shared such data on September 14, 2022 with TAdviser. According to experts, external sources of financing account for 26.4% of all investments in 2021 (a year earlier it was 22%). In absolute terms, they provided ₽61 billion in 2021 - 2.9 times more than in 2020. The rest of the investments were made by the IT companies themselves or their founders. The data are calculated according to the results of a survey that Russoft conducts as part of its own annual research of the software industry.
The beginning of the investment boom led to the fact that the need for investment was satisfied by 58%, which is much more than in 2020 (37%). This indicator is calculated as a share of actual investments from the volume of effective investments that software companies are ready to master in the presence of unlimited sources of financing, analysts said.

In particular, the volume of investments in the software industry has increased due to the fact that the range of enterprises that attracted investments has significantly expanded - from 31% in 2020 to 51.5% in 2021 (from all software development companies surveyed by Russoft). The share of companies that attracted external financing increased even more - from 7% to 21%. The analysis of public communications also indicates a significant increase in the volume of investments in 2021 and, in particular, the volume of external financing (twofold and threefold, respectively). The amount of investment news attracted by specific software companies indicates a significant rise in investment activity, which began in 2019, and a real investment boom in 2021, analysts said. If we summarize the facts of investments of more than $1 million mentioned in various publications, then by the end of 2021 the total volume of investments should reach ₽54,2 billion - this is about three times more than a year earlier (₽18,1 billion), calculated in Russoft.
It is very difficult (almost impossible) to calculate the absolute values of the volume of investments in the high-tech sphere or the size of the venture capital market. The range of estimates depending on the method used is traditionally very large. At the same time, if various sources speak of multiple growth (for example, according to a study by the Moscow Innovation Agency, venture capital investments in Moscow in 2021 set a historical maximum, increasing their volumes compared to 2020 more than threefold - to $1794 million against $536 million), although in previous years there were no signs of a sharp increase in investment activity, it is quite possible to talk about the investment boom in the software industry revealed in 2021, researchers say. At the same time, it began in 2019, then slowed down by a pandemic, but resumed again in 2020 (in the second half of the year).
However, analysts of the association were in no hurry to draw unambiguous conclusions about the beginning of the investment boom in 2021, offering to wait for the results of the 2022 survey. As a result, the assumption of an investment boom in the software development industry was confirmed.
With any division of companies into different categories, at least 41% of respondents reported attracting investments and at least 16% - about external financing. The spread depending on the type of companies turned out to be not very large. They are distinguished by the more frequent presence of investments (including external financing), companies with an export share in turnover above 50%, turnover above ₽375 million, as well as enterprises with headquarters in Moscow. The size of the company especially strongly affects the attraction of external investment.

The results of 2021 in terms of comparing the forecast and the actual results obtained were unexpected. If only 16% of companies surveyed in 2021 expected to attract external financing in the "current year," then in fact there were 21%. In previous years, companies that in fact received external funding were much smaller than those that expected this funding (usually less than 10%).
There was such a situation when investments became available to many companies that did not even plan them. This can be partly associated with the pandemic, which accelerated the introduction of information technologies, partly with import substitution, accelerated due to sanctions and the policy of Western vendors (in any case, the need to replace foreign solutions with domestic counterparts has sharply increased).
For "Reksoft" the current year is definitely significant. In April 2022, we reached an agreement on investments with the Russian financial group Interros. The Group plans to acquire a substantial minority interest in Reksoft. According to the results of a survey conducted this spring, in 2022 they plan to attract investments in the development of 52.1% of the surveyed companies. It was decided not to ask a question about plans for the next 2023 in connection with the high uncertainty that arose in the spring of 2022 regarding the future of the industry, the situation in the Russian and global economies. Consequently, for 2022, the presence of investment plans was indicated by about the same number of software companies (the same share) as they actually attracted investments in 2021.
It is noteworthy that according to the results of the survey of 2022, 34% companies are counting on external financing, while in 2021, 22% surveyed companies actually attracted investments. If we assume that all investment forecasts will be correct, then the total investment in 2022 should grow by 60%, and external financing - by 214%.
As far as the forecasts for 2022 will turn out to be correct, it is difficult to judge until the completion of the next survey of companies in 2023, noted in Russoft. On the one hand, the need for investment did not decrease, but most likely increased: there were many urgent tasks related to ensuring technological sovereignty, and there was a need to reorient to new markets due to the markets of Western countries closing to Russian companies. On the other hand, several months were lost due to the fact that the development strategy had to be urgently adjusted in the event of a radically changed situation in the Russian and foreign markets. And some foreign investment funds could curtail their work in Russia, and the boom in 2021 occurred with their noticeable participation.
"In 2022, after the departure of both Western vendors and investors, we note significant changes in the Russian software development market. They affected both requests from customers and offers from local players. Taking into account the tasks set by the Government of the Russian Federation to achieve technological sovereignty as soon as possible, we can expect the emergence of new investors and the activation of investment functions among existing large companies. Judging by public reports of investment activity in the high-tech sector of the Russian economy, there were no signs of growth in the first 7 months of 2022. These reports indicated that by the end of the years there would be not growth, but a reduction in investment. However, the conditions for talking about plans and attracted investments were not the best in the first half of 2022. For example, the same foreign investors could completely abandon the publicity of their activity in Russia, analysts say.
Nevertheless, it is still possible to focus on the expectations of companies, since the survey was conducted in the first months after the start of a special military operation in Ukraine, which means that the respondents took into account or at least tried to take into account high uncertainty in their forecasts, concluded in NP Russoft.
"Already in the first days after it became clear that many foreign companies were leaving the Russian market, we intensified work on the development and testing of domestic analogues of IT solutions, as the demand for these products increased significantly. For each foreign decision, a replacement project should appear.
