The company has been operating in the domestic IT industry since 1991. The corporation has regional branches in the 40 largest cities of Russia and the CIS countries. The dealer network has about 240 companies. One of the founders of Parus is Alexander Karpachev, who has been president of the corporation since 1999 to this day.

In 2020, the declared revenue of Parus amounted to 2.845 billion rubles with an increase of 8% compared to 2019. With this indicator, according to TAdviser, Parus ranks 102nd among the largest IT companies in Russia.
History
2021: Sail and MDM developer SDI Solution will merge
On July 13, 2021, SDI Solution and Sail announced a merger. The deal involves the integration of the technologies of both companies and their joint promotion under the Parus brand in order to implement large-scale projects in the production sector. The combined company will be headed by the president of Parus, Alexander Karpachev. The parties do not comment on the financial details of the transaction.
According to the database of legal entities "Kontur.Fokus," SDI Solution became the 100% owner of Corporation Parus LLC. Earlier, 90% of the authorized capital of this legal entity belonged to Alexander Karpachev, and the remaining 10% to Alexander Timokhov.
Karpachev and Timokhov are listed as co-owners of other legal entities of Parus. Of this SPC Parus, according to Kontur. Focus, is the largest in revenue: in 2020, its turnover amounted to 182.9 million rubles. SPC Parus is 90% owned by Karpachev, 10% by Alexander Timokhov. And LLC "Corporation Parus," which acquired SDI Solution, with a turnover of 60.5 million rubles, is the least large legal entity of all, where Karpachev has a share. In turn, the revenue of Esdiai Solushen JSC - a legal entity SDI Solution, through which the deal went - in 2020 amounted to 95.3 million rubles.
The Corporation Parus legal entity managed the development, promotion and distribution of Parus software products, the company explained to TAdviser. Based on the objectives of the transaction with SDI Solution to strengthen market positions by jointly promoting the Parus brand, the merger SDI Solution c of the Parus Corporation was logical.
Alexander Karpachev told TAdviser that the fact of the merger launches the start of joint work of companies. Until the deal was concluded, they were not engaged in joint implementation of projects or promotion.
SDI Solution, created in 2010 by immigrants from the Askon CAD developer, is engaged in the creation and implementation of MDM systems (Master Data Management) in industrial concerns such as Roscosmos Group of Companies, Kalashnikov Concern, RSC Energia, United Engine Corporation (UEC).

Alexander Karpachev also told TAdviser that at the time of the announcement of the transaction, the consolidation of assets was not yet completed. It is planned that the headcount of the combined company will be more than 300 employees, followed by an increase in staff in accordance with the needs of product development and project activities.
The merger with SDI Solution is not the only experience of Parus in combining with a market player for joint implementation of projects. So, back in 2006, the company created a joint venture with 1C called 1C-Parus. At the beginning of 2021, a few months before the deal with SDI Solution, the 50 percent share of Parus in this joint venture was transferred from Corporation Parus LLC to Parus SPC, follows from the data in the Kontur.Focus database.

2017
Falling under Ukrainian sanctions
On May 16, 2017, President of Ukraine Petro Poroshenko, by his decree, enacted the decision of the National Security and Defense Council (NSDC) on sanctions against Russian companies and their subsidiaries in Ukraine. In total, 468 legal entities were on the sanctions list, of which 81 were related to the IT sphere. Among the companies that fell under the sanctions was also Parus (26 legal entities associated with the company, including a Russian legal entity). Read more here.
Creating a New Development Direction
In May 2017, PARUS Corporation announced the creation of a direction for developing solutions for automating internal financial control (VFK) in the public sector and the creation of a competence center for VFK issues based on the partner company Bureau of Innovation and Consulting.
2016: 6.2% revenue growth
In 2016, the revenue of the Parus Corporation amounted to 2.171 billion rubles, which is 6.2% higher than the same indicator in 2015. In the ranking "TAdviser100: The Largest IT Companies in Russia" at the end of 2016, the Parus Corporation took 49th place.
2000-2010
In 2010, as part of the implementation of projects for the Ministry of Health and Social Development of Russia, an automated system is being developed for collecting and analyzing information on the provision and financing of medical care to the population and the creation of a system for monitoring regional programs for the modernization of health care. The line of software products "PARUS" is replenished with a new module - "Medical personnel," which is designed for comprehensive automation of the activities of personnel services of health care institutions.
PARUS software products consolidate their popularity in the engineering sector, including among enterprises of the military-industrial complex, industry research institutes. The company is embarking on an automation project at the world's largest aviation science center, FSUE Central Aerohydrodynamic Institute named after N.E.Zhukovsky.
As part of the "PARUS Management System," a new module "Planning and Accounting in Projects" appears, addressed primarily to industry design institutes and enterprises with their own design or design bureaus and designed to improve the efficiency of project activities.
In 2009, the corporation pays special attention to the development of solutions based on Web-technologies for collecting and preparing financial and budgetary reports; to assess the effectiveness of the OIV and OMSU; for industry and municipal monitoring. Projects for the implementation of PARUS solutions using Web-technologies are being implemented in the Federal Agency for the Development of the State Border of the Russian Federation and the Federal Service for Environmental, Technological and Nuclear Supervision; in the financial bodies of the Novgorod region and the Altai Republic; in industry departments of Tyumen and Krasnoyarsk.
The effectiveness of the first stages of projects to increase the collection of local taxes allowed the corporation to continue work aimed at improving the provision of local budgets using software and methodological solutions. Such projects are carried out, in particular, in the Chelyabinsk and Tambov regions.
The PARUS system is still in demand by commercial structures, it is in particular demand in the engineering industry. In 2008, the decision to introduce the PARUS system was made by strategically important Russian enterprises using high-tech technologies: OJSC Moscow Helicopter Plant named after M. L. Mile, OJSC Aviation Corporation Rubin, OJSC Stupinskoye Machine-Building Production Enterprise, FSUE Scientific and Production Center for Automation and Instrumentation named after Academician N.A. Pilyugin, FUP Design Bureau of Transport Engineering (KBTM).
In 2008, the corporation continued to engage in projects to increase the profitability of municipal budgets in various constituent entities of the Russian Federation, and in October held the Second All-Russian Conference "Topical Issues of the Development of Local Self-Government in Russia. Financial, economic, legislative and technological aspects "for specialists from departments for the development of local self-government, departments of economics, financial bodies, informatization services of the constituent entities of the Russian Federation and municipalities. At the conference, representatives of the Ministry of Finance of the Russian Federation, the Ministry of Regional Development of the Russian Federation highlighted the work of federal authorities in the framework of the development of local self-government in Russia and the progress of reform, and representatives of the authorities of the constituent entities of the Russian Federation and IT specialists spoke about the experience of implementing projects to increase the provision of local budgets.
Such a line of work as the provision of services within the framework of administrative reform was actively developing. The Parus - National Reforms company created for this purpose participated in the project for the development of a multifunctional center for the provision of state and municipal services in Balakovo, Saratov Region, held seminars for employees of federal and regional executive bodies on the creation of MPSC, and assessing the effectiveness of the OIV's activities in the provision of public services.
Among the important events held by the corporation in 2007 are a conference of heads of financial bodies of the constituent entities of the Russian Federation on the most important issues of reforming the budget sector, as well as a conference "Modern Standards of State and Municipal Administration" with the participation of representatives of the Ministry of Finance of Russia and the Federal Tax Service of Russia. The list of clients in the corporate sector was replenished with such companies as the Tractor Plants concern, FSUE Slav, Yamalgeofizika OJSC, etc.
In 2006, after the entry into force of the Federal Law "On General Principles of Organization of Local Self-Government in the Russian Federation" (N 131-FZ), a comprehensive automation system for municipal management was issued, taking into account the innovations of the 131-FZ and designed to increase the financial security of local budgets. In 2007, the implementation of this solution is carried out in various municipalities throughout the country - the Republic of Altai, Penza, Belgorod, Kemerovo, Leningrad, Tambov, Tula, Lipetsk, Novgorod regions, the Chechen Republic and in other regions.
In 2004-2006 budget and municipal reforms are gaining momentum, and the corporation is actively involved in their implementation. During this period, the company's specialists work in industry committees and working groups preparing proposals for bills to the State Duma of the Russian Federation, participate in international economic forums. Contributing to the practical implementation of the budget sector reform, the corporation has developed a comprehensive plan for the implementation of the new Budget Instruction, including methodological, technical and information support. During 2004-2005, together with the spetsialistami of the Ministry of Finance of Russia, the company held rossyskikh seminars in razyasnitelnyye regions on the organization of budget accounting in accordance with the new Instruction.
In 2002-2004, a number of large projects were successfully implemented in the corporate customer market - in the companies Orenburg, Karelsky Okatysh, Svyazinform, TNK enterprises, Novosibirsk Tin Mill, Labinsk Oil Extraction Plant, SUEK, Sibur - Russian Tires, Tatoil-Service. Projects of 2005 can be called the creation of an automated accounting system at OAO OKB Sukhoi and a sales system within the framework of a geographically distributed company at OAO Eurocement.
In 2002, the company's turnover exceeded $20 million. The corporation is reaching a new level of IT projects in the public sector - it begins comprehensive informatization of the Evenki Autonomous Okrug (EAO) by creating a system for managing the financial and materials of the okrug, including all participants in the budget process. In the Moscow region, within the framework of the regional target program "Territorial Information System of the Moscow Region 2001-2005," the corporation built a unified automated accounting system in executive authorities (more than 30 organizations). In the Ministry of Education of the Moscow Region, PARUS has introduced a consolidated reporting system that brings together 137 subordinate institutions.
1990-1999
In 1999, the company won 18 tenders for the creation of management systems for large enterprises. And in 2000, experts noted the largest increase in the client base of PARUS Corporation in the Russian corporate market - more than 100 new corporate clients appeared, including oil companies (OAO LUKOIL-Nefteprodukt, OAO TNK), enterprises of the military-industrial complex (OAO Tupolev, GNPP Slav).
A partner network is developing: in 1997, PARUS already has 26 regional branches in the Russian Federation and the CIS countries and 122 dealers. According to the results of the annual survey, the company entered the top ten leaders of Russian software companies, as well as the top ten leaders among consulting firms.
1996 was marked in the history of the company by the creation of integrated management systems based on client-server technologies using ORACLE DBMS, designed for the largest Russian customers. The first stage of implementation of the corporate system in the company "Kominefteprodukt" was successfully completed. The turnover of PARUS Corporation by this time is $10.5 million, the number of employees reaches 600 people.
In 1994, PARUS began implementing large budget projects, introducing a unified financial management system for institutions of the Moscow Department of Health (more than 150 subordinate organizations were automated). In 1995, a project was implemented to create a unified financial management system in the Prosecutor General's Office of the Russian Federation (160 subordinate structures). In parallel, a full-scale system for enterprise management is being actively developed. The first project of automation of management in a commercial organization with a geographically distributed structure is being implemented (the network of stores and remote warehouses of the Salita trading company is automated).
"PARUS Corporation" was founded in 1990 by reserve officers who were engaged in the development and operation of automated systems in the information and computing center of the General Staff of the Navy. The company began its activities by creating a program to automate payroll calculations commissioned by the Central Clinical Hospital of the Russian Academy of Sciences. In 1992, a single comprehensive system was created for self-supporting enterprises.
