For example, this is an extension of the deadlines for the implementation of complex projects, which was associated both with an increase in the deadlines for making decisions and approvals (to a large extent due to the remote work regime) and with an increase in the delivery times of equipment. This is stated by Vladimir Leonov, Technical Director of AMT GROUP. According to him, the entire economy of the industry was disrupted, which was optimized for the predicted 4-6 weeks of supply. IT companies develop Cloud-Native applications, create digital counterparts of various objects and geographical areas, implement microservice architecture, self-service services, etc. This trend is noted by Alexander Rozhkov, Director of Products and Technologies of the T1 Group. He says that those IT companies that were able to quickly rebuild to market demand showed growth above 30% at the end of 2020. There are few such companies - about 3% of the total number of IT companies, and almost three quarters of them are engaged in software development, data processing or IT consulting. He also notes the increasing activity of the offer of IT services by Internet companies, banks, telecom operators. Government agencies and large commercial enterprises are increasingly using tools such as accelerators and hackathons to identify new business opportunities with the involvement of innovative high-tech startups.

Andrei Mityukov, executive director of SAPRUN, notes that the market is becoming a market for an employee, not an employer, the growth of cloud services, as well as the growth of the number of non-profit companies that create digital tools by government order. The impact of the pandemic on the IT services market is also multidirectional. Some companies were forced to cut both current IT costs and investments, while others, on the contrary, quickly responded to the situation and transferred processes to digital.

The pandemic highlighted those painful places in the IT landscapes of companies that were not particularly important. It did not globally affect the development of IT projects, rather, there was a change in tasks. Prioritization changed, and those who quickly realized it managed to get the word 'opportunity' from the word 'crisis'. If you look at the IT services market as a whole, it is always variable, and the pandemic has simply accelerated the processes of change, "says Vladimir Tarasenko, commercial director of Consyst Business Group.


The pandemic has become a powerful catalyst for change, said Sergei Sherstobitov, CEO of Angara. According to him, the path that the market was supposed to go in a "pre-pandemic" period in two to three years was passed in just six months.

For companies not from the high-tech sector, there has been an intensive reformatting of attitudes towards their own IT development, said Alexander Makarevich, Deputy Director of the Servionica Service Development and Outsourcing Department. Approaches to IT development and priorities have changed.

Under these conditions, there is no time left for long-term planning. On the one hand, the time for making decisions on digital changes is reduced, on the other hand, it is not always possible to propose and implement a balanced product in such a short time. This is certainly a bidirectional movement of both consumers and integrators, adds Alexander Makarevich.


Negative impact

IT services cannot be independent of general trends in the economy, which have certainly had a negative effect. As Georgy Kravchenko, CEO of BSS, told TAdviser, many customer companies began to reduce both current IT costs and investments - someone due to an objectively difficult situation, someone by inertia caused by the general information background. At the same time, a number of industries have abandoned IT investments altogether, experts say.

In enterprises significantly affected by the pandemic, the standard consequences of the economic crisis are traced and there is an attitude to reduce any costs, including IT costs, - notes Nikolai Domukhovsky, Deputy General Director of the UTSB for scientific and technical work.


Some of the services simply turned out to be unclaimed. Vladimir Leonov, technical director of the AMT Group, gives an example of office telephony and, in general, everything related to office infrastructure. For objective reasons, this direction was practically frozen.

Maxim Zakharenko, CEO of Cloud Computing, agrees with him. He notes that traditional IT services (service of traditional IT in offices and corporate data centers) repeat the general economic situation: "good if they do not fall much."

Victoria Bukhar, commercial director of Lanit-Integration (part of the Lanit group), notes that the coronavirus crisis has led to a significant decrease in business activity in many industries. In IT, this was expressed in a change in approaches to the implementation of large-scale projects of large commercial companies, state corporations and state bodies.

Their initiatives have either been postponed to next year, or will be implemented, but on different financial terms. State projects - in the format of public-private partnership, commercial - with the involvement of such mechanisms as concessions and leasing. In terms of changing the demand profile, two trends are noticeable: freezing capital-intensive IT initiatives and optimizing customer operating costs by outsourcing a number of functions, she says.


The pandemic affected the redistribution of requests in the IT market, as a result, in 2020 the number of large projects really decreased, confirms Igor Nikulin, Deputy General Director for Business Development, Director of the Sales and Project Management Department of the CROC IT company.

Positives for the IT Market

This whole situation with the coronavirus pandemic marked an urgent need for business digitalization, which, in turn, spurred interest in modern technologies. The new reality has opened up growth points, since under the restrictions associated with the pandemic, many processes have begun to go digital and online.

Those IT companies that had solutions and services in their portfolio that met the challenges of time, as well as those who were able to quickly adapt, will be able to show steady growth by the end of 2020, "said Georgy Kravchenko, CEO of BSS.


For some enterprises, the pandemic demanded an "express digital transformation": the organization of remote workplaces, the development of means of communication and collaboration, as well as the mass introduction of means of monitoring personnel actions, means of controlling information leaks, etc.

Given that many companies are in no hurry to return employees to offices (and not only because of the pandemic), the demand for these services will continue in 2021, he believes.


Alexander Makarevich, Deputy Director of the Servionica Service Development and Outsourcing Department, adds that if in March these were solutions from the "connect at any cost" series, then by now such solutions are taking the form of already completed complex products that allow you not only to provide a point-to-point connection. but also to endow remote workplaces with functionality equivalent to that given by the office infrastructure.

A significant increase in the number of new clients and the volume of tasks in 2020 was noticeable from the sphere, formations says Georgy Megrelishvili.

The educational process is massively and quickly transferred to a remote format, and this requires more IT resources for infrastructure (and often these resources should be with higher characteristics than a school or university used earlier). It is possible to note such a feature of universities as seasonality - summer and winter sessions. During these periods, the university needs more resources, and by cooperating with the cloud provider, it can quickly receive them in the required amount for the required period. The coronavirus crisis period showed the real need for companies in cloud services. Maxim Zakharenko, General Director of Oblakotek, believes that cloud services have shown their convenience, stability and availability precisely during periods of lockdowns with home self-isolation of employees, as well as for the operational digitalization of offline business - organizing an online order system, organizing and controlling delivery.

We expect a fall in ruble revenue in the IT services market in 2020 by at least 10-15 percent. Only large-scale state support can correct the situation. Dmitry Bibichev, director of the system integration department of Force - Development Center (Force Group FORS Group), believes that the market situation will be characterized by stagnation with about zero growth or minimal compression, rather than a collapse characteristic, for example, of the oil and gas or transport industries.

A number of experts note that the situation in the IT services market is very different depending on the specific industries in which IT is being implemented.

On the one hand, common sense says that by the end of 2020, we should expect a reduction in the IT services market - it is difficult to start new projects in the regime of restrictive measures. He also adds that projects that were "in the nearest reserve" played a role in stabilizing the market. Due to the long sales cycle, the presale efforts of last year created a certain groundwork - some large projects started in 2020.

Nikolai Domukhovsky, Deputy General Director of the UTSB for Scientific and Technical Work, believes that in 2020 there is a global redistribution of the market. Someone lost significantly in the current situation, and someone won. And this trend will now continue, he believes.

Despite the complexity of the year, the IT services market will show growth. However, it will not be large - within 5-7%. The average business becomes the growth driver: the situation is pushing companies to completely move to the clouds, and we receive many requests specifically for projects to migrate IT systems and infrastructure to the cloud (including public), and not just for renting resources. We no longer have to justify the benefits of cloud services - we can say that the coronavirus crisis did this for us.


The commercial director of Consyst Business Group, Vladimir Tarasenko, believes that 2020 slowed down growth, because it took time to restructure many processes. However, now (autumn 2020), despite the second wave, positive dynamics are present.

This is due to the fact that adaptation to new conditions took place in the spring, now we need to gain speed in order to somehow come to the goals that were set for this year. Even, rather, create a bridgehead for the next. If you look at the negative side of the issue, the IT consulting market certainly sank, since it was largely based on personal communications and did not immediately adapt to the new online reality, the expert explains.


Anton Varfolomeev, Deputy General Director, Head of the Production Directorate of Digital Design Group of Companies, believes that in 2020 the IT market will remain at the same level or show slight growth, and the focus of demand will shift towards ready-made solutions, because in the current situation they have a number of advantages for owners: lower costs for development and technical support, as well as continuous development by the developer at the expense of its own resources. Also, the growth in demand, according to him, is due to an improvement in the quality of ready-made solutions.

Alexander Pestunov, Deputy General Director of Sigma, predicts similar market dynamics:

The market, at a minimum, will maintain the level of last year or show growth within 5%. However, the drivers of this growth will be different from last year, he suggests.

On August 24, 2017, the analytical company IDC published the second part of the annual study of the Russian IT services market - Competitive Profiles and Analysis of Leading IT Services Players in Russia, 2017. According to the results of the study, in US dollars, the volume of the Russian IT services market decreased by 5.3% in 2016 and amounted to $4.27 billion. In ruble terms, compared to the previous year, the IT services market grew by 3.6%.

Negative phenomena in international politics still had a strong impact on financial markets and, as a result, the country's economy in 2016. In turn, this also negatively affected investments in large infrastructure IT projects. Further penetration of technologies of the third platform, primarily mobile technologies and the Internet of Things, led to an increased demand for IT security services and custom software development, which received support, including through the state policy of import substitution, as well as better adaptation of Russian developers to Russian realities and legislation. The noticeable increase in interest in cloud technologies is caused not only by the desire of customers to save on infrastructure, but also by the fact that an increasing number of applications and services are provided through the cloud.

The main driver of the Russian IT services market for the next five years will be digital transformation, which is already having a noticeable impact on both private and government organizations. The development of "smart cities," the further introduction of government information systems, predictive analytics tools and mobile applications, the personalization of services, all this will move the IT services market forward. IT is perceived by retail as an effective tool for increasing competitive advantages, says Alexander Rakhmanov, General Director of KORUS Consulting Group of Companies.

In 2014, the public sector strengthened its position as the main driver of IT services. "This trend is caused, in our opinion, by the need to ensure the quality provision of IT services to users, the completion of the stages of IT system implementation. In addition, the transfer of many previously "paper" processes to the channel of information systems also affects, "believes Alexey Frolov, head of the IT services management department at LANIT-Integration.

However, the use of IT services depends primarily not on the specifics of the company's activities, but on the economic situation of the enterprise. For example, customers who were spared by the crisis increased their consumption of IT services, often changing KPI requirements and setting new tasks. At the same time, due to falling oil prices, enterprises of the fuel and energy complex froze investment budgets, within which IT projects were implemented.

"If we talk about forecasts by the end of this year, the situation in the IT services segment for fuel and energy enterprises is unlikely to change. One of the potential growth drivers for companies providing IT services for the oil production sector may be the course of oil companies to improve the efficiency of their activities, which will require the introduction of innovative solutions and products, "said Andrey Gnezdilov, Commercial Director of Parma-Telecom (ITPS Group of Companies).

The demand for IT services has decreased in companies that are experiencing financial problems, confirms Yuri Panchenko, deputy director of the Service Center for the organization of production of Jet Infosystems.

Not all customers were able to reorient themselves in 2014 from the platforms of foreign vendors to domestic ones, and therefore continued to pay for services in dollars or euros. This situation may change in 2015.

In 2014, enterprises actively used the service model in integration processes, in the development of mobile applications, technical audit, expanded technical support, etc. TAdviser Report states that the "proactive" model of service provision comes to the fore, while the response to a breakdown ceases to suit customers.

Forecast for 2015

In 2015, the market will be supported by "depreservated" projects frozen earlier. Nevertheless, at the end of the year, TAdviser Report expects negative dynamics at 8.5%. This is due to the difficult first half of the year, which many customers spent on adapting to new conditions, revising budgets and shifting priorities in favor of cheaper services that do not require large-scale process reengineering.

In 2015, businesses want quality IT services for less than they did, such as in 2013-2014.

The second half of the year can be called a thaw for the IT services market. "Since the middle of the year, a number of projects have started, on which both our clients and we, as suppliers of the IT service complex, have high hopes," says Olesya Lachugina from Galactica Corporation.

The revival of the market in the second half of 2015 was also noticed by Vadim Kozyrev, head of the development of infrastructure solutions of the department of computing complexes "I-Teco."

Nevertheless, none of the experts surveyed by TAdviser expects growth in 2015. "During the crisis, the main emphasis is on maintaining the existing state of affairs in IT, and their development is given less attention. Certain previously planned projects continue to be implemented, but their budgets or volumes are significantly adjusted, "said Frolov from Lanit.

"Apparently, in general, the domestic IT services market will fall by 10-12% compared to 2014. The number of projects will grow, but the amount of funding will not feed into growth, "said Olesya Lachugina. Stepan Tomlyanovich, General Director of FORCE - Development Center, agrees with her. He speaks of a fall in the market in the first half of the year by 10-15%. Similar indicators can be scaled for the entire year.

IDC assessment

In July 2014, IDC analysts predicted that the IT services market would grow by 4%, provided that there was no escalation of the Ukrainian conflict and expansion of Western sanctions.

As a result, according to the company, in 2014 the Russian IT services market reduced the volume in dollar terms by 15% and amounted to $6.57 billion, which in ruble terms was expressed by an increase of 2.2% due to a sharp depreciation of the ruble against the dollar.

The aggregate segment of system integration is still the largest in the IT services market in Russia, its share is 42%, and the share of the aggregate segment of outsourcing services has increased to almost 18% and this is due to the low rate of decline in demand for such services.

Financial institutions spent the most on IT services in 2014, followed by government organizations, and closed the top three enterprises in the telecommunications and media sectors.

Forecast for 2015

2015 will be a difficult year for most IT suppliers in Russia, and significant changes in the field of procurement and consumption of information technologies will create new opportunities for individual suppliers and business models, analysts say.

According to Alexander Prokhorov, IDC Research Manager, the current economic downturn is likely to be longer than in 2008-2009, but the crisis is a time of opportunity for those IT service providers who respond quickly to a changing economic situation, are able to optimize costs, reorganize business processes, attract highly qualified IT specialists and entire teams more accessible during this period. Such a strategy, the analyst believes, will help not only survive the crisis, but increase market share.

This is not about the specific sanctions imposed against Russia by Western economic partners, but about the fact that the prospects for many projects and partnerships with Western companies were in question if the situation worsens, although there is still hope for the implementation of a "soft" scenario.

In any case, the public sector has already turned noticeably in favor of domestic equipment and software, which is dictated by national security considerations, which means that many new projects will follow in this area, including the replacement of existing systems and solutions, which partly compensates for the outflow of IT costs in other sectors.

In the structure of the Russian IT services market, cloud services showed the maximum growth rate, although they still occupy a relatively small share. Thus, according to TAdviser estimates, in 2013 the Russian cloud computing market reached 10.97 billion rubles, which is 50% higher than in 2012, when the market amounted to 6.38 billion rubles (+ 70% compared to 2011). The share of cloud services in the total "pie" of the IT services and IT outsourcing market in 2012 amounted to 2.5%, in 2013 - 3.7%.

Separately, the IT outsourcing segment, according to TAdviser estimates, in 2013 amounted to 60.88 billion rubles, which is 15% more than in 2012 (52.94 billion rubles). In 2012, IT outsourcing accounted for 20.3% of the total revenues of IT service companies, and in 2013 - about 20.5%.

Revenue growth from other IT services was slowest, reaching 5.1% in 2012 and 12% in 2013. Such services (system integration, consulting, etc.) accounted for 77.2% in 2012, and 75.8% in 2013.

As Irina Semenova, vice president of marketing at Maykor, commented, the Russian IT services market has shown steady growth for which year, especially noticeable against the background of lower hardware costs.

According to TAdviser estimates, the Russian IT services and IT outsourcing market in 2012 amounted to 260.339 billion rubles, which is 8% more than in 2011. Of these, 6.38 billion rubles fell on cloud services, 52.34 billion rubles - on IT outsourcing, the remaining 201.019 billion rubles - on other IT services, including implemented consulting and system integration.

The volume of the Russian IT services market, according to IDC in 2012, grew by almost 11% and amounted to $6.58 billion - in comparison with the results of 2011, the 2012 indicators indicate a significant decrease in pace. System integration is the largest segment of the IT services market in Russia, its share is 28.5%. The custom software development segment declined slightly (26.3%). It is worth noting that, in IDC terminology, the IT services market does not include IT outsourcing, which is considered separately.

The outsourcing market, according to IDC, grew to 15.7% in 2012. Of the subsegments of the outsourcing market in 2012, the volume of outsourcing of IT systems increased by almost 60% (Services provided under a long-term agreement, according to which a client transfers a significant part of his IT infrastructure to full management or ownership). Western companies influence the growth dynamics of this sub-segment.

In the annual report on the state of the service market in Russia, dated August 22, 2013, in the context of the main suppliers - Competitive Profiles and Analysis of Leading IT Services Players in Russia, 2013, as the leader in the IT services market, according to the results of 2012, the research company IDC allocated NVision - it significantly improved its position by merging with SITRONICS. The study notes the continued consolidation of IT services in the Russian market in 2012. Analysts consider the merger of NVision with SITRONICS, the expansion of IT outsourcer MAYKOR to be significant and note the aggressive growth of competition in many market segments, including outsourcing.

2011

According to TAdviser, the Russian IT services and IT outsourcing market in 2011 reached 241.18 billion rubles, of which 3.95 billion rubles fell on cloud services, 46.03 billion rubles - on IT outsourcing, and 191.2 billion rubles - on other IT services, including implemented consulting and system integration.

According to the IDC report of July 2012, the volume of the Russian IT services market (without IT outsourcing) in 2011 grew by 27.2% and amounted to $5.94 billion. Despite relatively slow growth, system integration remained the largest sector of the IT services market in Russia last year with a share of 28.5%, only slightly ahead of the custom software development sector. The share of outsourcing grew slightly, amounting to 14.2%.

Russian players maintain a leading position in the domestic market, significantly ahead of the annual turnover in the field of IT services of foreign competitors. HP, which until then was the only foreign company on the list of leading IT service providers, dropped out of dozens of leaders. Nevertheless, the involvement of foreign companies in Russian projects continues to grow due to the emergence of an increasing number of partnerships between Russian and foreign suppliers.

In fact, 2010 was a year of "renaissance" for the Russian IT services market. He completed an entire era, which is marked by the following facts:

  • The "golden age" of ERP implementation is a thing of the past. The peak of the introduction of classic ERP systems (to automate the basic functions of the enterprise) occurred in 2007-2008. This segment shrank noticeably into a crisis not only due to the unfavorable economic situation - the correction was inevitable. Never again will the segment of classic ERP systems reach the volume of 2008. It will recover by 2012, but through the introduction of related class solutions - CRM, BI, etc.;

  • IT outsourcing has not shown dizzying growth. This segment was the single-digit favorite for which IT companies have been making the largest bets in the last 5 years. The expected extreme growth of the IT outsourcing direction in Russia did not occur. However, its potential remains high - the development of new services, which in the future will be in demand, for example, services under the SaaS model, makes this segment attractive;

  • Virtualization technology has conquered Russia. According to Asteros experts, not a single data center under construction in our country is complete without virtualization technologies.

According to IDC, if we talk about the structure of consumed services, then the share of system integration in 2010 decreased slightly, but it is this category of services that remains the most in demand. Consulting showed the highest growth rates. This is due to changes in the economic situation and, as a result, to the update of IT strategies, the relevance of security issues, as well as the need for more active involvement of external experts.

According to IDC, the financial sector came out on top in terms of IT services consumption in 2010, displacing government agencies. On the one hand, this was led by a budget deficit, which led to the freezing of a number of projects in the public sector. On the other hand, the rapid recovery of banks after the crisis had a significant impact on the balance of power. The retail sector showed the fastest growth rate.

2009

The first five places in the IT services market in the IDC rating were taken by domestic companies IBS, CROC, Technoserv, Lanit and EPAM Systems (EPAM Systems) (EPAM Systems) (in descending order). Sixth place went to the American Hewlett-Packard (HP). IBS retained its IT services market share of over 6%. The total share of the top five amounted to a little more than a quarter of the market - 26%. With this indicator, IDC calls IT services a highly fragmented segment compared to others investigated by its analysts. HP's share is 3% and about half that of the leaders in terms of IT services. As explained by CNews in IDC, the company managed to rise to sixth place in the ranking due to contracts to support customer infrastructure.

A significant part of the funds spent by companies on HP payments fell on support for systems produced by an American vendor, IDC says. "If other IT services sank in 2009, reducing the income of system integrators, then customers will not go anywhere from supporting equipment, they will still pay for it," analysts add. It is worth noting that HP is not the first time in the Top 10 of the Russian rating. In 2007, the company ranked 8th with about the same share of 3%.

Despite the significant reduction, the share of system integration services remained the largest, IDC is confident. All functional segments suffered from the crisis, while the cost of hardware and application support services decreased to a lesser extent, since many large organizations, primarily banks and telecommunications companies, could not refuse them. The costs of IT training, custom software development and comprehensive strategic outsourcing services have declined to the greatest extent.

In general, the expectations of the Russian IT community regarding an increase in the volume of outsourcing services during the crisis did not materialize, according to IDC. The total share of outsourcing in 2009 grew by less than one percent, amounting to 13.3%. At the same time, the demand for various forms of outsourcing in 2009 varied significantly. If the share of integrated long-term outsourcing (information systems) has decreased, the share of the simplest form of outsourcing (maintenance of computer and network equipment) has increased.

According to the results of 2009, government and financial institutions remained the largest consumers of IT services in Russia in 2009. Their shares of the total costs of IT services in the country amounted to 19.1% and 18.6%, respectively.

At the beginning of the crisis, there were fears that the banking sector would be experiencing serious difficulties and its share in total spending on IT services would decrease. However, thanks to the assistance of the largest banks in Russia from the outside, states as well as the strong dependence of financial institutions on services to support critical IT systems, the sector's share in the total IT services market not only did not decrease, but even increased slightly. In third and fourth place in demand for IT services were (telecommunication 13.0%) and energy (12.9%) companies.

Local IT service providers still hold leading positions - there are not a single foreign company in the top ten, they say in IDC. Russian integrators have closer relationships with local customers, especially in the public sector and in the defense industry, and often act as general contractors in large strategic projects. Foreign companies in such projects, as a rule, provide services as subcontractors.

The largest consumers of IT services in Russia in 2008, according to IDC, were government organizations (19.2% of the total costs of IT services in the country), as well as financial (16.9%), telecommunications (13%) and energy (12.9%) companies.

All consumers of IT services can be divided into two categories, differing in investment opportunities and understanding the need for informatization. The first are those who, buying IT services, buy an image (brand). The second acquire a means for development, and often for survival.

By investing in IT, companies can focus not so much on improving the efficiency of their business processes as on developing an image. In this case, they use invited IT consultants (exclusively from world-renowned companies) to complement their own brand, demonstrate financial capabilities and their identity with world leaders. The price factor doesn't really matter here.

Companies of a different type, when ordering IT projects, first of all solve the urgent problems of reducing production costs and optimizing corporate governance. Such consumers very carefully calculate both the costs and the benefits that the work of a consultant creates, strive to choose the latter often from among the "own" - Russian, knowing that domestic consultants feel better (exactly feel) the problems of local enterprises.

Also, among consumers of IT services, the following types can be distinguished: rich large enterprises, whose management sees a place for informatization in the company's overall development strategy; Rich large enterprises whose management does not see much benefit from ordering IT services medium-sized enterprises for which informatization is an urgent problem; medium-sized enterprises that, like similar large ones, do not see the need to order IT services; small enterprises that usually do not go beyond the 1C: Accounting installation.

The rich enterprises that form the main share of the IT market turnover include either those who are going to enter world markets and need to have modern systems "to create a face," or those who are preparing for sale (such as Svyazinvest), and they also need to raise their price. There are, however, those who do not pursue either of these two goals, just their directorate is progressive enough to understand that if you do not do now, then tomorrow it may be late.

However, many enterprises of this level are in rather conservative positions. In various forums and presentations that IT companies like to hold, you can often see something like this. A long story about the product where it was implemented, what are the results and problems of the project, often follows the question: "How much has the customer's products fallen in price after the implementation?" The logic here is clear: if you say that informatization reduces costs, then it reduces the cost, which means that this should somehow affect profitability. But since informatization lasts more than one day, the cost already manages to grow for completely different reasons, and it is quite difficult to notice the effect of informatization.

There is even more skepticism about other types of IT services. After all, what does IT service order mean? This means that it concluded an agreement with an IT company, then some people came, walked for a long time, talked with internal IT specialists, looked at something, studied it, and then issued a volume of 200 pages with their recommendations. And even if the IT company has done a good job, identified real problems and made competent recommendations that are understandable to employees of the internal IT department, it is quite difficult to convey the meaning of the work done to senior management. It is quite another matter if the order of the IT service is made in order to withdraw some money from taxation. In this sense, IT services are no worse than the rest. And although we do not know the volume of the pseudo-IT services market, nevertheless, there is one, and consumers also have it. Moreover, its presence only increases consumer skepticism, because a priori it is difficult to say which IT firm is used to working for kickbacks, and which one provides really meaningful services.

Large rich enterprises usually mean those where two conditions are met at the same time: the presence of complex business processes and high turnover. If the consumer has complex business processes, and there are no resources to put them in order, then such an enterprise is not a significant enough player in the IT market. Moreover, such businesses tend to be depressed and steadily moving toward bankruptcy. If we take medium-sized consumer firms, then they have everything the same as large ones, except that the turnover is more modest and the opportunities are less. On the other hand, business processes are simpler.

Medium-sized enterprises are quite dynamic in the IT market, they more often experiment with new products, more often send their employees for training, and better take care of their information infrastructure. There are three reasons for this. First: it is extremely important for enterprises of this plan to stay in the market and conquer new niches, to become, in the end, large. This stimulates the search for new, including information, solutions. Second: less bureaucracy, less politics, which means decisions are made easier and faster. Third: many do not have a Soviet background, therefore, fewer stagnant phenomena, more dynamic thinking among leaders. Such enterprises, although they cannot compete with large ones in terms of the amount of money spent on the IT market, still make up a significant, and most importantly, growing segment of it.

"Five to seven years ago, we had to explain to customers the benefits that are able to provide IT services, show efficiency on specific cases and put all the costs subject to optimization on shelves. Today, customers already understand everything and in search of tools to overcome the crisis, they turn to suppliers at once, "says Olesya Lachugina.

It is possible that in such a long term, the cloud model of IT services will become more widespread. Now it is not in demand due to the lack of data centers, lack of elaboration of standards, insufficient channel capacity, communication and for a number of other reasons.

"Over time, when these problems are resolved, not only private, but also public clouds will be able to firmly enter our lives," says Stepan Tomlyanovich. "Russian companies, looking at the trends in the development of the global market, are increasingly considering options for migrating part of business functions into clouds or integrating local systems with cloud solutions and applications. We see great customer interest in these projects and solutions, "said Alexander Rakhmanov.

Most likely, by this time domestic suppliers will have ready products and solutions that can squeeze out imported vendors. According to Stepan Tomlyanovich, import substitution can cause certain changes in the structure of the IT services market towards an increase in the consulting share: the transition to a new product is always an analysis of what is and what the customer wants to get, a miscalculation of risks, refinement and configuration of the system. However, now the segment of development of import-substituting software does not have any tangible impact on the dynamics of the IT services market.
