2025: The volume of the Russian personnel EDO market for the year increased by 80% to 5 billion rubles

In 2025, the volume of the Russian market for personnel electronic document management (EDO) showed record growth, increasing by 80% and reaching 5 billion rubles. This data was presented by the HRlink service on January 15, 2026.

The study notes that the formation of the Russian personnel EDO market began in 2020, when the need for remote interaction increased sharply. An important role was played by the experiment of the Ministry of Labor of the Russian Federation on the transition to electronic personnel workflow (KDP).

The Russian market for electronic document management in the field of personnel increased by 80% over the year, reaching a volume of 5 billion rubles

The legal basis was enshrined in federal laws No. 407-FZ of December 8, 2020 (which allowed the remote signing of documents for remote workers) and No. 377-FZ of November 22, 2021 (which established the procedure for maintaining an electronic KDP for all employees).

From 2021 to 2024, the market grew 10 times, exceeding 3 billion rubles. At the end of 2025, more than 20% of companies switched to paperless HR partially or completely. More than 6 million Russians are already working through personnel EDO systems. For example, the HRlink platform serves 7.7 thousand legal entities, which employ over 2 million people.

HRlink forecasts indicate continued growth: an average of 50-60% annually over the next three years. This will allow the market volume to exceed 15 billion rubles by 2028. By 2030, about 80% of Russian organizations will use personnel EDO services.

Two factors determine the growth of the market: the introduction of personnel EDO in the public sector within the framework of the Digital Public Administration project and the improvement of legislation to expand the list of electronic documents, including dismissal documents.

HR EDO services are becoming the core of HR ecosystems. According to Dmitry Makhlin, partner and director of HRlink development, customers require multifunctional systems with deep integration, complex coordination routes and full service support.

hh.ru Research Director Maria Ignatova reports that 89% of companies expect an increase in HR digitalization in 2026. HR directors (71%) and large businesses (79%) are the most confident. Most actively, they plan to expand IT technologies (72%), mining (66%) and light industry (60%), as well as development (50%).[1]

2023: New rules for storing personnel electronic documents introduced

On September 17, 2023, the order of the Federal Archival Agency (Rosarkhiv) No. 77 came into force. From that moment on, Russian companies will be able to transfer for storage in electronic archives only those documents that meet the latest requirements. This also applies to personnel EDO.

According to archival law, some personnel electronic documents must be stored for 50 or 75 years - depending on the year they were created. These include employment contracts, personal cards of employees and all documents on admission, transfer and dismissal. Russian companies are worried about how and where to store such personnel documents.

For long-term storage, electronic archives are valid - state or commercial.

Earlier, the conditions for storing electronic documents in archives for all were determined by Order of the Ministry of Culture of March 31, 2015 No. 526. But from September 17, 2023, it is no longer valid. From this moment, the requirements listed in the order of Rosarkhiv dated 31.07.2023 No. 77 will become mandatory for electronic archival documents.

This order was the first regulatory act of the Federal Archival Agency, which establishes the procedure for storing, picking, recording and using archival documents in electronic form. It defines rules for both electronic document storage systems (storage systems) and organizations that exchange documents in digital format and send them to electronic archives.

Kontur.KEDO experts believe that the changes will also affect the personnel electronic document management (EDC) systems. The emergence of requirements will be the reason for creating functionality that will simplify the transfer of electronic documents to archives directly from EDO services.

According to the rules of Rosarchiv, the document that the company transfers for archival storage must consist of the following structural elements:

  • a file of the main part of the electronic document in PDF/A format;
  • electronic document attachment files in formats intended for text, tabular, graphic and structured data, audiovisual documents (if any);
  • electronic signature files (if any);
  • a description file containing the document registration information (metadata).

Documents can not be transferred to the archive, but stored in personnel electronic document management (FEDO) systems, in which the employer has set up an exchange with employees. For example, this can be done with documents whose shelf life does not exceed five years.

If the company wants to transfer the document to the storage system, the description file will still have to be supplemented according to the rules. Among the details that must be added: date, document registration number, shelf life data, access mode information and other information.

There are no sanctions for non-compliance with the requirements yet. But electronic documents in incorrect formats will not be accepted for storage in state and private archives.
