2024: Bankruptcy of Mikhail Lyashcha
As TAdviser found out, in March 2024, the Moscow Arbitration Court will consider an application to establish a ban on traveling abroad for the founder and former president of Complink Mikhail Lyashch, who was previously declared bankrupt. The application came from the bankruptcy financial manager. As of March, the bankruptcy movement is in full swing. 2023: Bankruptcy and criminal cases
In mid-October 2023, it became known that the company "Complink," once one of the largest Russian IT integrators, went bankrupt. Top managers have been charged with especially large-scale fraud as part of a group of persons - they face imprisonment.
According to CNews, Rosbank filed a lawsuit to declare Complink bankrupt in February 2023, to which the company owes 510.4 million rubles. The total volume of requirements for the IT integrator is a little more than 2 billion rubles. On October 16, 2023, the Moscow Arbitration Court declared bankrupt the "Management Company Complink Groups." As of December 31, 2022, the book value of the property of the named organization is listed at 1.2 billion rubles.
At the same time, on October 18, 2023, the Tambov City Administration announced the early termination of the concession agreement with Complink Infrastructure TO LLC (part of the Complink Group of Companies) on the renewal of heat supply facilities. The reason is the failure to fully comply with the agreed measures. In particular, the planned reconstruction of the boiler house located in the Northern microdistrict of the village of Stroitel was not carried out. The concession agreement was concluded in 2017 for 25 years between the Tsninsky Village Council of the Tambov District and the company "Complink Infrastructure," which assumed obligations for the construction and reconstruction of boiler houses, heating networks that provide hot water supply and heat supply to consumers.
It is said that the prosecutor's office of the Tambov region approved the indictment in the criminal case of fraud during the construction of boiler houses by the Complink group for 119 million rubles. Top managers of Complinka companies Yuri Danilyuk, Oleg Popov and Yuri Chernyshov are accused of especially large-scale fraud as part of a group of persons (part 4 of article 159 of the Criminal Code of the Russian Federation): the maximum sentence under this article is 10 years in prison.[1]
2022: Top managers of "Complink" detained in the case of fraud for 100 million rubles
The Department of the Ministry of Internal Affairs for the Tambov Region on August 2, 2022, on suspicion of fraud (part 4 of article 159 of the Criminal Code of the Russian Federation) detained three top managers of the Complink company. This was reported on August 3 by TASS[2] with reference to the head of the press service of the regional Ministry of Internal Affairs Alexei Zhdanov.
Top managers of "Complink" - Yuri Danilyuk, Yuri Chernyshov and Oleg Popov - are involved in a criminal case on fraud on an especially large scale, the investigation of which has been going on for about two years. Yuri Danilyuk is the vice-president of Complink Group of Companies, the owner and general director of UK Complink Infrastructure, which owns Complink Infrastructure TO. Yuri Chernyshov - at the time of the competition was the head of several companies included in the Complink Group of Companies: Infralink, Complink and Complink Integration. The editors did not find information about Oleg Popov.
In June, this case was searched by officials of the city administration of Kotovsk, Tambov Region.
In 2017, 300 million rubles were allocated for the construction of boiler houses from the Fund for Assistance to the Reform of Housing and Communal Services. The company "Complink Infrastructure TO" won the competition and became the concessionaire of the project, investing more than 200 million rubles of its own funds in it. According to the terms of the agreement, after the completion of construction, the "Complink Infrastructure TO" was supposed to receive the rights to own and use boiler houses for a period of 20 years.
According to the investigation, the audit found that the city administration did not study the price market for equipment for boiler houses, in connection with which the design cost was overestimated by more than 100 million rubles.
At the same time, transformations continue in the Complink group itself. So, in June 2022, Valery Dubinin became the owner of 67% of the share of Complink Holding (the remaining 33% is owned by the LLC), and Andrey Demchuk became the general director. Moreover, the leaders of Complink Holding in 2022 have already changed twice in April Vladimir Shidlovsky became the general director of the company, and already in May he was replaced by Dmitry Syrov in this position. Yuri Danilyuk, detained in the framework of the case, in June 2022 became the sole owner and general director of UK Complink Infrastructure. On July 3, 2022, Anatoly Baitov, who previously owned 49% of Complink Holding, became the general director of UK Complink Group.
2021: Mikhail Lyya sold Complink amid financial difficulties
As TAdviser found out, in May 2021, Mikhail Lyya, co-founder and former president of the Complink group, completed the withdrawal from all its assets. According to information from the base of legal entities "Kontur.Fokus," the main owner of the group's companies was businessman Yuri Borovsky.
A TAdviser source in the IT market, familiar with the business of the Complink Group of Companies, believes that Lyya sold his assets due to debts accumulated by the group to banks and some companies with which Complink interacted. The emergence of financial problems contributed to the initiation of a criminal case against Lyashch in 2018, the interlocutor of TAdviser believes.
First in a pre-trial detention center, and then under house arrest, however, with the opportunity to visit the office of his organization, the entrepreneur stayed from the fall of 2018 to March 2020, when the criminal case against him was closed.

In 2017, according to Kontur. Focus, Mikhail Lyya owned a stake in 81.25% of the authorized capital of Complink Holding. This legal entity is listed as the main founder of a number of other companies where Lyashch directly or indirectly had shares. In mid-2020, Lyashcha's share in Complink Holding decreased to 51%. And the remaining 49% of Complink Holding was at that time with Anatoly Baitov, the former vice president of the group.
In September 2020, 100% of Complink Holding transferred to Iouri Borovsky. In March 2021, a small share of this company - 0.01% - also went to Dmitry Bodrov, the general director of this legal entity.
Complink Holding, in turn, is 100% owned by the legal entity UK Complink Group. On the website of the Complink Group of Companies, it was previously indicated that this is the parent company of the group. According to Kontur. Focus, Mikhail Lyashch had a share in it through Complink Holding and until May 2021 there was also a small direct share in this legal entity - 0.36%.
In turn, UK Complink Group fully owns USP Complink, the group's largest company by turnover. According to Kontur. Focus, its revenue in 2020 amounted to about 3.9 billion rubles.
At the same time, in 2020, USP Complink was renamed: now it is called Infralink. The website of this company states that it is part of the Complink Group of Companies. The company's positioning has also changed. If earlier "USP Complink" was presented on the market as a system integrator, then in a "reborn" form with a new name "Infralink" is positioned as a multidisciplinary construction company. Infralink provides a range of services in the field of design, construction and installation work, reconstruction, re-equipment, energy service and supplies (EPC contracts), according to its website.
Also in the group there is a company "Complink Integration," which now also belongs to Iouri Borovsky. According to Kontur. Focus, he has been its 100% owner since March 2021. This is another of the largest in terms of turnover of legal entities in the Complink Group of Companies, at the end of 2020, its revenue amounted to about 1 billion rubles, while increasing by 349%. The main increase in turnover in 2020 was provided by a state contract of 714.2 million rubles for the supply of equipment and work to modernize the system of external services AIS "Tax" DPC FTS in the Nizhny Novgorod region.
The company's staff in 2020 was 17 people, while in 2019 the average headcount was indicated as zero employees. And in 2018, there were 12 people in the state. Thus, the size of the company has not changed much since that time.
On the website of the Complink Group of Companies, where, by the way, the news section has not been updated since July 2020, it is indicated that in addition to the already mentioned legal entities UK Complink Group, USP Complink, Complink Integration, the group also includes Complink, Quorum, and Gidrowan. Information about the composition of the group, apparently, is already irrelevant there: at least about Infralink, renamed USP Complink, there is not a word in this section of the site.
While Complink Integration showed serious revenue growth in 2020, some other companies in the group cannot boast of similar results. Moreover, we can even say that some of them are not doing at all. So, at Infralink in 2020, revenue sank by almost 50% compared to 2019. And compared to the "fat" for the company in 2016, when it earned about 18.4 billion rubles, its turnover in 2020 turned out to be 4.7 times less.
The number of employees of the company for 2020 is unknown, but at least in 2019 it has greatly decreased - from 368 to 249 people.
In 2020, two lawsuits were filed against Infralink to declare her bankrupt from the Construction and Installation Department of 175 Radiostroy, to which she owed. But earlier, the court found that Infralink's debts would have to be paid in installments from February to July in 2021 - about 3.5 million rubles a month. Also, several more companies in 2020 announced their intentions to file lawsuits declaring Infralink bankrupt.
This situation continued in 2021: according to Kontur. Focus, by the end of May, three companies announced their intentions to go to court demanding that Infralink be declared bankrupt.
It follows from the same source that as of June 2021, civil cases totaling 387 million rubles are under consideration, in which Infralink is being held by the defendant. At the same time, as a plaintiff, as of June 2021, the company participates in civil cases in the status of consideration for a total amount of 520 million rubles.
According to Kontur. Focus, a strong decline in revenue from USP Complink for many years was first observed in 2019 - from 13 billion rubles to 7.8 billion rubles. This is the year following the arrest of Mikhail Lyashch, which occurred in September 2018. Thus, in 2020, in fact, the previously emerging trend continued.
Also, it clearly did not contribute to improving financial performance and getting this company, which at that time was still working under the name "USP Complink," into the register of unscrupulous suppliers. And, although this happened in February 2020, and already in June, by a court decision, the company was removed from the register, this, apparently, also affected its financial results.
Financial indicators in 2019 noticeably worsened and another legal entity - "Complink." On the group's website, it was positioned as "the largest Russian company specializing in managing complex projects in the construction of communication networks, industrial and civil facilities." Her revenue after the arrest of Mikhail Lyashcha decreased in 2019 almost 6 times, from 583.5 million to 97.9 million rubles.
For 2020, the data on the turnover of "Complink" are not available in the public domain, as well as the number of personnel. But earlier, the staff of this company also decreased: from 73 people in 2018 to 27 people in 2019. However, at least in the case of Complink, unlike Infralink, so far there are no people who want to bankrupt the company.
At UK Complink Group, which was previously declared as the parent company of the group, revenue in 2020 amounted to 137 million, a decrease of 33%. Its staff decreased from 81 to 52 people in the same year. Ongoing litigation with partners and contractors has not been noticed by this company.
In turn, Quorum operates in the form of a closed joint-stock company, and information about its owners is not available in open sources. It is positioned as a company specializing in the development, implementation and maintenance of ABS, electronic payment systems, management accounting and budgeting systems. In 2020, Quorum earned 101.5 million rubles with a decrease of 11%. And, judging by its website, the company lives and lives.
And, finally, about the company "Gidrouan," which on the long-not updated site "Complinka" is declared as part of the group. According to the description, this is a company created to implement projects in the field of "green "power, specializing in the design, construction and operation of small hydroelectric power plants, as well as the development and promotion of new technologies in the field of "green "power.
As of 2020, Gidrouan is a one-employee micro-enterprise on staff. Its revenue for 2020 is unknown, but it is indicated that the company's balance sheet at the end of the year was only 22 thousand rubles.
Among the companies that were not declared as part of the Complink Group of Companies on its website, but were legally associated with it, and which went to Iouri Borovsky, we can name "Innovative Raw Materials Technologies." The name in this case is not too talking. Thus, the company's website says that it provides services in IT and consulting, manages complex projects in the field of construction of communication networks, industrial and civil facilities. The revenue of this legal entity in 2020 amounted to 161.3 million rubles with a decrease of 45%, but the company completed the year with net profit.
It is noteworthy that another of the largest legal entities in terms of revenue and headcount, where Mikhail Lyashch previously had a share, Complink Infrastructure Kashira, did not Iouri Borovsky the new owner. According to the database "Kontur. Focus," indirectly this company is now 100% owned by Dmitry Danilyuk. Directly to him in the company owns 20%, and 80% - to this legal entity itself. In the same proportion, it is now listed as "UK Complink Infrastructure," in which Mikhail Lyashch also previously had a share.
Complink Infrastructure Kashira is a single heat supply organization for the city district of Kashira and implements projects for the creation, reconstruction and modernization of communal infrastructure facilities in the field of heat supply under concession agreements in the city district. It is not included in the Complink Group of Companies.
The new owner of the main assets of the Complink group Iouri Borovsky as of June 2021, is a co-owner of a number of other companies, according to data in Kontur. Focus. Borovsky is also one of the two co-founders of the Center for Strategic Assessments and Forecasts ANO. Detention of Mikhail Lyashcha and searches
On September 20, 2018, a TAdviser source in the security forces reported that Mikhail Lyya was detained in Moscow. Revenue growth of 15.4%

Complink Group of Companies entered the list of leaders in corporate charity
The Complink group of companies was included in the rating of the 60 largest organizations in Russia that allocate funds for charity. As explained by CNews in the group, there are two main reasons for the reduction in revenue - the exclusion of GMCS results from the 2012 indicator and the general slowdown in IT market growth. Also, due to the sale of GMCS, the number of employees decreased, at the end of 2012, the group employed 716 specialists, a year earlier, the staff was 937 people.

Evraztelecom built 3.5 thousand km of fiber-optic lines in Siberia and the Far East
Evraztelecom, a subsidiary of the Complink group, built 3.5 thousand km of fiber-optic communication lines (VOLS) in hard-to-reach areas of a number of Russian regions (70% in Siberia and the Far East) and agreed with the "Big Three" cellular operators to sell these channels to them. Sale of GMCS

Some market participants believe that between the founders of two companies - Mikhail Lyashte ("Complink") and Sergey Sulgin (GMCS) - there was a separation of assets merged in 2005. This can be confirmed by the fact that Sulgin retained the post of CEO of GMCS (according to the Unified State Register of Legal Entities as of July 27, 2012), leaving the post of chairman of the board of directors of Complink.

2011: Purchase of shares by Vnesheconombank

2010: Rebranding

2007: Redlab and RedCenter acquisition
In June 2007, CompueLink Group of Companies and REDLAB announced the signing of an agreement under which REDLAB, REDCENTER, Renort became part of CompueLink Group of Companies. The main goals of the transaction are to increase the share of services in the business of CompyuLink Group of Companies, to implement the complexity of the solutions provided.
2006: Creation of "Complink Eastern Europe" and acquisition of "Quorum"
In 2006, within the framework of the chosen regional development course of the Group, the company "CompyuLink Eastern Europe," actively operating in the Ukrainian market of information services, was announced. In the same period, a new asset of the Group was created - the company "CompyuLink Service," focused on IT outsourcing and comprehensive maintenance of the IT infrastructure of enterprises.
In September 2006, CompyuLink Group acquired a 51% stake in Quorum, a company specializing in the development of solutions for the banking and telecommunications sector. According to investment analysts, the amount of the transaction could be about $2.5 million. According to the official report, the acquisition was made at the expense of its own funds of the CompyuLink group of companies, additional loans and loans were not attracted. Representatives of the companies declined to comment on the amount of the transaction.
2004: Acquisition of GMCS, creation of Askeith and Complink Central Asia
At the end of 2004, CompyuLink acquired a controlling stake (51%) in GMCS, a consulting company specializing in ERP projects. At the same time, GMCS retained its brand and began to develop additional positioning within the CompyuLink group of companies.
In 2005, a new IT alliance was formed in the Russian IT market - the CompyuLink Group of Companies was created. In the same year, on the basis of one of the departments of USP CompyuLink, a new company Askeit was formed, specializing in providing IT services to telecom operators and large telecommunications holdings. The Group sets up CompueLink Central Asia, which is headquartered in Kazakhstan.

1995: Computer Production Launch
Since 1995, USP CompyuLink has been launching its own production of computer systems under the CLR brand name. The production is certified on the basis of the requirements of GOST R ISO 9001-2001. Over the next five years, the company actively develops production and creates its own service network for servicing computer equipment.
