AIS "Tax-3" provides automation of all activities. In FTS Russia particular, it automates the reception, processing, provision of data, analysis of information, the formation of information resources of tax authorities, statistics, information necessary for the tax service to make management decisions and provide information to external consumers.
The system was put into operation by the Federal Tax Service in the fall of 2019. As of mid-2020, the number of its users is 131 thousand people.

Purchase of IT equipment by the Federal Tax Service for ₽1,69 billion
On November 5, 2024, it became known that the Federal Tax Service of Russia announced a tender for the purchase of equipment for the modernization of the Tax-3 automated information system in the amount of ₽1,69 billion, the supply of which is planned to the Data Processing Center in Dubna.
According to CNews, the purchase includes one software and hardware complex for processing big data worth ₽305 million, eight virtualization PACS of two types (four units of each type) worth ₽266 million and ₽56 million, respectively, as well as five network components at a price of ₽1 million to ₽8 million.
The big data PAC will be equipped with eight computing nodes with two 24-core processors and 1 TB of RAM each. The equipment will work on the Russian operating systems Alt SP, Astra Linux, Red OS, as well as CentOS.
The modernization will affect key subsystems of Tax-3 AIS, including financial statements, process analytics, comprehensive debt management and administration, as well as personal accounts for individuals, legal entities and individual entrepreneurs.
The tender, published in mid-October 2024, will be held in the form of an auction with the determination of the winner in early November 2024. The equipment will be delivered to the Dubna data center, served by a branch of the Tax-Service PKU.
AIS "Tax-3" is a unified system for automating the activities of the Federal Tax Service, aimed at simplifying interaction with taxpayers, switching to electronic procedures and creating a unified information space for tax authorities.[1]
Purchase of IT equipment worth ₽3,5 billion
The Federal Tax Service of Russia (FTS) announced a tender for the purchase of equipment for the development of the import-replaced AIS Tax-3 platform in the amount of ₽3,5 billion. The tender was published in October 2024 on the public procurement portal.
According to CNews, the new equipment is intended for three data processing centers of the Tax-Service PKU, located in Dubna, Nizhny Novgorod Region and Moscow. The kits include virtualization, database management, and big data suites.
The data center in Dubna will receive one big data processing complex, one database management complex, fourteen virtualization complexes and two network components. For the data center in the Nizhny Novgorod region, it is planned to purchase three hardware and software systems for managing databases, and the Moscow center will be equipped with the same number of virtualization PACS.
Integration of new equipment will become part of the second stage of import substitution in the Tax-3 system. Work will begin on January 9, 2025, and their completion is scheduled six months after the start of the project.
AIS "Tax-3" is a unified system for automating the activities of the Federal Tax Service of Russia. The platform provides for the collection and processing of data on individuals and legal entities, cash flows, tax returns and financial statements. The system is also responsible for creating information resources for tax authorities and generating statistics.
In June 2024, the Federal Tax Service of Russia has already allocated ₽5 billion to replace outdated PACS in the electronic document management system, and in September allocated ₽3 billion to attract Java and PostgreSQL specialists to eliminate software errors in AIS "Tax-3."[2]
There are more and more Russian IT products in the main IT system of the Federal Tax Service. But Oracle remains its "heart"
As TAdviser discovered from a tender for the provision of services for the maintenance of IT systems of the Federal Tax Service of Russia with an initial price of about 3.19 billion rubles[3], for 2022-2024. key systems of the department were replenished with domestic solutions. We are talking mainly about software products.
The department conducts the purchase of escort services annually. In the procurement documentation placed at the end of August 2024, the deadline for their provision covers the period from October 1, 2024 to June 30, 2025.
As follows from the published terms of reference for the competition, the consolidated services include: support of decentralized and centralized components of AIS "Tax-3," services of the official website of the Federal Tax Service of Russia and portal decisions of the department, software for taxpayers, support of the federal address system (Federal Information Address System). It is also required to provide support in the current state of AIS information support, administration of software for portal solutions of the Federal Tax Service and support for system-wide IT services.
There are also lists of software and hardware solutions on the basis of which the FTS system requiring support operates. Looking into previous similar purchases of the Federal Tax Service and comparing these lists over the past three years, you can see that a new one has appeared. For example, the range of operating systems used in federal-level software complexes AIS "Tax-3" has expanded, which now includes domestic products - ALT Linux OS and AstraLinux.
It is noteworthy that here, along with domestic operating systems, Red Hat Enterprise Linux is now listed, which was not yet in 2022.
Regarding DBMS in the federal level software complexes AIS "Tax-3," the Federal Tax Service got rid of very outdated versions of Oracle. Now only Oracle Database 19c is used there from the solutions of this vendor. In addition, the Teradata decision "flew" from the list.
At the same time, at the level of database servers, in 2022, domestic DBMS from such vendors as PostgresPro and Arenadata were used. And for the operation of the AIS "Tax-3" software systems in the central office of the Federal Tax Service, only imported DBMSs are still used.
Large import substitution occurred at the PAC level of the database machine of the analytical segment of AIS "Tax-3." It was previously built on the Teradata platform. Now, as indicated in the terms of reference, instead of Teradata, Arenadata DB is used - a DBMS built on the open source MPP system Greenplum. Built-in gpbackup and gprestore tools are used to back up data.
At the same time, the PAC of the database machine of the transaction segment AIS "Tax-3," as before, is based on the Oracle integration solution based on the Oracle Exadata Database Machine product. The total volume of the transaction database back in 2021 exceeded 1 PB, and at that time the daily data growth was 1 TB[4].
At the level of hardware used for the operation of the AIS Tax-3 software subsystems, at least in the product lists given in the terms of reference, there are no changes since 2022. For example, it uses the Cisco Unified Computing hardware platform, the NetApp Fabric Attached Storage hardware platform, the Cisco Nexus and Huawei network core switches, and is listed in the terms of reference.
Application subsystems of external services of automated information systems of the Federal Tax Service also, as before, work on Oracle 19c DBMS using IBM Power database servers with external DELL/EMC VNX7600 and PowerMax 2000 DSS.
I must say that one of the sub-items in the list of services that the contractor will have to provide is indicated in the terms of reference for supporting import substitution activities. In this part, testing is to be carried out at the request of the Federal Tax Service of domestic software in order to determine its compatibility with the automated information systems of the Federal Tax Service in the amount of at least 15 items and to determine the amount of improvements to the AIS of the Federal Tax Service of Russia in the event of the use of such software.
It is also planned to test domestic equipment, including server equipment, in the amount of at least 5 items. In addition, the contractor is required to prepare proposals for maintaining the roadmap of the FTS strategy for import substitution of IT infrastructure and software used in automated information systems, as well as providing consultations, preparing expert opinions and opinions on the requests of the FTS, including feasibility studies, pre-design solutions, terms of reference.
The total number of users of centralized and decentralized components of AIS "Tax-3" is 131 thousand employees, data are given in the terms of reference dated the end of August 2024. In 2022, the same indicator was 136 thousand employees.
The Federal Tax Service of Russia is a Federal Information Address System operator. At the time of publication of the competition, 35,279 users of local governments were registered in this system. And in 2022, 20,800 local governments were Federal Information Address System users.

At the end of August 2023, the Federal Tax Service (FTS) announced an open tender for the provision of services for the maintenance of automated information systems of the department[5]The initial purchase price is about 3.84 billion rubles. The services are designed for a period of one year - from the date of conclusion of the state contract, but not earlier than October 1, 2023, until September 30, 2024.
The Federal Tax Service operates two information systems: AIS Tax-3 and the Federal Information Address System (FIAS), which ensures the formation, maintenance and use of the state address register as the system operator.
The published terms of reference for the competition indicate that the total number of users of centralized and decentralized components of AIS "Tax-3" is 123 thousand employees, and 20.8 thousand local governments are users of Federal Information Address System.
The agency expects to receive consulting and technical support for AIS users, including correcting errors in application software and modifying it in order to eliminate errors/shortcomings identified as part of industrial operation and improve the properties of application software.
In addition, one of the goals of the services is to create the necessary conditions for the uninterrupted operation of the AIS, including the means of searching, receiving, storing, accumulating, transmitting, processing, and necessary information analytics. It is supposed to do this by organizing user support, updating AIS information support, including in terms of maintaining directories and classifiers, electronic services of the official website of the Federal Tax Service, system-wide AIS services, information security services .
Among the services that need to be provided is an audit of the information security of the services of the official website of the Federal Tax Service. The list of services is represented by several dozen addresses. The audit must be carried out four times during the period of support services.
Earlier in 2023, in May, the Federal Tax Service has already concluded a state contract with a volume of about 322 million rubles for support services for AIS "Tax-3" for targeted measures of the national program "Digital Economy"[6]. It is designed for a period until November 10, 2023, i.e. less than a year. The contractor is the Main Scientific Innovative Implementation Center (GNIVC).
In 2022, the Federal Tax Service also held tenders with the same procurement objects - the provision of services for the maintenance of automated information systems of the Federal Tax Service of Russia and the provision of services for the maintenance of AIS "Tax-3" for targeted events of the national program "Digital Economy." In the first case, the initial price of the contract was lower than in 2023, in the second - higher, but at the same time the period for supporting AIS "Tax-3" for targeted measures of the national program "Digital Economy," under the contract from 2022 is longer than from 2023.
According to the first tender, the initial purchase price in 2022 was about 2.23 billion rubles. Then only one application was submitted for the competition - from GNIVC. A state contract was concluded with her with a slight decrease in the initial cost[7]. As in 2023, the provision of services is designed for about a year, the deadline is indicated on November 7, 2023.
The composition of the services provided for the maintenance of automated information systems of the Federal Tax Service, according to the list given, in 2022 was less than in 2023. At the same time, the total number of users of centralized and decentralized components of Tax-3 AIS in 2022 was more - 136 thousand employees. The number of local governments that are users of the Federal Information Address System has not changed over the year.
And in the 2022 competition for the provision of services for the maintenance of AIS "Tax-3" for targeted events of the national program "Digital Economy," the maximum price was about 781 million rubles[8], and the contract was concluded with a volume of about 730.5 million rubles. The supplier in this case was also GNIVC. The contract is designed for a period from July 2022 to July 2023.
In total, the volume of contracts for two tenders with similar procurement objects concluded in 2022 is about 2.96 billion rubles. And in 2023, if the reduction in the price of services for the maintenance of automated information systems of the Federal Tax Service at the tender turns out to be insignificant, about 4.16 billion rubles will be issued in two tenders.
Judging by the terms of reference, in 2023, imported software and equipment continues to be widely used in the information systems of the Federal Tax Service. For example, the software and hardware complex of the database machine of the transaction segment of AIS "Tax-3" is based on the integration solution of Oracle using Oracle Exadata solutions. Application subsystems of external AIS services of the Federal Tax Service of Russia operate on Oracle DBMS using Power 8 e870 and Power 9 e980 database servers with external DELL// EMC and PowerMax DSS.
However, comparing the list of technologies used in AIS from 2022, you can notice some progress in import substitution. For example, in 2022, the terms of reference for similar services indicated that the hardware and software complex of the database machine of the analytical segment of AIS "Tax-3" was built on the Teradata platform. And in 2023, it is already based on the Arenadata DB platform.
In addition, the DBMS is also listed in the extensive list of technologies used for the operation of federal-level software systems AIS "Tax-3." PostgreSQL
In July 2023, the Federal Tax Service signed a separate contract with the GNIVC with a volume of about 1.49 billion rubles[9] for the development of Tax-3 AIS using import-substituting technologies. There is a large layer of work aimed, among other things, at abandoning Oracle and Microsoft DBMS, as well as Microsoft OS in favor of Russian analogues. And the deadline for execution is quite tight - until December 25, 2023.
Within the framework of the project, it is necessary to carry out system-wide design of the AIS of the Federal Tax Service of Russia, taking into account import substitution, create an import-replaced AIS Tax-3 platform and migrate the first stage of the AIS Tax-3 application subsystems to it.
The Contractor is obliged to ensure the preferential use of domestic technologies and be guided when choosing solutions by a single software register, indicated in the terms of reference. At the same time, at the design stage of the Tax-3 AIS, the contractor must take into account the advanced level of IT, and the need to minimize the costs of the Federal Tax Service for implementation and operation when switching to new software, preserving the investments made, as well as unconditionally storing the data accumulated in the existing information resources of the department.

FTS decided to import substitution of Teradata products, which have been used in the analytics system for many years
On June 25, 2020, the Main Scientific Innovative Implementation Center of the Federal Tax Service signed a contract for the development of design solutions for the development of the centralized IT infrastructure of AIS "Tax-3" in terms of the development of a single information and analytical platform (EIAP), taking into account the import substitution of the Teradata software and hardware complex. [10]. Information about the contract was posted on the public procurement portal.
The purchase was carried out from the only supplier - IBS Consulting. Under the same contract, the company must develop a design solution to modernize the telecommunications infrastructure of the data center system of the Ministry of Finance.
In June 2020, IBS Consulting was renamed Rubitech. This is the IT integrator of co-founder Sergei Matsotsky, who left IBS. The basis of the company's staff of 400 people is the former IBS IT infrastructure division. At the same time, the organization also inherited development rights from IBS. It develops products under the Skala-R brand - solutions for data centers that combine computing resources, storage, a high-speed data network, virtualization, management, monitoring and information security software in one complex. Skala-R is positioned, among other things, as a universal infrastructure platform and specialized complexes for high-load databases and business analytics.
All software components of Skala-R products are included in, and Unified Register of Russian Programs for Electronic Computers and Databases Ministry of Digital Development, Communications and Mass Media the hardware has a conclusion Ministry of Industry and Trade on confirmation of production in Russia.
It is noteworthy that the information on the purchase was posted on the public procurement portal on June 25, 2020, i.e. on the day the contract was concluded. At the same time, the period from May 26 to June 25, 2020 is indicated in the contract. The price of work is 10 million rubles. The cost of modernizing the telecommunication infrastructure of the data processing centers of the Ministry of Finance is 8 million rubles, developing solutions for the information and analytical platform of the Tax 3 system - 2 million rubles.
TAdviser contacted Rubitech to find out if the work under the contract has already been completed, and what products to replace Teradata are offered by the Federal Tax Service, but the developer refrained from commenting. The FTS also did not provide TAdviser comments at the time of publication of the material.
According to the terms of reference, developing solutions for the information and analytical platform of the Tax 3 system, replacing the Teradata hardware and software complex, IBS Consulting must:
- develop technical solutions for the development of the IT infrastructure of the Tax-3 AIS circuits in terms of the functions implemented by the EIAP;
- create layouts of the EIAP hardware package;
- Distribute IT infrastructure across network security segments and Tax-3 AIS loops
- use import-substituting technologies as a priority;
- Specify the necessary equipment and software of the IT infrastructure of AIS "Tax-3" in terms of the functions implemented by the EIAP.
The purpose of the work in the terms of reference defines further automation of tax administration processes, including in particular:
- ensuring the "openness" of tax authorities for the taxpayer by simplifying the procedures for its interaction with the Federal Tax Service and their transfer to electronic form;
- guaranteed compliance with regulatory procedures of tax administration, quality and terms of their implementation;
- reduce current tax administration costs, primarily by creating and implementing a system for mass processing and printing of tax information (documents).
In 2017, Oleg Fateev, in 2012-2015. who held the position of director of cloud computing business development at IBS, told the CNews portal that IBS is the traditional and largest IT provider of the Federal Tax Service. According to the expert, several years ago, the department delivered Teradata products "for tens of millions of dollars" to the [11]. In the software and hardware complex of the analytical segment of AIS "Tax-3," the Teradata solution has also been used since the early 2010s[12] However, in 2017, the company "IBS Expertise," having won the corresponding tender, it was supposed to create a software and hardware complex of the analytical subsystem of AIS "Tax 3," based on the Arenadata Hadoop platform manufactured by the Russian company Arenadata[13].
Teradata has been used in the analytical segment of Tax-3 AIS for many years. At a meeting of the Community Advisory Group on Digital Transformation of Tax Authorities in 2018, Teradata representatives noted that the Federal Tax Service of Russia is an indicative example of the implementation in practice of the digital transformation roadmap for tax administrations [14]
Rubitech will supply Oracle products to the Federal Tax Service for 9.6 billion rubles
IBS Consulting, which already has a different name - Rubitech, won the competition for the supply of equipment, the transfer of non-exclusive rights to use software and work for the development of the IT infrastructure of the key InformSystems of the Federal Tax Service - AIS Tax-3. The relevant information appeared on the public procurement portal on May 6, 2020.
The initial (maximum) contract price was 9.6 billion rubles. The terms of reference contained a description of Oracle software and hardware. It is planned to modernize the segments of the Tax-3 AIS in Dubna, Moscow and the city of Gorodets, Nizhny Novgorod Region. The work must be completed by February 5, 2021.
IBS Consulting requested 8.8 billion rubles for its services. The Data Storage Center offered to fulfill the order for 9.2 billion rubles.
The documentation for the auction contains a justification for the impossibility of complying with the ban on the admission of software originating from foreign countries for the purpose of making purchases to meet state and municipal needs. It is noted that according to the set of functional, technical and (or) operational characteristics of the software (software), information about which is included in the register of Russian software, does not meet the requirements for the software that is the object of purchase established by the state customer. The register of Eurasian software does not contain information about software corresponding to the same software class as the software planned for purchase.

Allocation of an additional 950 million rubles for the second stage of work
On July 31, it became known that it is planned to allocate another 950.6 million rubles for the development of the automated information system AIS "Tax-3" - this amount was estimated by the Federal Tax Service as part of the second stage of the project. The development concerns the current version of the main InformSystems of the department, in which all tax administration data are stored and processed in a single centralized database - the federal repository[1].
In April-May 2017, the Federal Tax Service was looking for a contractor for the first stage of the project, offering 834.6 million rubles for the performance of work under the contract. As a result, the right to perform the work went to the Main Scientific Innovative Implementation Center (formerly GNIVC FTS), the price offer of which (832 million rubles) turned out to be better than the offer of a competitor - the IBS Expertise company (legal entity of the IBS integrator), which offered to perform the work without reducing the starting price.
In the tender for the second stage of work on the draft, applications from applicants were accepted until August 17, 2017, and the results were scheduled for August 22. The winner had to carry out all the work before December 1, 2018, that is, before the same date by which the work was to be completed on the first stage of the project. Taking into account the declared price, the amount of contracts for two queues could amount to 1.78 billion rubles.
As previously explained CNews in the press service of the Federal Tax Service, the development of the department's AIS is carried out in queues as the functional requirements for the system are ready. At the same time, according to the interlocutors of the publication, it could be concluded that tenders for other queues (except for the first and second) were not planned in 2017.
Allocation of 834 million rubles for the first stage of work
On May 3, 2017, it became known about the continuation of the project of the Federal Tax Service for the Development of the Current Version of the Tax-3 Automated Information System. 834.5 million rubles were allocated for the first stage of work. The time for execution to the contractor was determined 1.5 years.
Bids from bidders were accepted until May 19, 2017.
Development plans affected the main InformSystem of the Federal Tax Service.
According to the public procurement website, since 2011, the Federal Tax Service has held about twenty tenders, the purpose of which is the development and technical support of Tax-3. The total cost of these events is several billion rubles.
The purpose of the work for 2017-2018 was to transfer the processes of tax administration of legal entities and individual entrepreneurs from decentralized components of the system to centralized application subsystems. The contractor was to complete all work under the contract no later than December 1, 2018[2] of[2].
As of May 3, 2017, the total number of users of centralized and decentralized components of Tax-3 AIS was 131 thousand employees. Of these, there were 35 thousand users of centralized components, the remaining 96 thousand were users of decentralized components.
According to the Federal Tax Service for the media, the development of the department's AIS is carried out in queues as the functional requirements for the system are ready. In 2017, it was planned to announce a tender for the development of the AIS of the Federal Tax Service of Russia (2nd stage), the planned date for the publication of the notice was the II-III quarter of 2017.
As of May 3, 2017, the Federal Tax Service carried out measures to create a centralized IT infrastructure of the Tax-3 AIS. The development and implementation of the application software of functional block No. 1 (registration and registration of taxpayers) and functional block No. 2 (property taxes of individuals) was carried out.
Work was carried out on the implementation and preparation for the implementation of application software of functional unit No. 3 (functions of tax administration of legal entities and individual entrepreneurs). Work was carried out on the migration of centralized components and databases of the transactional and analytical segments of AIS "Tax-3" to the data center system.
The main platform for the functioning of centralized components of AIS "Tax-3" is the federal data center (FDPC) in Dubna near Moscow, the reserve is the Moscow data center. In 2017, it was planned to transfer the reserve site to the reserve data center (RCDC) in Gorodets, Nizhny Novgorod Region.

The Central Office of the Federal Tax Service uses Oracle Database 11g Enterprise Edition, Microsoft SQL Server 2005 and 2008, MS Windows Server 2003 ServicePack 2 and Server 2008 R2 x64 for software systems. The client software runs on workstations running Windows XP or Windows 7.
For the operation of regional-level software systems, MS SQL Server 2000 SP4, 2005 Express Edition, 2008 R2 Enterprise Edition and 2012, MS Windows Server 2003 ServicePack 2 and 2008 R2 x64 application servers are used. Regional client software runs on workstations running Windows XP or Windows 7.

To generate output documents, office applications such as MS Office 2003, 2007 and 2010 are installed on application servers and workstations of automation facilities at the federal, regional and local levels.
The hardware and software complex of the database machine of the analytical segment of AIS "Tax-3" was created on the Teradata platform. The industrial environment uses Enterprise Data Warehouse 6700, merged with Teradata Data Warehouse Appliance 2800. Teradata Data Warehouse Appliance 2650 is used in the development and testing environment.

In June 2016, the Federal Tax Service announced a tender for the development of the Tax-3 system, which, in particular, contained a requirement to select an alternative to IBM MQ Series and IBM FileNet products based on open source software (more).

Transaction segment
Trial operation of transaction subsystems was conditionally divided into 3 queues. Each queue was a set of tax administration functions that were subject to review. As experienced operation, this set gradually expanded. At the same time, each next queue included the previous one.
Analytical segment
As part of the pilot operation of the analytical segment, data from 47 inspections were raised in the storage facility. The information received included accounting data, information on budget calculations, performance of duties, debt settlement and bankruptcy proceedings. Another source of data was the federal resources of the Unified State Register of Legal Entities and the Unified State Register of Legal Entities. Unlike a transactional analytical segment, there is no 3-year limit on the depth of data lifting.
Since the process of uploading to the analytical segment was resource-intensive, its launch was possible only on weekends in exclusive mode. In order to eliminate problems with communication channels and lack of disk space during the initial upload, all regions were divided into groups. Each group had its own week for data transmission. The subsequent data update to the repository was to be provided by weekly incremental uploads.
On the basis of all tax authorities of the country, an experimental operation of the analytical subsystem "Analysis of property taxes" was carried out. The introduction of the system was supposed to allow a comprehensive analysis of the structure and forecasting the receipt of property taxes, to provide access to this information to municipalities to determine the rates of regional legislation.
In AIS "Tax-3" it was planned to create a Single Software Product on the basis of an analytical segment, which was supposed to combine and integrate all available information resources not only of the Control Department - VNP selection, pre-verification analysis, Risk dossier, Risk task, etc., but also IR of the Analytical Department - SDI analysis (Tax monitoring based on industry average indicators), Office Control Department - ACS VAT (Automated VAT Refund Control System), Transfer Pricing Authority - Transfer Pricing (information on controlled transactions).
The goal was to create a single task to automate the processes of analyzing taxpayer data for pre-audit analysis, office tax audits, as well as planning and field tax audits.
