Biography
Viktor Serebryakov was born on July 28, 1980.
Education
In 2003 he graduated from the Moscow Power Engineering Institute with a degree in engineering.
In 2006 he graduated from graduate school at the same university.
Career
In 2001-2003, he was engaged in the development of custom software at Optima OJSC.
In 2003-2005, he led the software development group at Ai-First.
Since 2005, he began working in the Lanit group of companies. Serebryakov went from project manager and deputy director of the department of complex projects to director of the department of complex projects.
Since 2011, he served as Director of the Department of Complex Projects in the Lanit Group of Companies.
As of April 2017 - Vice President of LANIT.
As of January 2020, he is no longer an employee of Lanit.

Criminal case
Arraignment
On September 9, 2020, the Investigative Committee (IC) announced that Deputy Minister of power of the Russian Federation Anatoly Tikhonov had been charged. From the message of the authorities it follows that this happened within the framework of a criminal case, which is being investigated by the Main Investigation Department of the Investigative Committee, on the fact of embezzlement of budget funds on an especially large scale allocated by the Federal State Budgetary Institution "Russian Energy Agency" (REA) of the Ministry of Energy to create an information[1].
Questions to Tikhonov from the investigation arose regarding the activities that took place when he was the director of the REA. At the same time, the investigating authorities also report the detention of Viktor Serebryakov in this case.
During the investigation, it was established that at least 603 million rubles were involved in the theft of the former director of the Federal State Budgetary Institution "REA" Anatoly Tikhonov, his adviser Roman Ryzhkov, as well as vice-presidents of JSC "Lanit" Vladimir Makarov and. Attempt to leave the pre-trial detention center
In December 2020, lawyers for Anatoly Tikhonov, his adviser Roman Ryzhkov and vice-presidents of Lanit Vladimir Makarov and Viktor Serebryakov in the Moscow City Court made an attempt to rescue their clients from the pre-trial detention center and achieve a change in preventive measures to softer ones. All of them are being held in one criminal case of embezzlement of funds allocated by the Russian Ministry of Energy from the budget, and earlier the Basmanny Court extended their detention until February 8, 2021, while an investigation is underway. 2021
Extension of detention in the pre-trial detention center until May
On February 4, 2021, the Basmanny Court, at the request of the investigation, extended the term of detention in the pre-trial detention center for Deputy Minister of Energy Anatoly Tikhonov, his adviser Roman Ryzhkov, as well as vice-presidents of Lanit Vladimir Makarov and Viktor Serebryakov. 2024: Criminal conviction
On March 27, 2024, the Meshchansky Court of Moscow sentenced seven defendants in a criminal case related to the creation of the GIS TEK. Viktor Serebryakov, one of them, was found guilty of committing a crime under Part 4 of Art. 291.1 of the Criminal Code of the Russian Federation and he was sentenced to 7 years in prison, with a fine of a single amount of bribe - 45,153,000 rubles, the press service of the courts of general jurisdiction of Moscow[2]. On the basis of Art. 73 of the Criminal Code of the Russian Federation, the punishment imposed on Serebryakov in the form of imprisonment is considered conditional with a probationary period of 4 years 6 months. Projects
According to Lanit, Viktor Serebryakov made a great contribution to the development of the Russian IT market. As of September 2020, he is an initiator and active participant in projects to digitalize public services at the regional and federal levels; in the interests of the industry interacts with regional authorities, relevant ministries, is a professional project manager for the development of information systems with a deep understanding of the specifics of automation of state authorities. He also acts as a popularizer of free software (SPO).
He took part in a number of large projects that influenced how citizens of the Russian Federation interact with authorities:
- Unified medical information and analytical system of the city of Moscow (EMIAS) - the project became a laureate of the competition "Project of the Year 2013" of the portal Chief information officers Russia Global CIO and was recognized as the best in the nomination "Best Industry Solution" in the region; medicine
- project to create replicated solutions based on free software (SPO): a system of portals and registers of state and municipal services (SPSU).
- projects to implement an automated information system to support the activities of multifunctional centers for the provision of state and municipal services in a number of regions of the Russian Federation;
- a project to create a standard solution for automating licensing processes of certain types of activities (AIS LOD) - the system was created to simplify the procedures for submitting documents and automate internal processes of licensing executive bodies;
- a project to create an information system for automating multifunctional centers for the provision of state and municipal services (MPSC) within the framework of the Federal Target Program "Electronic Russia" - a project to introduce the AIS MPSC under the leadership of V. Serebryakov in the Republic of Bashkortostan became one of the winners of the competition "The best free project of Russia in the public sector 2011" of the Russian Association of Free Software and Linux Format magazine;
- project on licensing the retail sale of alcoholic beverages for the Ministry of State Administration, Information Technologies and Communications of the Moscow Region - recognized as the "Best Project Using Free Software" according to the results of the annual All-Russian competition "The Best 10 IT Projects for the Public Sector" of the Ministry of Communications of Russia and ComNews;
- project to create a system of a single urban parking space in Krasnodar.
Awards
In 2014, Viktor Serebryakov was awarded the diploma "For significant contribution to the development of information technologies, many years of conscientious work" of the Ministry of Communications and Mass Media of the Russian Federation.
