Electronic Russia FTP

The electronic government  — a key part of the FTP Electronic Russia providing electronic interaction of authorities with each other and with citizens. Citizens should have an opportunity to order via the Internet state services (execution of passports, registration of the property rights  , etc.). These services will appear from the middle  of 2010, promises the Ministry of Telecom and Mass Communications.

In May, 2009 the prime minister Vladimir Putin called investments in Electronic Russia inefficient.

In the summer of 2009 Vladimir Putin signed the order determining Rostelecom by the only contractor, concerning creation of "the electronic government" within the FTP Electronic Russia. The list of these works is attached to the order.

On September 17, 2009 the Prime Minister Vladimir Putin signed the resolution as which he approved making changes in the FTP "Electronic Russia (2002-2010)"

2011: The State Office of Public Prosecutor revealed plunders for 300 million rubles

August 30, 2011. The Prosecutor General's Office announced identification of embezzlement of budget funds, selected for implementation of the federal target program "Electronic Russia (2002-2010)".

Materials of the inspection which is carried out by the State Office of Public Prosecutor were directed to Investigative department of the Ministry of Internal Affairs.

"The Ministry of Telecom and Mass Communications of the Russian Federation signed with JSC Rostelecom public contracts worth more than 2 billion rubles on execution of works within the FTP "Electronic Russia (2002 - 2010), says the State Office of Public Prosecutor. - During the inspection which is carried out by the Prosecutor General's Office in the Ministry of Telecom and Mass Communications of the Russian Federation and JSC Rostelecom the data testimonial of plunder of a part of these means by deception or confidence abuse were obtained".

So, by way of creation of schemes from numerous intermediary firms almost on 270 million rubles the cost of the program technical means purchased the Ministry of Telecom and Mass Communications through Rostelecom within the government contract was overstated, declare in the State Office of Public Prosecutor.

"Paid 653 million rubles for the purchased equipment of the Ministry of Telecom and Mass Communications at its actual cost of 383 million rubles", - investigators say.

Along with it it is established that one of prime vendors of the equipment made the doubtful transactions connected with money transfer in the amount of 150 million rubles into accounts of offshore company. At the same time the Prosecutor General's Office presence of a conflict of interest at the persons working in Rostelecom and in the commercial structure conducting equipment procurement within the FTP Electronic Russia is revealed.

Also transferred to the Ministry of Telecom and Mass Communications 10 million rubles in Rostelecom for accomplishment of research works on a subject: "Conducting examination of implementation of the state program of creation in the Russian Federation of technoparks in the field of high technologies" which actually were not executed by the company. The report on their accomplishment completely consists of the materials which are earlier prepared the Ministry of Telecom and Mass Communications within implementation of the functions assigned to it add in the State Office of Public Prosecutor.

With respect thereto the Prosecutor General's Office directed check materials to Investigative Department of the Ministry of Internal Affairs of the Russian Federation for the solution of a question of criminal proceedings on Part 4 of Article 159 of the Criminal Code of the Russian Federation (the fraud committed in especially large size).

  • August 31, 2011. The Deputy Minister of Telecom and Mass Communications Ilya Massukh commented on results of check of the Electronic Russia program execution by the State Office of Public Prosecutor. An inspection was carried out for the period 2009 - 10 in connection with the termination of validity period of the program, the deputy minister specified. But the statement of prosecutor's office is surprising in the Ministry of Telecom and Mass Communications as materials were provided for check to supervising department only five days ago.

About what supplier and what heads of Rostelecom there is a speech, the Ministry of Telecom and Mass Communications does not know as did not see check materials. In case of detection of violations the ministry is ready to cooperate with the State Office of Public Prosecutor, Massukh emphasized, having added that "we live in the constitutional state and only the court can make the decision on guilt".

Rostelecom also expressed disagreement with outputs of the State Office of Public Prosecutor. In the statement the company claims that all procurements are conducted during tenders, suppliers are the certified distributors of the largest world vendors, and the prices of government contracts are approved from the Ministry of Telecom and Mass Communications, the Ministry of Finance and the Ministry of Economics.

A supplier to whom the State Office of Public Prosecutor paid attention is NVision Group, CNews reported the source close to one of the checked organizations[1]. The contract about which there is a speech is purchases the equipment of IBM, he adds.

"Unclear, from where the State Office of Public Prosecutor took digit in 270 million rubles, - the interlocutor of CNews says. - Even the difference between the price of the government contract concluded the Ministry of Telecom and Mass Communications with Rostelecom, and cost of the equipment which was purchased for its implementation is less - 130 million rubles. It while this difference includes not only a margin of Rostelecom, but also cost of balancing and commissioning".

"Perhaps, the State Office of Public Prosecutor understands the price of component parts without delivery and assembly as the market value of the equipment", - continues a source of CNews.

As own version the interlocutor of CNews assumed that under offshore the State Office of Public Prosecutor could mean structures of foreign developers of the equipment: "Perhaps, it is the companies from Southeast Asia which are engaged in supplies of equipment?". NVision does not comment on a situation as did not see check materials.

Financing

Taking into account new changes, all budget of Electronic Russia for 2002 - 2010 will make about 21.2 billion rubles (in the prices of the corresponding years). From them about 19.9 billion rubles about 1.3 billion rubles – from budgets of territorial subjects of the federation are selected from the federal budget. At the same time originally planned amount of financing for this period was about 77.2 billion rubles.

2002—2008

In  2002 — 2008 the state spent 16  billion rubles for Electronic Russia, the representative of the Ministry of Telecom and Mass Communications Elena Lashkina says.

2009—2010

In spite of the fact that in August, 2009 in predesigns of the Ministry of Finance on the budget-2010 sequestering of the amount of financing of Electronic Russia for 55% was supposed (up to 1.2 billion rubles), the government decree of September 17, 2009 did not make changes to the budget which is earlier provided for the program (it was approved by the government on December 12, 2008). As a result in 2010 will select about 3.1 billion rubles for Electronic Russia, and in general in 2009-2010 – 5.9 billion rubles (from them 5.8 billion rubles – from the federal budget) [1].

FTP actions

Below excerpts from the explanatory note to the government decree "About making changes in the FTP Electronic Russia follow (2002-2010), September, 2009.

The FTP "Electronic Russia (2002-2010)" during implementation underwent a number of material adjustments in the purposes and serious changes in the planned results. Program execution in three stages – was initially planned 2002; 2003-2004; 2005-2010. At the same time originally planned amount of financing was 77,179.1 million rubles.

For the purpose of increase in efficiency of the Program in 2008 in the Ministry of Telecom and Mass Communications of the Russian Federation the analysis of program implementation from 2002 for 2007 was carried out. Results of the carried-out analysis showed that a considerable part of the actions implemented and provided by the current version of the program had applied character and were directed to the solution of generally highly specialized technology tasks.

At the same time, because of the insufficient volume and unevenness of assignment for program implementation, during the first stage (2002-2006) the basis of uniform information and telecommunication infrastructure for public authorities and local government authorities was not created, development of replicated solutions on the organizations of electronic interaction, their mass implementation and distribution is not provided. With respect thereto, into the planned terms practically in all directions of program implementation it was not succeeded to pass to solving of tasks of its third stage.

Within the Program implementation of the following events is planned:

1. Analysis of the level of development of information and telecommunication technologies and their use by citizens, business and public authorities

The state customer – the Ministry of Telecom and Mass Communications of the Russian Federation

Need of rendering public services to the population using modern information and communication technologies is proved in "The concept of formation in the Russian Federation of the electronic government till 2010" (the order of the Government of the Russian Federation of May 06, 2008 No. 632-r). Section II of the specified Concept "Premises for formation in the Russian Federation of the electronic government" explains difficulties of creation of infrastructure of the electronic government in former architecture of the state, departmental and municipal information systems. Accomplishment of tasks of the Concept requires carrying out research works and preparation of analytical materials on the basis of which then further development of infrastructure of the electronic government and development of the long-term target program "Information Society" for 2011-2018 will be performed. In edition of the Program of 2006 this point was absent and requires inclusion in the federal target program for 2009-2010. For implementation of this action in the new edition Programs it is necessary to provide the following financing: 2009 – 50 million rubles, 2010 – 15 million rubles, all – 65 million rubles.

2. The analysis of information processes, preparation of system and technical projects on creation and operation in the territory of the Russian Federation of the electronic government

The state customer – the Ministry of Telecom and Mass Communications of the Russian Federation

Due to the acceptance "The concept of formation in the Russian Federation of the electronic government till 2010" (the order of the Government of the Russian Federation of May 06, 2008 No. 632-r) need to change emphasis of an action of the Program on the system design approach and implementations of elements of infrastructure of the electronic government.

System approach provides development of uniform technology policy, the system of standards and the unified requirements for effective use and implementation of information and telecommunication technologies in activity of public authorities.

Proceeding from the above, the name of an action changes as more full corresponding to Section IV "Main actions and the directions of formation of the electronic government" "Concepts of formation in the Russian Federation of the electronic government till 2010" (the order of the Government of the Russian Federation of May 06, 2008 No. 632-r).

For implementation of this action in the new edition Programs it is necessary to provide the following financing: 2009 – 70.38 million rubles, 2010 – 5 million rubles, all – 75.38 million rubles.

3. Creation of telecommunication infrastructure based on the uniform operator. The state customer – the Ministry of Telecom and Mass Communications of the Russian Federation

"The concept of formation till 2010" (the order of the Government of the Russian Federation of May 06, 2008 No. 632-r) provides rendering public services to the population using modern information and communication technologies in the Russian Federation of the electronic government. Section II of the specified Concept "Providing public services using modern information and communication technologies" describes crucial elements of infrastructure of the electronic government. One of crucial elements technology platforms – is creation of specialized telecommunication infrastructure based on the uniform operator.

For accomplishment Concepts are more whole and in connection with that the similar action in edition of the Program of 2006 (approved by the order of the Government of the Russian Federation of August 15, 2006 No. 502-P) was absent, inclusion in the Program for 2009-2010 of a new action is required.

For implementation of this action in the new edition Programs it is necessary to provide the following financing: 2009 – is not required, 2010 – 50 million rubles, all – 50 million rubles.

4. Creation of a distributed infrastructure of the All-Russian State Information Centre (ARSIC) for accomplishment of functional tasks of the electronic government based on the uniform operator

This action is a successor of action No. 9 "Creation of federal command center interdepartmental information exchange and data access of the state information systems" editions of the Program of 2006 (approved by the order of the Government of the Russian Federation of August 15, 2006 No. 502-P).

In 2002-2008 within the action and the order of the Government of the Russian Federation of December 25, 2007 No. 931 "About some measures for ensuring information exchange of state bodies and local government authorities when rendering public services to citizens and the organizations" the All-Russian State Information Centre (ARSIC) was created.

By 2009 based on federal OGITs prototypes of the software and hardware complexes (SHC) of the federal information and certifying centers were created and the technology of their interaction as a part of OGITs is fulfilled, the necessary computer and network equipment and a licensed software is purchased and installed. On PTK OGITs it is created and the "Internet portal of public services" implementing prototypes of rendering public services in electronic form functions in the mode of trial operation.

Change of the name an action is caused by need of reflection of new nature of activity - development of infrastructure of OGITs in the direction of regional expansion, creation of geographically distributed network of data processing centers based on OGITs according to requirements to technology infrastructure of the electronic government in which certification centers and nodes of a system of interdepartmental electronic interaction and also PTK of information systems of functional elements of the electronic government will be placed.

For creation and development of the All-Russian state information center within new edition of the Program it is necessary to provide the following amounts of financing: 2009 – is not required, 2010 – 40 million rubles, only-40 million rubles.

5. Creation of network of certification centers based on the uniform operator

The state customer – the Ministry of Telecom and Mass Communications of the Russian Federation

This action continues action No. 10 "Formation of a system of certification centers, including federal certification center" editions of the Program of 2006 (approved by the order of the Government of the Russian Federation of August 15, 2006 No. 502-P) and will be continued in 2009-2010.

However "The concept of formation in the Russian Federation of the electronic government till 2010" (the order of the Government of the Russian Federation of May 06, 2008 No. 632-r) in Subparagraph 3 of point 2 of Section IV "Creation of uniform infrastructure of ensuring legally significant electronic interaction" - expanded a circle of application of certification centers, including in obligatory elements of infrastructure of the electronic government. It requires change of the work content and name of an action in 2009-2010.

For implementation of this action in the new edition Programs it is necessary to provide the following financing: 2009 – 30 million rubles, 2010 – 20 million rubles, all – 50 million rubles.

6. Creation of a management system for operation of infrastructure based on the uniform operator

The state customer – the Ministry of Telecom and Mass Communications of the Russian Federation

The action for creation of a management system for operation of infrastructure of the electronic government in edition of the Program of 2006 (approved by the order of the Government of the Russian Federation of August 15, 2006 No. 502-P) was absent therefore for accomplishment of tasks of the Concept there was a need of inclusion in the federal target program for 2009-2010 of a new action.

Creation as a part of a technology platform of the specialized subsystem allowing to carry out monitoring of operability of nodes and elements of infrastructure in real time and to make remote actions on maintenance of nodes and elements in case of errors and failures is necessary.

For implementation of this action in the new edition Programs it is necessary to provide the following financing: 2009 – is not required, 2010 – 70 million rubles, all – 70 million rubles.

7. Creation and development of an information system for providing the public and municipal services on the basis of the multifunction centers

The state customer – the Ministry of Economic Development of the Russian Federation

Need of rendering public services to the population using modern information and communication technologies is proved in "The concept of formation in the Russian Federation of the electronic government till 2010" (the order of the Government of the Russian Federation of May 06, 2008 No. 632-r). Subparagraph 1 of point 2 of Section IV of the specified Concept "Providing public services on the basis of the multifunction centers" - assumes to create for this purpose special objects in infrastructure of the electronic government – the multifunction centers of rendering the public and municipal services (MFC). This action in edition of the Program of 2006 (approved by the order of the Government of the Russian Federation of August 15, 2006 No. 502-P) was absent, activities for an action were performed within the former actions No. 15 "Ensuring providing public services in electronic form, including using the Internet" and No. 19 "Creation of standard software and hardware solutions of support of activity of public authorities of territorial subjects of the Russian Federation and local government authorities".

The multifunction centers of rendering the public and municipal services are created for ensuring providing the public and municipal services by federal executive authorities, executive authorities of territorial subjects of the Russian Federation and local government authorities by the principle of "one window".

Within these actions during the period till 2009 the standard software and hardware solution on two platforms (AIS MFC) implementing necessary basic functionality, and intended for implementation in the multifunction centers and networks of the multifunction centers created in regions of the Russian Federation is developed.

The standard solution includes also user documentation on a system, specifications on IT infrastructure, a standard packet of regulatory legal acts (necessary for commissioning and functioning of a system), methodical materials on preparation of an automation object and carrying out implementation.

For implementation of this action in the new edition Programs it is necessary to provide the following financing: 2009 – 78.539 million rubles, 2010 – 223 million rubles, all – 301.539 million rubles.

8. Creation and development of a system of registers and regional portals of the public and municipal services

The state customer – the Ministry of Economic Development of the Russian Federation

Within the specified action, by 2009 the state customer on this action – the Ministry of Economic Development of the Russian Federation, develops a packet methodical, normative legal documents on ensuring creation of a system of portals of public services and the standard software necessary for functioning of the federal portal and regional portals of public services and maintaining registers of public services. The created standard solutions, including standard packets of regulatory legal acts can be adapted by each region is individual and included in the general system. Approbation of standard software and hardware solutions of regional portals and registers four pilot territorial subjects of the Russian Federation is carried out and also preparation for implementation in thirteen subjects of the Russian Federation is carried out.

The standard solutions developed now allow:

  • provide collection of information about an order of rendering the public and municipal services in electronic form, addressing and contact information about the public and municipal authorities providing these services;
  • provide collection of information about the course of rendering the public and municipal services in electronic form and exercise the automated control of compliance of course of execution to normative fixed regulations of providing service at regional or municipal level;
  • provide the automatic publication in free access in information telekommunikatsionknoy of Internet network of information on an order of providing the public and municipal services, addressing and contact information about the public and municipal authorities providing these services on standard municipal regional and federal portals of public services;
  • provide to receivers of services the accessibility to information on the course of providing the public and municipal services to them by means of information telekommunikatsionknoy of Internet network;
  • provide collecting and information analysis about an order of providing all federal, regional and municipal services in the uniform center.

At the same time, in connection with a statement "Concepts of formation in the Russian Federation of the electronic government till 2010" (the order of the Government of the Russian Federation of May 06, 2008 No. 632-r), the circle of tasks of this action extended.

Instead of separate departmental and regional portals technology infrastructure of the electronic government based on the uniform national operator is created and on its platform the uniform portal of rendering public services and other functional elements are created.

Proceeding from the above, the name of an action changes as more full corresponding to Section IV "Main actions and the directions of formation of the electronic government" "Concepts of formation in the Russian Federation of the electronic government till 2010" (the order of the Government of the Russian Federation of May 06, 2008 No. 632-r).

For implementation of this action in the new edition Programs it is necessary to provide the following financing: 2009 – 75.264 million rubles, 2010 – 157 million rubles, all – 232.264 million rubles.

9. Creation of infrastructure of the public information access about activity and to services of authorities provided using Internet network

The state customer – the Ministry of Telecom and Mass Communications of the Russian Federation

This action in edition of the Program of 2006 was absent, however, partially, within the section "Ensuring openness in activity of public authorities and general availability of the state information resources, creation of conditions for effective interaction between public authorities and citizens on the basis of use of ICT", activity in the "Implementation of Pilot Projects on Providing Information Services to Citizens by Public Authorities of the Subjects of the Russian Federation and Local Government" direction was carried out.

By 2009 pilot infrastructure of public access to information telekommunikatsionknoy of Internet network and to the state information resources based on municipal libraries and post offices was created, a number of public Internet access points in the subjects of the Russian Federation are set. These centers executed, generally problems of informing citizens on activity of bodies of the state, federal and municipal authority, and by 2009 did not provide public services to the population and the organizations.

Due to the significant expansion of infrastructure of public access there was a need of inclusion of a new action in the federal target program for 2009-2010.

For implementation of this action in the new edition Programs it is necessary to provide the following financing: 2009 – 80 million rubles, 2010 – 70 million rubles, all – 150 million rubles.

10. Ensuring the regulated access of public authorities, citizens and the organizations to data of the state information systems

The state customers – the Ministry of Telecom and Mass Communications of the Russian Federation and Rosinformtekhnologiya.

The action provides a possibility of placement by federal executive authorities, executive authorities of the subjects of the Russian Federation, other state bodies and local government authorities on software and hardware tools of the All-Russian State Information Centre (ARSIC) of departmental databases and ensuring the regulated access to them.

For implementation of this action in the new edition Programs it is necessary to provide the following financing: 2009 – 407.039 million rubles, 2010 – 483.900 million rubles, all – 890.939 million rubles.

11. Development of the centers of telephone service of citizens and organizations

The state customer – the Ministry of Telecom and Mass Communications of the Russian Federation

This action in edition of the Program of 2006 (approved by the order of the Government of the Russian Federation of August 15, 2006 No. 502-P) was absent therefore for accomplishment of tasks of the Concept there was a need of inclusion in the federal target program for 2009-2010 of a new action.

For implementation of this action in the new edition Programs it is necessary to provide the following financing: 2009 – is not required, 2010 – 40 million rubles, all – 40 million rubles.

12. Ensuring openness of information on activity of public authorities and availability of the state information resources to citizens and organizations

The state customer – the Ministry of Economic Development of the Russian Federation

The purpose of this action is increase in openness of information on activity of public authorities (a possibility of access to it of all categories of citizens, the organizations and institutes of civil society) and quality of administrative and managerial processes due to ensuring transparency of activity of public authorities.

The operating regulatory legal acts, regulations of work of public authorities do not contain the regulations fixing requirements to instruments of ensuring availability of information on activity of state bodies. Against the background of lack of traditions of ensuring openness of the state information it leads to what the information access about activity of state bodies, including socially important (for example, information on expenditure of budgetary funds, information on an order of rendering public services, information on data of the state information systems) renders extremely is complicated. In turn, the limitation of a public request for obtaining the state information and also presence of unofficial mechanisms of obtaining information at the interested elite (public servants, experts, journalists) promote preservation of current situation.

The described state of affairs which in itself negatively affects quality of life of citizens and image of the state in the opinion of citizens and the international community involves decline in quality of administrative and managerial processes – their opacity contributes to the development of corruption and other abuses.

For the purpose of compliance of nature of an action, the specified activity is selected in a separate action. For implementation of this action in the new edition Programs it is necessary to provide the following financing: 2009 – 90.749 million rubles, 2010 – 31 million rubles, all – 121.749 million rubles.

13. Creation of the official site of the Russian Federation in Internet network for posting information on placing orders for the supply of goods, works and services for federal needs, needs of the subjects of the Russian Federation and municipal needs

State the customer - the Ministry of Economic Development of the Russian Federation.

It will be carried out in 2009-2010.

Since January 1, 2010 become effective amendments to the Federal law of July 21, 2005 No. 94-FZ "About placing orders for the supply of goods, works and services for state and municipal needs", information on the state and municipal orders providing placement on the uniform All-Russian portal of the public and municipal procurements.

By 2009 the outline sketch and a prototype of the official site of the Russian Federation on the Internet were developed for posting information on placing orders for the supply of goods, works and services for federal needs, needs of the subjects of the Russian Federation and municipal needs (further - the All-Russian portal of the public and municipal procurements), the engineering design of the All-Russian portal of the public and municipal procurements and the adjacent systems, the engineering design on a hardware and software system and preparation of techniques of acceptance actions, the engineering design on a subsystem of information security and preparation of techniques of acceptance actions, technical regulations of operation of the All-Russian portal of the public and municipal procurements and also approbation of a prototype and carrying out stress testing of a prototype of the All-Russian portal of the public and municipal procurements is carried out.

For creation of the all-Russian portal of the public and municipal procurements in the new edition Programs it is necessary to provide the following financing: 2009 – 103 million rubles, 2010 – 87 million rubles, all – 190 million rubles.

14. Creation of secure system of interdepartmental electronic document management

The state customer – FSO of Russia.

It will be continued in 2009-2010.

For implementation of this action in the new edition Programs it is necessary to provide the following financing: 2009 – 87 million rubles, 2010 – 120 million rubles, all – 207 million rubles.

15. Ensuring providing public services in electronic form, including using Internet network

The state customer – the Ministry of Telecom and Mass Communications of the Russian Federation and Rosinformtekhnologiya.

It will be continued in 2009-2010.

The purpose of the specified action is implementation of information and communication technologies in activity of public authorities for the purpose of increase in availability of the public services to the population provided including using information telekommunikatsionknoy of Internet network.

The system of providing a call of the emergency operational services through uniform number "112" based on uniform services of municipal entities on duty and dispatching (further - a System-112) is effective solution in the field of security, warning and emergency response. A system-112 is supposed to deployment in all subjects of the Russian Federation. A basis of a System-112 are the call centers (CC). In the work a System-112 will interact with all existing uniform services on duty and dispatching (USDD) of municipal entities and the services on duty and dispatching (SDD) of the emergency operational services.

Completion of creation of a prototype of the Lawmaking AS software and hardware complex. Creation of "An electronic window" for informing citizens on legislative activity of chambers of Federal Assembly and regulatory authorities of the subjects of the Russian Federation and providing to them free access to up-to-date legal information via "The parliamentary portal" in information telekommunikatsionknoy of Internet network.

For implementation of this action in the new edition Programs it is necessary to provide the following financing: 2009 – 318.450 million rubles, 2010 – 260 million rubles, all – 578.450 million rubles.

16. Integration of the state information systems within the solution of separate tasks of public administration

The state customer – Rosinformtekhnologiya

It will be continued in 2009-2010.

The purpose of the specified action is increase in efficiency of accomplishment by public authorities of the functions assigned to them requiring operational and effective interdepartmental interaction due to integration of departmental information systems among themselves.

It is necessary for the solution of this task:

  • define the main objectives and the directions of increase in efficiency of public administration requiring operational interdepartmental interaction and also priorities of their implementation;
  • carry out requirements analysis of the interested public authorities in receiving the relevant information of readiness of the state information systems for ensuring the automated interaction;
  • create requirements for upgrade and development of the state information systems, to carry out the analysis of the feasibility statements on the corresponding expenses prepared by separate public authorities and to prepare the corresponding conclusions;
  • provide design, development and approbation of technologies of the automated interaction of the state information systems among themselves;
  • provide creation and working off of the standard project solutions necessary for ensuring the automated information exchange;
  • based on upgrade of the state information systems to provide implementation of appropriate technologies and software solutions.

19. Creation of a uniform federal information resource of data on bankruptcy

The state customer – the Ministry of Economic Development of the Russian Federation.

It will be carried out in 2009-2010.

Creation of a uniform federal information resource of data on bankruptcy (further – the AIS "Data on Bankruptcy") is necessary for ensuring availability of the data which are subject to disclosure in the course of bankruptcy, to interested persons for search and the analysis (including previous periods of time). The uniform federal information resource of data on bankruptcy will allow to disclose quickly information on affairs on bankruptcy, to provide its relevance and completeness and also will simplify execution of the function government by authorized bodies on control of performance of the legislation.

The separate action aimed at providing accomplishment of the Federal law of December 30, 2008 No. 296-FZ "About introduction of amendments to the Federal law "About Insolvency (Bankruptcy)" is entered into the Program.

For implementation of this action it is necessary to provide the following financing: 2009 – 42 million rubles, 2010 – 20 million rubles, all – 62 million rubles.

20. Creation of the uniform portal of the State Immovable Property Cadastre and Unified State Register of Rights on real estate and transactions with it

The state customer – the Ministry of Economic Development of the Russian Federation.

For providing documentary (documentary) directory, analytical and other services to citizens and the organizations and also public authorities and municipal entities on the basis of data of the State Immovable Property Cadastre (further – GKN) and the Unified State Register of Rights on real estate and transactions with it (further – EGRP) in electronic form needs creation of the uniform portal of the State Immovable Property Cadastre and Unified State Register of Rights on real estate and transactions with it (further – the GKN and EGRP Uniform portal).

Proceeding from the above, the name of an action changes as more full corresponding to the nature of the carried-out actions.

For implementation of this action it is necessary to provide the following financing: 2009 – 35 million rubles, 2010 – 33 million rubles, all – 68 million rubles.

21. Transfer of providing to an electronic form of public services in the field of a notifying registration procedure of the small and medium enterprises, licensing, declaring and certification of goods, issues of permissions managing subjects

The state customer – the Ministry of Economic Development of the Russian Federation

for the purpose of liquidation of administrative restrictions at implementation of business activity, first of all in the field of a small and medium entrepreneurship, it is necessary including to take the measures providing mainly notifying order of the beginning of business activity, reduction of number of the allowing documents necessary for its implementation, replacement (generally) obligatory certification with declaring of quality of products by the producer. Proceeding from the above, the separate action is entered into the Program. For implementation of this action it is necessary to provide the following financing: 2009 – 101 million rubles, 2010 – 120 million rubles, all – 221 million rubles.

22. Development of the uniform vertically integrated automated information system of ensuring monitoring of effectiveness of activity of federal public authorities, public authorities of the subjects of the Russian Federation and local government authorities in achievement of key indicators by them in the field of social and economic development of the Russian Federation, development of the industry, implementation of priority national projects and state programs (Management state automated system)

The name of an action changes as more full corresponding to the nature of the carried-out actions and the Concept of creation of the state automated system of information support of management and it joins the state customer on behalf of the Ministry of Telecom and Mass Communications of the Russian Federation.

For implementation of this action it is necessary to provide the following financing: 2009 – 233.040 million rubles, 2010 – 316.100 million rubles, all – 549.140 million rubles.

23. Conducting examination of the project solutions created within program implementation

The state customers – the Ministry of Telecom and Mass Communications of the Russian Federation, the Ministry of Economic Development of the Russian Federation.

The purpose of the specified action is increase in efficiency of implementation planning of actions of the Program and quality control of results of their accomplishment due to attraction of external independent examination on all main implementation phases of projects - from a planning stage and preparation of projects to a stage of adoption of results of works.

On the basis of the notes and offers which are contained in expert opinions were improved both tender and reporting documentation, and the actual project deliverables that significantly increased quality of the received results on the implemented projects within the Program.

For implementation of this action it is necessary to provide the following financing: 2009 – 10 million rubles, 2010 – 35 million rubles, all – 45 million rubles.

24. Creation of a management system for implementation of the Program, departmental and regional informatization

The state customers – the Ministry of Telecom and Mass Communications of the Russian Federation, the Ministry of Economic Development of the Russian Federation, Rosinformtekhnologiya.

The name of an action changes as more full corresponding to the nature of the carried-out actions. For implementation of this action it is necessary to provide the following financing: 2009 – 138.320 million rubles, 2010 – 67 million rubles, all – 205.320 million rubles.

25. Development of a single system of planning and monitoring of use of information and communication technologies in activity of public authorities

The state customer – the Ministry of Telecom and Mass Communications of the Russian Federation.

At the interdepartmental level of accomplishment of programs and implementation projects of information and communication technologies in activity of public authorities it is necessary to develop procedures for ensuring efficiency of planning and coordination:

  • considerations of departmental and interdepartmental target programs and implementation projects of information and communication technologies in activity of public authorities;
  • monitoring of expenditure of funds of the federal budget for implementation of the specified projects and preparation of the corresponding conclusions;

For implementation of this action it is necessary to provide the following financing: 2009 – is not required, 2010 – 30 million rubles, all – 30 million rubles.

26. Creation of a single system of management of professional development of the public civil servants applying information and communication technologies of rendering the public and municipal services in the activity

The state customer – Federal Agency for Education

The purpose of an action is creation of conditions for ensuring necessary level of knowledge and skills of the public and municipal servants in the field of use of information technologies. Proceeding from more full compliance of nature of the held events "Concepts of formation in the Russian Federation of the electronic government till 2010" (the order of the Government of the Russian Federation of May 06, 2008 No. 632-r) the name of an action changes. Also, according to the offer of Federal Agency for Education target indicators given actions towards more exact reflection of results of activity, objectivity and measurability change.

For implementation of this action it is necessary to provide the following financing: 2009 – 27 million rubles, 2010 – 20 million rubles, all – 47 million rubles.

Results of implementation of the federal target program (FTP) "Electronic Russia (2002 - 2010 years)

On April 8, 2011, at a meeting of Government Commission on Federal Relations and Information Technology Issues the results of implementation of the federal target program (FTP) "Electronic Russia (2002 - 2010 Years)" were summed up[1]

As the Minister of Telecom and Mass Communications noted, Electronic Russia was the "flagman project" designed to draw, first of all, attention to issues of informatization in the field of the government. The broad popularity of the program, according to the minister, demonstrates that it carried out the propaganda tasks. However the amount of financing of the program at the first stages, Igor Shchegolev noted, were incomparable to the scale of its tasks (the budget of the program was comparable with the annual budget on informatization of the developed regions).

Among the main results provided within the report devoted to results of implementation of the FTP Electronic Russia till 2008 it is possible to call creation of the websites of authorities (the websites of the President, Federal Assembly and so on), creation of Federal information center, the state information and analytical system, creation of infrastructure of the certifying cents and so on.

However, according to the report on results of implementation of the specified FTP, by 2009 many objectives of the Program were not achieved. In particular, interdepartmental electronic interaction when providing state services actually was not organized, besides, "standard solutions" were not widely used, and the created hardware and software systems were not used.

With respect thereto, in 2009 the Program was restarted. Among other things in 2009 on design and creation of infrastructure of the electronic government and also the uniform national operator of the electronic government Rostelecom was appointed the uniform contractor. The satisfaction of needs of citizens and acceleration of transfer of state services to an electronic form became a priority of the updated FTP. In this direction certain success was achieved. Electronic Russia (2002-2010)" creation of the system of interdepartmental electronic interaction (SIEI) and the portal of state services became the main outcomes of the FTP ". Both of these projects are already demanded. "The portal of state services evolves from the reference book on services or a bulletin board to the functional tool from which citizens receive real advantage", - the Minister of Telecom and Mass Communications of the Russian Federation Igor Shchegolev noted.

Speaking about the portal of state services, as noted in the report devoted to results of implementation of the FTP Electronic Russia by 2010 on the uniform portal of state services and state functions 463 thousand users are registered. On the portal 79 public services of public authorities are provided. Electronically 1.360 million applications and requests are directed to authorities. In the summary register of state services and state functions data on 615 state services and state functions of federal authorities and off-budget funds are entered.

As for the most demanded state services provided within the Portal in electronic form, according to the report, the most demanded is verification of presence of the written-out penalties for violation of traffic regulations (more than 402.8 thousand addresses). Further the service of obtaining the international passport on reaching the 18th summer age (350 thousand addresses) and also service of the notification on a status of the personal account in the system of mandatory pension insurance (321 thousand addresses) and some other services follows.

Besides, by 2010 in 50 subjects of the Russian Federation standard solutions in the field of regional portals of state services are implemented and in 82 subjects standard solutions in the field of registers of public services are implemented. The standard system of ensuring activity of the multifunction centers of providing public services (MFC) is installed in 30 subjects of the Russian Federation. Also portals of state procurements and state sales are created.

As for development of opportunities of the uniform portal of state services, in the nearest future on the uniform portal of state services, in addition to "personal account" for individuals, similar function and for legal entities will be implemented. The Deputy Minister of Telecom and Mass Communications of the Russian Federation Ilya Massukh at a meeting of Government Commission on Federal Relations and Information Technology Issues reported about it. According to the deputy minister, yuridicheky persons will be able to file via the portal tax declarations, documents to the Pension fund, Rosstat and other departments. "The list of services for legal persons practically same wide, as well as for citizens", - Ilya Massukh noted. Registration on the portal for legal entities will differ from the registration procedure existing earlier for citizens. Legal entities have no need to receive by mail the code of authorization, enough electronic digital signature will be it. They could have such opportunity thanks to the new law "About the Electronic Signature" which was signed by the President on April 7, 2011.

Concerning development SIEI within the FTP Electronic Russia, according to the report, by 2010 a System is created and put into operation. According to the Deputy Minister of Telecom and Mass Communications Ilya Massukh, SIEI helps with number other to solve a problem of separation of interdepartmental information systems. Ilya Massukh reported that about 90 authorities already passed to electronic document management that "saved from a number of abuses, such as signature backdating". Ilya Massukh also considers effective the solution to give JSC Rostelecom with functions the uniform operator for the Electronic Russia and Information Society programs.

Electronic Russia is important aspect of implementation of the FTP expansion of an access network to state services in electronic form. In this direction, among other things, the program for use of infomats will proceed. The infomat – the device allowing the citizens who do not have Internet access and the personal computer to get access to the uniform portal of state services. At a meeting of the government commission Ilya Massukh also told about expansion of scope of infomats. The Deputy Minister of Telecom and Mass Communications reminded that in 2010 in Russia 500 infomats, including at the expense of a fund of universal communication services were installed. By 2015 it is going to install 15 thousand such devices. Ilya Massukh emphasized that the ministry, using a fund of universal communication services for installation of infomats, does not intend to increase a rate of contributions to fund for operators. "Encumbrance on operators will not be strengthened, infomats will be installed where they can be set instead of payphones and public Internet access points", - Ilya Massukh said.

It is in the future going to use the infomat as the payphone, the videophone and also as paid wireless access point in the Internet on Wi-fi technology. "For example, having paid 10 rubles via the bill acceptor of the infomat, it will be possible to receive the access code to Wi-fi network. Thus, the citizen, having approached the infomat with the mobile device, will be able to receive wireless communication for the personal purposes", - Ilya Massukh noted.

In addition to summing up implementation of the FTP Electronic Russia within the meeting of the Government commission which took place last Friday the concept of development of the situational centers was submitted by Roskomnadzor.

The system of the situational centers is aimed at ensuring interaction of the Ministry of Telecom and Mass Communications of the Russian Federation, subordinated service and the agencies with other interested ministries and departments, including the Ministry of Defence, the Ministry of Emergency Situations and also telecom operators. The situational center is designed not only to analyze daily quickly an interfering situation and efficiency of use of a radio-frequency resource in any point of the country, but also to be the main management tool in the field of communication and mass communications in the period of crisis situations.

In 2010 the situational centers in Moscow and in the centers of federal districts are put into operation. For expansion of opportunities of the situational centers Roskomnadzor suggests to create them in 68 territorial subjects of the federation. Further development plans for a system of the situational centers in general were approved within the meeting of the government commission. At the same time it was recommended to Roskomnadzor to specify the principles functioning of the centers out of crisis situations.

Check of results of the program by Accounts Chamber

On December 9, 2011 it became known that the board of Accounts Chamber of the Russian Federation under the chairmanship of Sergey Stepashin considered results of check of a compliance with law of target and effective use of budgetary funds during implementation of the Federal target program "Electronic Russia (2002 - 2010)", including results of formation of infrastructure of "the electronic government" in the Ministry of Telecom and Mass Communications of the Russian Federation and Rostelecom. The message was made by the auditor Mikhail Beskhmelnitsyn[2].

Originally planned amount of financing was over 77 billion rubles, including means of the federal budget - more than 50%, means of budgets of territorial subjects of the Russian Federation - about 30%, non-budgetary sources - 20%.

During program implementation the changes concerning the purposes and the planned results were three times made to the period from 2002 to 2010 in it. As a result of the carried-out adjustments of the FTP "Electronic Russia (2002 - 2010)" the purposes, tasks and the planned results of program implementation were considerably changed concerning the first edition owing to what actions of the latest revision of the program were directed only to structure formation of "the electronic government".

During program implementation significant reduction of volumes of its financing in connection with optimization of actions within the program and changes of budget settings was observed. The actual volume of budget settings for the entire period of action of the program was nearly 30 billion rubles, having reduced from initial volume by 65.5%, including: means of the federal budget of 75%, means of budgets of territorial subjects of the Russian Federation of 25%. Financing of the program at the expense of non-budgetary sources with the latest revision of the program unlike its initial edition was not provided in compliance.

Cash execution of the FTP "Electronic Russia (2002-2010)" for the entire period of implementation made more than 20 billion rubles, or nearly 80% of budget settings. At the same time the developed structure of cash execution of the program does not correspond to the planned distribution of financial loading between the federal budget and budgets of territorial subjects of the Russian Federation provided in a proportion, in particular: at the expense of means of the federal budget over 93.5%, at the expense of means of budgets of territorial subjects of the Russian Federation - 6.5% are financed.

41 target indicator is executed of 42 target indicators of the Federal target program "Electronic Russia (2002 - 2010)", non-performance of one indicator is allowed by the state customer of the Ministry of Telecom and Mass Communications of the Russian Federation on an indicator "The number of federal executive authorities in which standard automated information system of the center of telephone service is implemented", 2 target indicators are exceeded: the indicator "A share of the official sites of the territorial subjects of the Russian Federation meeting the requirements of the legislation of the Russian Federation concerning completeness of information on activity of public authorities" (the state customer of the Ministry of Economic Development of the Russian Federation) made 77% at planned value of 70%; the indicator "The number of the public and municipal civil servants who improved skills in the field of use of information technologies" (the state customer of the Ministry of Education and Science) made 2,862 people at the plan of 2500 people.

The efficiency of expenditure of the budgetary funds allocated in 2010 for program implementation regarding achievement of its target indicators was 102.9%.

At the same time on board it was noted that the only contractor on implementation of the program selected Rostelecom. As the main argument given by the Ministry of Telecom and Mass Communications of the Russian Federation for benefit of the choice Rostelecom ensuring cost efficiency of actions of the program was.

Costs of the federal budget for payment for work, executed by Rostelecom in 2010, under three public contracts made 1.3 billion rubles, or 98.9% of percent of the total amount of cost of works which customer was the Ministry of Telecom and Mass Communications of the Russian Federation.

However during contrastive analysis of the budgeted expenses made by the Ministry for the purpose of financing of actions of the program, and expenses of Rostelecom on their implementation it is established that marginal income of Rostelecom was 136.8 million rubles. At the same time the mechanism of return of the means of special-purpose character saved by Rostelecom to the federal budget was not provided by conditions of government contracts. Thus, the specified funds of the federal budget were not allocated for program actions that, according to Accounts Chamber of the Russian Federation, contradicts the principle of efficiency of budgeted expenses and according to the main condition of the choice of Rostelecom as the only contractor according to the program.

The specified means, according to Accounts Chamber of the Russian Federation, should be compensated to the state customer at further financing of the state program "Information society (2011 - 2020)".

The board of Accounts Chamber of the Russian Federation made the decision to direct submission to the Ministry of Telecom and Mass Communications of the Russian Federation. The report on results of check will be sent to chambers of Federal Assembly.
