Electronic Moscow Certification center

The JSC Elektronnaya Moskva company is formed in 2002. The range of IT services from scientific and design study of the project before its implementation with the subsequent technical maintenance appears the company.

Own technical support service (Call-Center) quickly resolves the issues connected with operation of solutions and the services rendered by the company helps users to master new technologies quicker.

Core of the company are the engineers and managers who were trained by global manufacturers program and the hardware.

Clients of Electronic Moscow JSC are public authorities, local government authorities, the organizations of all patterns of ownership and also individuals.

History

2002: Formation of the company

The Electronic Moscow JSC is formed according to the Government decree of Moscow No. 609-PP of August 6, 2002. "About the City target program "Electronic Moscow" for solving of tasks of coordination of works and the investment attraction at accomplishment of the City target program "Electronic Moscow".

2004: Creation of certification center

The mission of the company is service to society and the city by means of active implementation of modern information technologies, further development of information and communication infrastructure of the city of Moscow, ensuring access of Muscovites to the created information resources.

For this purpose in 2004 in the company the certification center is created. By the government decree of Moscow of 12/7/2004 No. 848-PP "About determination of authorized certification centers" it is given the status of Authorized certification center of executive authorities of the city of Moscow.

The Electronic Moscow JSC certification center renders services to public authorities, local government authorities, the organizations and the enterprises of all patterns of ownership and also individuals in creation and support of the legally significant protected electronic document management.

2011: Start of mass issue of the EDS to officials

The Electronic Moscow company announced start of service in mass issue of certificates of keys of the electronic signature for officials of the public and budgetary institutions. This service is complex and includes: mass issue of SKP, technical support, training of staff of the public and budgetary institutions, providing high level of confidentiality.

As stated in the message of the company, the certification center of Electronic Moscow company developed the hardware and software system and the regulations of mass issue of SKP allowing to make optional visit of certification center by each employee personally when preserving the high level of reliability of user identification that significantly reduces monetary and time expenditure of the organization, in comparison with issue of SKP organized according to the traditional procedure as one of its restrictions is the fact that the owner should receive SKP personally to provide the due level of user identification.

2012

The Electronic Moscow JSC will provide with keys of the electronic signatures (ES) and certificates of check of a key of the electronic signature (SKP) more than 20 thousand Moscow officials till December 15, 2012 that will allow to provide the personalized access to information systems of the city of Moscow necessary for accomplishment of the State Program of the city of Moscow "The information city 2012-2016" and accomplishment of the Federal law of the Russian Federation of July 27, 2010 to No. 210-FZ "About the organization of providing the public and municipal services" which main goal is increase in efficiency of the public and city services and also authorities.

The complexity of mass issue of carriers of key information containing the EDS and SKP keys is in what for their design and receiving, on the technology used still by all certification centers (CC), consists in need of personal arrival of the user for UTs. Use of a system of the mass issue of key carriers developed in Electronic Moscow JSC allows to reduce significantly time and budget expenses of the city for their design due to improvement of regulations and technology processes of issue when all procedures for release of key carriers of the containing EDS and SKP are held on work location of the user.

Within the signed Public contract Electronic Moscow JSC Certification center provides the following services of the personalized access to information systems of the city of Moscow:

• providing software necessary for issue and use of SKP;
• providing in temporary use of the certified key carrier belonging to the Contractor;
• possibility of use of cryptographic means;
• rendering technical and methodical user support concerning use of the software and operation of key carriers;
• services of Certification center

The electronic document signed with the EDS has the same legal force, as well as the paper document signed with own hand certified by seal and attracts the legal consequences provided for the specified document.

At the personalized access to the information systems of the city providing accomplishment of public services, heads of services and departments can monitor accomplishment of all the instructions with detailing up to the contractor in real time that does responsibility personal, and all management system for municipal economy transparent.
