Biography

Denis Bondal was born in 1975 in Moscow.

In 2000 graduated from MSTU of N.E. Bauman, having received qualification of the engineer in "Optical-electronic devices and systems".

5 years later was trained at the Moscow institute of the international business at the All-Russian academy of foreign trade the Ministry of Economic Development in "The organization of external economic relations".

In 2000 began work in DPI Computers company where worked the manager of department of monitoring.

In a year passed into Step Logic company to a position of the purchasing department manager and logistics, later became the head of department.

2013: The beginning of work in DIT of Moscow

In 2013 Denis Bondal was appointed to the position of the manager of the sector of purchases in the Moscow Department of Information Technology (DIT). In 2015 became the head of department of purchases of DIT.

DIT told TAdviser that under its direct management in department "the institute of managers of purchase" was created. It allowed to focus professional activity of specialists not only on matters of substance of this or that transaction, but also on the procedure, noted in department.

2017: Deputy manager of DIT of Moscow

On March 16, 2017 the Mayor of Moscow Sergey Sobyanin signed the order about Denis Bondal's appointment to a position of the deputy manager of DIT of Moscow - the head of contract service. The employment contract with the official is expected five-year term.

At the time of appointment Denis Bondal became the sixth deputy head of DIT Artem Yermolaev. Earlier Bondal and Yermolaev together worked in Step Logic.

DIT told TAdviser that on a new post Bondal will be engaged in the organization of purchasing activity of department, in particular, will work on increase in openness, transparency and efficiency of purchases. In addition, the new deputy will participate in implementation of state policy in the field of IT, telecommunications, communication, cross-industry coordination in the field of informatization of executive authorities of Moscow.

The purpose of such work is reduction of terms of approval and passing of competitive procedures at simultaneous quality improvement of documentation and strict compliance to its federal legislation in the field of public procurements and also to the Moscow regulatory legal acts, - explained TAdviser in DIT.

The new deputy manager of DIT should, generally interact with Department on competition policy, Department of economic policy and development of the city and also with the Main Control Directorate of the city of Moscow.

In a new position Denis Bondal replaced Andrey Marcia. The predecessor worked in a similar position not for long: Marsy held a post in August, 2016 and left it in February, 2017.
