State Unitary Enterprise "Moscow Social Register" is an authorized organization in the territory of Moscow, providing the release, issuance, maintenance and storage of the UEC until the issue to citizens (January 2013).
Within the framework of the project "Muscovite Social Card," the State Unitary Enterprise MSR performs the following functions:
- emission and analytical center;
- the customer and the organizer of tenders for the placement of state orders for the construction of a citywide integrated automated system of personal accounting of benefits and ensuring its work;
- creation and maintenance of the Unified Register of Social Beneficiaries (ERSL) and creation on its basis of the Unified City Database of the Population of Moscow (EGBDN);
- ensuring interdepartmental interaction of information resources of executive authorities of the city of Moscow and organizations of the city of Moscow, as well as, in terms of the above functions and within the framework of existing agreements, with federal executive authorities and organizations of federal subordination;
In addition, the GUP MSR operates the Service for maintaining city-wide classifiers and the Register of Information Resources and Systems of the city of Moscow (see the www.mosreestr.ru information server).
History
On December 27, 2012, the Moscow Social Register, a state unitary enterprise in Moscow, signed an agreement on joining the Universal Electronic Card Unified Payment and Service System to the Rules.
Thus, Moscow became the last of the 83 constituent entities of the Russian Federation to join the EPSS UEC.
General Director of the State Unitary Enterprise "Moscow Social Register" Alexander Petrovich Marchenko commented on this news:
"Over the past months, employees of the State Unitary Enterprise" Moscow Social Register "have conducted intensive testing of the readiness of the relevant city infrastructure for mass production of maps within the framework of the UEC project in Moscow. In particular, work was carried out to introduce the technological component and procedural aspects in accordance with the new version of the ECU ECU Rules version 1.6 of 16.02.2012. I can state with satisfaction that the results of these works in 21.12.2012 were recognized by UEC as fully complying with the requirements of the above rules. Thus, from January 2013, the planned acceptance of citizens' applications for issuing Universal Electronic Cards will begin in Moscow. As part of the work, the necessary jobs have already been prepared in one of the branches of Sberbank of Russia, in one branch of URALSIB Bank and in three MPSC (multifunctional centers for the provision of public services) in Moscow. "
