Muscovite cards launched in the form of a sticker with a chip

In November 2023, a pilot project was launched in Moscow to use a new Muscovite card format - in the form of a sticker with a chip. It is assumed that the innovation will speed up the design of the card and temporary ticket, as well as allow you to quickly change the preferential category without the need to replace the card.

We are testing a new format of a Muscovite card - a sticker with a chip that can be pasted on a smartphone and use the usual card services. Sticker is a convenient modern format that many citizens are already accustomed to. It is as easy to use as an ordinary card, - said in the message of the Telegram channel of the Moscow Department of Information Technologies (DIT).

As explained in the department, in most cases, the sticker completely repeats the functionality of the traditional card: for free or reduced-cost travel in public transport, it will be necessary to attach it to the validator, and for an appointment with a doctor - to the information room in Moscow polyclinics. To receive discounts within the framework of loyalty programs for owners of new Muscovite cards, you need to show the barcode in the "My ID" mobile application. It will automatically appear in the application after authorization.

For us, the sticker is not just a modern form factor, it is an intermediate stage between a plastic and virtual card, as well as in the future the key to all city services, - said Ivan Buturlin, General Director of the Moscow Social Register State Unitary Enterprise.

Several preferential categories take part in testing a Muscovite card in the format of a sticker with a chip, including disabled people of the second and third groups, students and parents with many children. According to the plans of the Moscow mayor's office, this pilot project will help to check how the new format of the Muscovite card is convenient for different holders.[1]

Applying Braille

The Muscovite card has become more accessible to blind and visually impaired citizens. Now not only the inscription "Criminal Police Service" ("Muscovite social card") is printed on the plastic map in embossed-dot Braille, but also other important information: the series and number of the card, its validity period, as well as the phone number of the hotline. This was announced on September 18, 2023 in the Department of Information Technologies of the city of Moscow.

The updated design will allow visually impaired people to quickly find the card in their wallet and use city services without assistance. For example, by calling the hotline of the Muscovite Card project (+7 495 539-55-55), cardholders can seek advice or receive information about the number of points on an electronic social certificate, and the series and card number are needed in order to sign up for face-to-face or online classes of the Moscow Longevity project.

The Muscovite map is one of the main social projects of the capital, and it is important for the city that it is as convenient and useful as possible for all holders. Now for disabled people of group I and II, including the blind and people with visual impairments, the Muscovite card is issued in Braille. As of September 2023, this is about 400 thousand residents of the capital. During the development of the updated design, several design options were prepared. All of them were tested together with the All-Russian Society of the Blind. Experts and cardholders approved the idea of ​ ​ adding additional information in braille to the front of the media.

An updated Muscovite card will be able to receive those who apply for its release for the first time, as well as citizens who have expired card or benefits. Applications are accepted on the portal mos.ru. The finished card can be obtained in the nearest center of public services "My Documents."

This function will be useful in a situation where the applicant does not have the opportunity to independently view the information in his personal account, for example, for health reasons. It is necessary to enter the data that was indicated when applying to the card. On the right, in the field for entering this information, there is an icon with a question mark. By clicking on it, you can get a detailed hint about where to find this data. After that, you will need to enter characters from the picture and click the "Check" button. In response, the service will inform you in what status the application for the release of the card is.

Muscovite cards began to be issued with domestic chips

On March 11, 2022, it became known about the beginning of the release of Muscovite cards using Russian-made chips. As reported on the official website of the mayor of Moscow, the use of domestic technology allows you to speed up the production of cards and ensure import substitution in this area.

With the help of an updated Muscovite card, it will still be possible to make an appointment with a doctor through information kiosks in clinics, use free or preferential travel in public transport in Moscow and the Moscow region and in suburban railway transport. Also, users will be able to record a single reading card on the updated card and install the "Moskvyonok" service.

Muscovite cards began to be issued with domestic chips

2017: Moscow buried the UEC. Next in line is the Muscovite Social Card

Moscow has stopped issuing Universal Electronic Cards (UEC) and intends to almost completely curtail the issue of Muscovite Social Cards. This was announced in March at a meeting of the Moscow City Duma by the general director of the state budgetary institution "Information City," subordinate to the Department of IT of the Moscow Government (DIT), Alexei Chukarin Moscow[3]

During the meeting, he answered the question of the Moscow City Duma deputy, chairman of the commission on urban economy and housing policy Stepan Orlov. "The voter has a misunderstanding that with this project," summed up Orlov.

In his comments, Chukarin said that in accordance with the recently adopted federal law on the rejection of UECs on the scale of the Russian Federation, Moscow has already completely stopped issuing UECs. In this regard, he noted that all the functionality of the UEC is already duplicated by the capabilities laid down in the Muscovite Social Card, but at the same time Moscow also wants to abandon this card.

"Our plan comes down to the fact that we want to stop incurring serious costs for the city to issue social cards," Chukarin said. Because this is, in fact, a kind of atavism, a relic of the past. Every resident, without exception, now has a lot in the hands of other card solutions. For those residents who, for some reason, do not have them, there will be a small quota - the city will continue to issue these cards. But in general, we will load all the functionality that is implemented in the maps into alternative products. "

2016: Muscovite's social card will be issued on the NSPK platform

In November 2016, it became known that VTB, together with the Moscow government and the Central Bank, created a working group to transfer a Muscovite's social card to the NSPK platform.

We will start issuing cards in the first half of the year, the issuance will take place gradually, not at a time: after the expiration of the card, the client will receive a new one on the basis of the domestic payment system, "said a member of the VTB board

As of October 2016, the number of Mir payment cards issued in Russia exceeded 1 million units.

2001: Project Start

The project "Muscovite Social Card" started with an experiment in 2001.

With the help of the card, you can receive social benefits provided by the Moscow government for preferential categories of citizens:

  • Preferential (for pensioners - free) travel in the Moscow metro, city ground public transport, in suburban trains of the Moscow railway;
  • Discounts on goods and services when paying for purchases and presenting a "Muscovite Social Card" in stores, pharmacies and service enterprises;
  • When visiting Moscow polyclinics, cardholders do not need to have a compulsory health insurance policy with them, since all the data of the medical policy are encoded on the social card.

The Muscovite social card is also a full-fledged bank card that allows:

  • Pay for goods and services in more than 30 million trade and service enterprises around the world without commission;
  • Use your Social Card to pay online. At the same time, to use Social cards on the Internet on sites that support 3D Secure, you need to connect the service at bank branches or through an ATM;
  • Participate in bonus programs of international payment systems;
  • Ability to control the flow of funds on a card account;

The card is issued jointly with the Bank of Moscow (now VTB) and the international payment system MasterCard. The social card of the Muscovite payment system MasterCard supports the contactless MasterCard PayPass technology, which allows you to pay for purchases in one touch.
