Who and when approved release of the Moscow UEC

On March 9, 2011 the Moscow City Duma at a meeting by a majority vote adopted the law according to which in Moscow the universal electronic card (UEC) providing access to the main public services of the city is entered. The new law sets an order of release, issue and service of universal electronic cards in Moscow.

Earlier with an initiative of creation of the universal electronic card which will replace also the passport and it is right, and the credit card, and many other things, the Russian President Dmitry Medvedev acted.

The Moscow project is a part of the federal program of implementation of electronic cards. Osnovnony article Universal Electronic Card (UEC).

Why UEC to the Muscovite?

Experience of use of the social card of the Muscovite was the basis for the new card. Will pass applications of already existing card of the Muscovite which will operate in parallel with UEC to the card and to be brought gradually out of turnover, speak in DIT.

The new version of universal cards will include considerable the bigger volume of the given opportunities:

  • an opportunity to register in appointment,
  • learn about existence of any privileges,
  • write the child in kindergarten, etc.

The owner of the card will be able to use services of both regional, and federal levels.

At the first stage using UEC citizens will have an opportunity to pay travel by public transport and to register in acceptance in clinics, and for school students the card will serve as the admission for an input in educational institutions and payments of a power supply in dining rooms.

Main advantage of UEC, according to the director of DIT of Moscow Artem Yermolaev (December, 2012), in front of the social card of the Muscovite that UECs can use all citizens, and not just exempts for whom the social card was created. "Services of transport – the most widespread way to use the operating card therefore we are going to debug this application in UEC to the middle of 2013".

Also using the card it will be possible to get access both to the main portal of state services (gosuslugi.ru), and to Moscow (mos.gosuslugi.ru) - on it federal and regional identification applications will be written.

It was supposed that in more remote perspective of UEC will have to replace a considerable part of civil documents - the car driver license, the policy of social insurance, the policy of the CMTPL and the certificate of the migrant in the system of FMS. However, it is not clear yet as reader devices for UEC will look. "Now we conduct negotiations with owners of ATMs and terminals of express payment on an opportunity, for example, to register through them in appointment", - told CNews in the Moscow DIT.

Development of functionality of the Moscow UEC will also depend on the plan of creation of a single payment and service system (EPSS, an UEK project component) which "The universal electronic card" should provide on May 31, 2011 to concerned parties.

"In this document about 2 thousand pages and after its receiving we will be able to write technical specifications and other main documents, - Artem Yermolaev says. - Then about a month will leave on their approval between the federal executive authorities participating in the project and "The universal electronic card" then there will already be a basis for the declaration of a number of tenders".

Further, according to Yermolaev, tenders for equipment by the equipment of collection points for applications for obtaining maps, the equipment for production and personalisation UEC, the central processing system and gateways and also on maintenance – in particular, on creation of the call center accepting claims and questions of users will be announced.

How and when will issue the card

It is going to issue cards via different channels: departments of a social security, REGISTRY OFFICES, offices of participating banks of the program.

On December 26, 2012 in an interview of TAdviser the Director of DIT of Moscow Artem Yermolaev reported that there is a provision of the law which says that since January 1, 2013 UEC should be and department as much as possible prepares for that it was. "Because of low readiness both federal structures, and the domestic industry in terms of chips, cards and other, a system will be able to work not at once", - Artem Yermolaev explained TAdviser.

"According to us in the first half of 2013 100 thousand statements will be extreme value on requests for issue of UEC. And in the second half some more hundreds of thousands of cards can be issued if we begin the corresponding campaign", - Artem Yermolaev told TAdviser.

"We will start it only in the pilot mode, actively without stimulating the population on obtaining maps. Really, we think that adjustment of all systems, requires about half a year. It is that term when inhabitants are able to feel all advantages of UEC. Now there is no user advantage to the Muscovite in UEC", - it continued.

How many it is necessary to pay for UEC

It is not necessary to pay for obtaining the map, claim in DIT: "According to federal law 210 (Article 25) obtaining UEC is free for the citizen, Moscow is not an exception".

In general for citizens UEC will not be absolutely free – at the expense of the banking application on which the condition does not expatiate on non-paid issue of cards (such rule is recorded in law No. 210-FZ on providing state services). For those who do not belong to the preferential category (pensioners, students, disabled people, etc.) the Moscow authorities set the recommended rates. Muscovites should pay at most 80 rubles for annual service of the account, 50 rubles – for providing the statement, 60 rubles – for replacement in case of loss and also the commission in the amount of 0.3% for money transfer from the account into other account.

Compliance to the Russian UEK card

On May 31, 2011 it became known that the Department of Information Technologies (DIT) of Moscow and "Universal Electronic Card (UEC)" company, the federal operator of the project on implementation of the universal electronic card (UEC), agreed about the uniform standard of the used cards. It means that the Moscow card will develop in full accordance with federal tasks.

A number of arrangements between the Moscow authorized organization ("The Moscow social register", the state unitary enterprise subordinated to DIT which is responsible for implementation of cards in Moscow) and "UEC" was recorded in the signed memorandum.

"We agreed that we will move in one direction and that the Moscow card will conform to the UEK standard, - Artem Yermolaev, the head of the Moscow Department of Information Technology[1] told CNews[1]. - At the same time the agreement that if adoption of the regulating documents considerably will drag on, Moscow will create the card independently, with the obligation later to adapt to federal rules when those are approved is reached".

Costs for implementation of the card

  • According to the Mayor of Moscow Sergey Sobyanin (spring of 2011), the Government of Moscow will spend about 2 billion rubles in 2011 for implementation of the universal electronic card (UEC). "In 2011 we assume to select about 2 billion rubles for financing of this project. I believe, it will be enough to implement plans about which we speak". According to S. Sobyanin, at the first stage it is necessary to allow only large banks having necessary infrastructure in all territory of Russia to participation in the project. He reminded that in regions where a system began to function, only one bank participates in it. "I suggest to put emphasis at least at the first stage on those banks which have infrastructure in all territory of the country".

  • On August 29, 2011 it became known that the Government of Moscow announced conditions on which banks will be able to take part in the Universal Electronic Card (UEC) project. The main surprise of the Moscow tender – should be paid for use of UEC.

First, the bank should sign the agreement with federal management company of JSC Universalnaya elektronnaya karta (JSC UEK). For this purpose, under the law, the size of own means should be not less than 3 billion rubles. Also the bank should have the long-term credit rating assigned by one of the rating agencies accredited in the Ministry of Finance. Secondly, the credit institution should have at least 30 departments in the territory of the city. To the selected banks will permit to activate the payment application which will be installed on the card of each citizen.

History of start of the card

  • UEC, available to residents of Moscow, had to become until the end of 2011. As of the end of October the project startup was postponed for February, 2012.

  • At the end of October, 2011 it became known that UEC will not be started as it was planned, on January 1, 2012. The Government of Moscow where there had to pass the pilot project on implementation of UEC, reported that it will be able to begin issue of cards not earlier than in three months.

October 28, 2011 in Moscow began technology testing of UEC which will last till January, 2012. The staff of Department of information technologies of the city (DIT) of Moscow and SUE Moskovsky the social register to which functions of regional authorized organization for implementation of UEC are assigned will become the first receivers of the new document, -[2]reported[2].

At the same time in the capital the information and explanatory campaign which will prepare Muscovites for large-scale implementation of the document is started.

"We approved with federal authorized organization and approved the main array of the regulating documents defining development of the project in the region, - the deputy manager of Department of information technologies Andrey Belozerov said. - In particular, the appearance of UEC, an order of application development and issue of cards is defined, collection points for statements are selected and the necessary equipment purchased. The experimental period which will last till January, 2012, guarantees that Muscovites will receive not a crude product, but ready to use and really demanded tool".

Development of the project can be monitored on the Moscow portal of the universal electronic card which opened along with the beginning of technology testing. On the website it is possible to fill in the card application. In the same place information on the beginning of mass issue of cards will be published.

The decision of the capital government to begin to issue to Muscovites of UEC not earlier than February of the next year breaks terms of start of this project at the federal level. According to the law "About the Organization of Providing the Public and Municipal Services" (No. 210-FZ), universal electronic cards using which citizens will be able to pay, in particular, these services had to appear "in open access" since January 1, 2012. At the same time Moscow thanks to experience of "social card" had to begin to issue UEC in November, 2011.

On a request to comment on postponement of a project startup of UEC at the Moscow level in the capital government referred to the amendments preparing for the second reading to 210-FZ. JSC UEK specified that the company is ready to provide release and issue of cards since December 1, having refused to comment on postponement of a project startup[3]

"Later term of a project startup in Moscow says that it is much more difficult, than it was supposed. If issue of UEC did not manage to be organized in Moscow in time, then in regions where the level of penetration of information technologies is much lower, it will be even more difficult to be made", – Mark Nakhmanovich, the deputy chairman of Vozrozhdeniye bank board says.

"Even if in 2012 some number of cards will be issued, hardly they will have the stated wide functionality. Provide them with the payment and transport application will be not difficult as these technologies exist long ago, however the problem of consolidation of bases of different departments is much more difficult, and in this direction is still made a little", – Elena Dvorovykh, the vice president of SMP Bank believes.

  • December, 2012 Artem Yermolaev, the director of DIT of Moscow, is sure, meanwhile service not absolutely yuzabelen for citizens and it should be "dopilivat".

"Real demand for UEC is extremely low now, it is connected with the general low culture of use both new technologies, and the proposed applications and solutions". The other day got to bank, near me there was a young man, years 35 probably, it filled out the questionnaire on opening of the account. And he asks the operator: "And what is Internet banking?". Explain to him that is an opportunity to receive services on the Internet. He is surprised to such opportunity".

Artem Yermolaev is sure that so far we remain not ready to these new technologies therefore it is more problems in the head of the person, than from technical aspect.

One more problem which will stop development of UEC in Moscow, according to Artem Yermolaev – unavailability of inhabitants to use the offered services. For three reasons: I do not know, do not trust, are not able to implement. "And our task to change these three reasons. And we need these half a year to test that this piece really everywhere works", - he continued to answer questions of TAdviser.
