Choosing a Solution

The project on system implementation of electronic document management of CompanyMedia created by specialists of InterTrust company based on the IBM Domino/Notes platform in all authorities of YaNAO started in 2006. As a result of implementation of different stages of the project implementation of EDMS CompanyMedia allowed to create the general information space which integrated executive bodies of the government and local government authorities in the autonomous area at the level of the general business processes and the systems of collective work that positively affected quality of work of public services, provided optimal conditions for satisfaction of information needs of citizens, public authorities and local government, the organizations and public associations on the basis of use of uniform information resources.

Project Progress

Today in uniform digital space executive bodies of the government, local government authorities, state, municipal and treatment and prevention facilities, Legislative Assembly, Accounts Chamber and Election commission of YaNAO work. Using a system all actions with correspondence, legal acts, agreements, agreements and citizens' appeals are performed. A system is integrated with the following external resources: official sites of the Governor and device of the Yamalo-Nenets Autonomous Area; regional portal of the public and municipal services and functions. At the moment in a system about 2000 users work. At the end of 2013 in a system over 1.3 million documents were processed.

Result

In the Yamalo-Nenets Autonomous Area CompanyMedia is implemented with the maximum functional scope: more than ten system modules, from classical office-work before management of work of meetings are used. It is possible to refer mobile jobs of CompanyMedia for tablet iPad and Android devices to the innovative solutions applied in YaNAO — Andrey Linev, the CEO of InterTrust company comments. — The mobile application developed by specialists InterTrust actively is used by the Governor of YaNAO, most of members of the government of the autonomous area, some of heads of municipalities and heads of executive bodies. Mobile jobs of CompanyMedia are the tools for remote work with documents focused on heads of all levels and on subject specialists.

"One of key requirements to the platform from administration of YaNAO was support of geographically distributed document flow in the conditions of weak communication channels. In YaNAO modems are still often used, and in these conditions and reliably works at the speeds reaching time read kilobits, a system steadily — Yury Kulakov, the head of department of documentary providing governor apparatus of the Yamalo-Nenets Autonomous Area noted. After consideration of different software products we stopped the choice on the Domino/Notes platform of IBM corporation and the CompanyMedia system of InterTrust company constructed on its base. One of the major factors for us when choosing the software solution was the modular structure that gave the chance of step-by-step automation".

It will allow to provide the most convenient and fast service of interests of residents of the district".

2017: The government of YaNAO upgraded EDMS CompanyMedia to the new version

At the end of 2016 beginning of 2017 in executive authorities of YaNAO the fourth version of CompanyMedia providing an opportunity for work with documents in the web interface is implemented. A strategic objective of the project is soft junction to the import-independent environment for management of documents.

In uniform digital space executive bodies of the government, local government authorities, state, municipal and treatment and prevention facilities, Legislative Assembly, Accounts Chamber and Election commission of YaNAO work. Using a system all actions with correspondence, legal acts, agreements, agreements and citizens' appeals are performed. A system is integrated with the regional portal of the public and municipal services and functions and also with the official site of the Governor and the device of the Yamalo-Nenets Autonomous Area. In 2016 the decision on need of large-scale updating of a regional interdepartmental electronic document management system was made.

At the first stage at users the possibility of parallel operation in the usual "fat" client with gradual mastering of opportunities of the web interface remains. Along with user training to skills of work with the new interface at this stage transfer of the completions executed in earlier versions of CompanyMedia is performed. At the second stage the import-independent version of a system where work with documents is conducted only in the web client will be implemented. This CompanyMedia configuration is completely Russian development and does not require purchase of licenses for the proprietary software of foreign production.

Except executive authorities, public institutions of YaNAO and also employees of one of the largest municipal entities of the region — the Nadym district are connected to a system.

The got experience of transition to use of the new version of a system will be used in 2017 at connection to the system of other authorities and municipal entities. The most prepared users work in the web interface in the mode of fact-finding operation, at the same time replication of a system at the municipal level is conducted. In parallel with updating of a system the technology of the electronic signature is implemented into YaNAO. Using the qualified strengthened EDS electronic approval of legal acts is performed. Transition of public authorities of YaNAO to completely paperless document flow is planned until the end of 2017.
