"Electronic Moscow" — the city target program of the city of Moscow defining structure of actions for application of information and communication technologies in the municipal government and the social sphere.
The program was developed in 2002 and started in the 2003rd. The city government created special company Electronic Moscow JSC for program management which was headed by the head of Comcor company Yury Pripachkin. Results of a realizization of the program were recognized unsatisfactory and Pripachkin left at the end of 2005.
Program implementation was transferred to the jurisdiction of management of information technologies which was headed by Alexey Nikolaevich Mikhaylov in several years emigrating to the USA. Later participants of IT market suspected that Mikhaylov was an U.S. citizen and during accomplishment of duties on a post in the Government of Moscow.
Continuation of the program in 2008-2010, based on check, was followed by financial violations for hundreds of millions rubles.
In August, 2011 the Government of Moscow approves the new program of informatization the Information city.

Coordinator of the program
During the period from January, 2008 to August, 2010 authorized body of management of informatization in the city of Moscow and the customer coordinator of GTsP "Electronic Moscow" was Management of informatization of the city of Moscow.
By the government decree of Moscow of 8/10/2010 the No. 706-PP Management of Informatization of the City of Moscow it is reorganized into Committee of information technologies of the city of Moscow with transfer of all rights and obligations of Management of informatization of the city of Moscow. Alyoshin Mikhail Igorevich is appointed the head of committee.
By the government decree of Moscow of 12/28/2010 the No. 1103-PP Committee of Information Technologies of the City of Moscow it is transformed to Department of information technologies by renaming. Yermolaev Artem Valeryevich is appointed the head of department.
Results of check of results of program implementation
The document is prepared by control Accounts Chamber of Moscow. It is published in August, 2011.
About results of check of legitimacy and efficiency of use of the budgetary funds allocated from city budget of Moscow for implementation of the City target program "Electronic Moscow" in 2008-2010 and the expired period of 2011
An inspection was carried out in the Moscow Department of Information Technology (further – Department of information technologies), the Moscow Department of Healthcare (further – Department of health care), the Moscow Department of Education (further – Department of Education) and the Moscow Department of Economic Policy and Development (further – DEPIR).
In total based on check financial violations for the total amount of 282,668.1 thousand rubles are revealed, including:
- 10,683.5 thousand rubles are violations in the field of government procurement;
- 86,025.3 thousand rubles are abuses of regulations of accounting (budget) accounting and the reporting;
- 185,959.3 thousand rubles are above-standard and excess expenses.
Established facts of inefficient use of budgetary funds for total amount of 4,692,523.8 thousand rubles, including:
- 1,315,144.8 thousand rubles are costs of public funds over the planned result, necessary on achievement;
- 3,377,379.0 thousand rubles – derivation, non-use of public funds and property to destination.

The general financing for 2008-2010
Budget financing of actions for creation (implementation, upgrade) of city and departmental information systems and resources (further – ISIR) within accomplishment of the plan of informatization of the city of Moscow for 2008 and the City target program "Electronic Moscow (2009-2011)" (further – GTsP "Electronic Moscow", the Program) was defined by annual plans of informatization for 2008-2010 of 17,424,078 thousand rubles.
In the specified period budgetary appropriations were selected to 23 state customers in the amount of 18,167,714.3 thousand rubles for creation of ISIR, from them 90.5% of total amount – to Department of information technologies. Cash expenses on actions for creation of ISIR in 2008-2010 made 11,971,354.8 thousand rubles.
In the conditions of considerable reduction of amounts of works and volumes of budget financing of actions of GTsP "Electronic Moscow" (for 48.7% of initial indicators of the Program) and suspensions of financing in 2009-2010 of the most resource-intensive projects the undeveloped remaining balance of budgetary funds made 6,196,359.5 thousand rubles, or 34.1% of the budgetary appropriations selected in 2008-2010.
In 2008-2010 according to plans of informatization it was supposed to execute 197 actions for creation of ISIR with a limit of financing of 17,424,078.0 thousand rubles.
More than 28.9% of the planned amount of financing were supposed to be selected for actions for the benefit of the Municipal Department of Internal Affairs of the city of Moscow, of Department of Education – 6.2%, on Department of health care – 4.9%. Users (receivers) of results of works on 51 actions with the planned amount of financing of 3,701,741.5 thousand rubles (or 21.1%) were not defined by annual plans of works.
The social priorities of informatization stated in GTsP "Electronic Moscow" were not provided with budget financing in the volumes set by annual plans of informatization. Works on creation of ISIR for the benefit of departments and budgetary institutions of the Complex of the social sphere of the city of Moscow in 2008-2010 were actually financed in volume up to 23.7% of the stated requirement.
Order placement
Placement of the state order of the city of Moscow on creation of ISIR within accomplishment of annual plans of informatization in 2008-2010 was performed in extremely late terms. The main volume of the state order for works on creation (upgrade) of ISIR was placed: in 2008 – in the II half-year, in 2009-2010 – in the IV quarter. On average up to 85.2% of the planned expenses on the public contracts signed in the IV quarter on creation ISIR passed into obligations of the subsequent financial periods.
Placement of the state order on creation of ISIR in 2011 as of July was not performed.
The state order on creation of ISIR in 2008-2010 was placed by carrying out 192 bidding procedures (252 lots) with the total starting price of 14,177,806.8 thousand rubles. Biddings according to seven procedures with the total starting price of 67,812.9 thousand rubles did not take place.
Based on placement of the state order 185 public contracts for the total amount of 13,302,658.1 thousand rubles were signed (from them Department of information technologies – 138 public contracts for the total amount of 12,184,994.3 thousand rubles). Tender decrease on the taken place biddings in general in three years was 807,335.7 thousand rubles, or 5.7% of the starting prices of lots.
In 2010 in comparison with results of placement of the state order of 2009 increase in volumes of order placement at the only supplier (from 46.7 to 56.7%) and increase in number of the participants of order placement allowed to participation in biddings is mentioned (from 2.2 to 2.5 requests for lot).
During check of operating expenses of ISIR it is established that the share of the orders placed without tendering by method of carrying out purchases of small volume (up to 100.0 thousand rubles), sharply increased.
In an education system of the city of Moscow in 2008 the share of purchases of small volume in the total amount of operating expenses of ISIR of district administrations of education averaged 36.8%, in 2009 – 64.5%, in 2010 – 71.6%.
The organizations of a health care system of the city of Moscow in the checked period by signing of the contracts with the price to 100.0 thousand rubles make expenses on total amount of 648,136.6 thousand rubles, or 25.8% of all operating expenses of ISIR. On certain state funded organizations budget implementation on operation of ISIR by purchases of small volume made up to 70-80%.
The state customers of development of ISIR allowed violations at a stage of placement of the state order:
- the calculations of the starting (maximum) price of public contracts, technical specifications and other documents proving calculations of the starting (maximum) prices of public contracts, Department of information technologies and DEPIR in the Operational calendar of Uniform automated information system of biddings of the city of Moscow (further – EAIST) were not placed;
- placement of the state order on creation (implementation) of the second queue of Automated information system of management of budget process (further – AIS UBP-2) in 2010 is performed DEPIR with violation of Part 11 of Article 9 of the Federal law of 7/21/2005 No. 94-FZ "About placing orders for the supply of goods, works and services for state and municipal needs" (further – the Federal law of 7/21/2005 No. 94-FZ) and specific provisions of administrative documents of the Government of Moscow regarding the organization of placement zakazov2;
- By department of health care in defiance of Subparagraphs 2, the 6th Part 1 of Article 15 of the Federal law of 7/26/2006 No. 135-FZ "About protection of the competition" when tendering with register number 11-0216960-10 the list of requirements for execution of works included the conditions limiting the competition;
- In defiance of provisions of the Federal law of 7/21/2005 No. 94-FZ in public contracts on operation of ISIR volumes of the performed planned and extra works in quantitative expression were not established by Department of Education.
- During 2008-2010 the Department of information technologies does not provide fully fulfillment of requirements of Part 4 of Article 9 of the Law of the city of Moscow of 10/24/2001 No. 523 regarding development of requirements to formation, creation and use of ISIR, organizational methodically to the leadership in informatization processes, ensuring accounting and protection of the property right of the city of Moscow to the property right objects created as a result of execution of works, formation and representation in accordance with the established procedure on the approval of regulating documents concerning management in the field of informatization.
- Organizational and methodical bases of a single system of formation of the starting prices of public contracts for execution of works on creation of ISIR are not developed.
Violations in determination of the prices of works
Actually standards and rates for works (work types) on creation of ISIR, to formation and use of information resources at the expense of means of the city budget in the legislation of the city of Moscow are absent. The existing federal industry standards defining labor input of separate types and stages of works on creation of ISIR are not applied by the state customers.
The lack of accurately regulated system of pricing and regulation allowed the state customers to create the starting prices of public contracts for lack of estimate calculations that led to the incommensurable prices, (unreasonable) with costs, for one unit of the performed work (transaction), to differences in the cost of the same works (transactions).
When forming the starting (maximum) prices of public contracts the analysis of market price of the purchased goods (works, services) in comparable economic conditions by the state customers was not carried out.
The state customers did not consider provisions of Subparagraph 16 of Paragraph 3 of Article 149 of the Tax Code of the Russian Federation and the starting prices of contracts for accomplishment of the research and development financed by means of the city budget (further – Research and Development) joined the VAT.
Violations in acceptance of works at contractors
In the absence of organizational and methodical documents on accounting and protection of the property rights of the city of Moscow to results of actions of GTsP "Electronic Moscow" the state customers of development of ISIR and users did not take timely measures on legal protection of results of works.
Research and Development accomplishment suspension deadlines (in case of further inexpediency of their continuation) and an order of adoption by the state customers of decisions on cessation of work are not set by administrative documents of the Government of Moscow.
In the checked period 13 public contracts signed by Department of information technologies on accomplishment of Research and Development for the total amount of 1,158,666.8 thousand rubles by agreement of the parties were terminated. The cash expense on the terminated public contracts made 629,525.1 thousand rubles. The decisions of Department of information technologies on use of results of scientific and technical activities for the terminated public contracts approved with users on creation of ISIR are absent.
Besides, as of 6/15/2011 nine uncompleted public contracts of Department of information technologies for the total amount of 3,795,054.9 thousand rubles have the expired validity period (till 12/31/2010). From them seven public contracts with the general cash expense of 1,601,411.4 thousand rubles, according to Department of information technologies, are going to be terminated.
There are no administrative documents of the Government of Moscow setting decision making deadlines about input of ISIR in commercial operation after end of public contracts on their creation.
As of 6/15/2011 on balance of Department of information technologies the expenses of budgetary funds for total amount of 227,411 thousand rubles accepted to accounting as the capital investments in intangible assets based on performance of 18 government contracts on creation of 16 ISIR in 2003-2007 were registered.
Have no input perspectives in commercial operation of 45 ISIR developed within six public contracts of 2008-2009 for the total amount of 338,470 thousand rubles.
Implementation of provisions of Article 8 of the Law of the city of Moscow of 10/24/2001 No. 52 "About information resources and informatization of the city of Moscow" on inclusion of ISIR in economic circulation by rendering on their basis of information services is not provided.
Actions for assessment of market value of ISIR of the city of Moscow and the rights to them for the purpose of drawing into economic circulation provided by the government decree of Moscow of 12/6/2005 No. 982-PP4 were not held. Assignment of rights to legal entities and physical persons on rendering information services on the basis of use of ISIR of the city of Moscow according to provisions of the government decree of Moscow No. 497-PP5 was not performed of 6/19/2007.
Administrative documents of the Government of Moscow do not define sources of budget financing for implementation by the state customers of operation of ISIR of unplanned (operational) purchases of ADP equipment, the equipment and the software for the purpose of recovery of functioning of systems, functional implementation in ISIR of operational changes of the current legislation and deployment of additional computing resources in limited terms. As a result, the state customers of operation of ISIR do not locate budgetary appropriations according to the subsection "Communication and Information Science" of KOSGU 310/320 that in some cases results in impossibility of maintenance of information systems of life support.
In 2008-2010 certain state customers did not satisfy properly a condition of the signed public contracts on creation of ISIR.
Department of information technologies and DEPIR did not provide taking measures of responsibility to unfair contractors of public contracts. In defiance of paragraph 6 of the government decree of Moscow of 11/18/2008 No. 1050-PP6 the Department of information technologies timely did not take measures for penalty from contractors of six public contracts in the amount 15,871.0 thousand rubles (are settlement).
In 2010 government contracts on creation and implementation of AIS UBP-2 were signed DEPIR without establishment of compulsory provisions according to requirements of the legislation regarding responsibility of contractors for violation of obligations under public contracts.
DEPIR and Department of information technologies (on separate projects of 2008) in defiance of conditions of public contracts did not perform commission acceptance of results of works. Direct acceptance of results of works was executed by end consumers in absence at them technical specifications and other data on essential conditions of public contracts (information on terms, amounts of works, types of tests).
At the organization of works on implementation of the systems of nodes of AIS UBP-2 final acceptance acts of works (stages of works) were signed DEPIR in the absence of primary accounting documents confirming the fact of supply of equipment and execution of works on objects of implementation (Department of health care, Department of Education, the Moscow Department of Social Protection, Public institution "Center of the organization of traffic" and the Joint memorial estate "Kolomenskoye").
Assessment of effectiveness of the program
During assessment of effectiveness of actions for creation (implementation, upgrade) the following is set to ISIR.
The department of information technologies based on performance of 33 government contracts for the total amount of 3,296,359.7 thousand rubles supposed to develop and put 86 ISIR and separate subsystems into commercial operation.
As of 6/15/2011 administrative documents of the Government of Moscow into commercial operation put 25 ISIR (subsystems), the cash expense on their creation made 542,131.9 thousand rubles.
61 systems (subsystem) are not put into commercial operation, expenses in the amount of 2,754,227.8 thousand rubles are made fruitlessly.
During selection check it is established that for needs of the city more than five years the equipment and ADP equipment for the total amount of 452,428.5 thousand rubles which were purchased within projects on creation of city ISIR is not used.
The practical backlog of Department of health care in the field of informatization created in 2003-2007 is not used. The medical information systems created in the specified period in treatment and prevention facilities (further – health facilities) are left without budget financing on development and upgrade.
The department of information technologies does not provide replication and implementation of standard solutions on automation of activity of the state health facilities.
The developed prototypes of medical information systems are not brought by Department of information technologies to industrial implementation, works are stopped in 2008. The systems of information support of the chief medical specialists (therapy, oncology, judicial medical examination and others) during 2008-2010 were not upgraded and do not conform to the current requirements.
Automation of activity of nurseries of clinics at the level of registries and attending physicians actually is absent. Stabler situation with automation of activity of city clinical hospitals, the scientific and practical centers and city clinics is caused by presence of own specialists in the field of informatization and a possibility of use of non-budgetary sources of financing.
In the conditions of spasmodic centralized deliveries updating of the park of computer aids, the equipment and a licensed software, including for ensuring operation and use of the operating ISIR, is performed with delay for three-five years.
The analysis of results of informatization of an education system of the city of Moscow showed low effectiveness of implementation and application of ISIR.
Unified educational information environment which creation is declared by Department of Education since 2008, no. The integrated interdepartmental information system providing the personified accounting of children from the moment of the birth and the educational services provided to them is not created (including children with limited opportunities of life activity). Information which is contained in databases of managerial ISIR is incomplete (irrelevant).
As of 4/1/2011 of 116 sets of the KIIS "Card of the Pupil" delivered in state educational institutions of the Northern Administrative District of Moscow in 2008 110 sets with a total cost of 104,206.5 thousand rubles are not used for designated purpose (for catering services).
Works on implementation of "standard solutions" at schools of the city of Moscow with equipment as their necessary equipment, software tools and carrying out training were not carried out.
And are applied by the most successful project of 2008-2010 which results are brought to end users (teachers and pupils) in educational process, equipment of 210 educational institutions of the city of Moscow is ADP equipment and the equipment for the purpose of transition to new federal state educational standard of the primary general education (396,988.5 thousand rubles, the state customer – Department of information technologies, 2010).
The Department of Education did not make use positive experience of subordinated budgetary institutions regarding creation of ISIR. For example, in "Moscow Institute of Open Education" Public educational institution of higher professional training (further – Public Educational Institution of Higher Professional Training MIOO) as of 4/1/2011 operated seven city information systems with the general active audience more than 400,000 users (workers of an education system of Moscow, pupils of organizations of the general secondary education of the city of Moscow, teachers of the main objects, pupils, participants of the Olympic Games, disabled children). The specified information systems of Public Educational Institution of Higher Professional Training MIOO are developed by organization within the primary activity, in the Register of ISIR of the city of Moscow are not registered, budgetary funds for their operation are not allocated.
More than a half of the budgetary funds allocated to district administrations of formation of the city of Moscow for operation of ISIR was spent for ensuring operation of the accounting software (about 40.2 percent in 2008 up to 54.2 percent in 2010). Annual costs on ensuring operation of one automated workplace (further – the automated workplace) as a part of accounting information systems on average in the city make more than 35 thousand rubles that almost by 40 times exceeds similar operating costs of an automated workplace in educational institutions.
District reference data networks
The department of information technologies does not provide acceptance of results of works and effective operation of elements of a system of security of the city (further – SOBG), including district reference data networks (further – ROSPD), the total costs of creation and development of which made more than 6,136,000 thousand rubles.
As of 6/15/2011 of 29 public contracts on installation of equipment of SOBG concluded in the period of 2006 — 2008, 28 contracts are not performed (from them 24 contracts have the expired validity periods). Receivables in the form of the paid advance payments as of 1/1/2011 were 43,870.6 thousand rubles.
In warehouses of suppliers there is a purchased and not used equipment of SOBG for the total amount of 22,996.4 thousand rubles. Use of the equipment for the total amount of 4665.7 thousand rubles is not provided in connection with reduction of need of prefectures of Administrative Districts of Moscow.
Works on delivery and installation of equipment for creation of the ROSPD telecommunication nodes with the total price of works of 1,566,137.8 thousand rubles (1526 sets) were complete in December, 2008. As of 6/15/2011 the decision on acceptance of works is not made by Department of information technologies. Public contracts on operation of ROSPD during 2008 — 2011 were not signed, terms of warranty service of the equipment expired.
Video surveillance
According to the inventory which is carried out by engineering services of Administrative Districts of Moscow as of 6/15/2011 video surveillance systems equip 74,666 entrances, or 61.1% of a total quantity of entrances in housing stock of the city of Moscow (without the entrances equipped in houses new buildings during 2007-2011 within Targeted investment program of the city of Moscow). During the period from July, 2010 to April, 2011 the quantity of the considered complexes of video surveillance of SOBG at entrances of apartment houses was reduced by 481 units.
The scope of housing stock of the city of Moscow the operable systems of access video surveillance of SOBG in April, 2011 made 56.6%. The level of security of housing stock of the city of Moscow with video surveillance systems planned by 2011 of 82.7% (up to 100,570 entrances) will not be reached.
The state program of the city of Moscow "Information city (2012 — 2016)" provides further development of the SOBG project within service model, namely: surveillance cameras and data transmission channels will belong to telecom operators, and city users will receive service in the form of the video image of required quality.
The option of further development of the SOBG project offered in the Program is prepared without carrying out a preliminary estimate of possible causing damage to the city budget in volume of costs for creation of infrastructure of SOBG in 2004-2010. Besides, use of the surveillance cameras and data transmission channels belonging to telecom operators can lead to the market monopolization of the state order of the city of Moscow with a capacity up to 1.9 billion rubles annually.
"Social Card of the Muscovite" (SCM)
The Social Card of the Muscovite project (further – the SKM project) was created for the purpose of increase in social security of residents of Moscow and support to the needy and unprotected segments of the population. The total costs of budgetary funds for development (upgrade) of the SKM project and issue of social cards of the Muscovite during 2002-2010 and the expired period of 2011 were made by 1,172,659 thousand rubles.
In total for the period project implementations it was emitted 9,839,601 units of the social card of the Muscovite, as of 6/15/2011 more than 4.6 million social cards of the Muscovite are in circulation.
Within discount programs providing discounts to holders of social cards in 3387 trade and service points was performed. Commercial structures during 2002-2010 and the expired period of 2011 to holders of social cards rendered measures of social support in a form of providing discounts for total amount of 767,712 thousand rubles (from the total amount of perfect purchases of 15,674,696 thousand rubles).
By the plan of informatization for 2011 and the State program of the city of Moscow "Information city (2012 — 2016)" of an action for upgrade of the SKM project for the purpose of further expansion of the list of the provided services or in use of components of the SKM project as a basis for creation of the regional project "Universal Electronic Card", are not provided.
In eight years (2003 — 2010) expenses of budgetary funds for project implementation on creation within city programs of informatization made 846,800 thousand rubles. Costs of 2010 for replication of objects of a system and ensuring trial operation this year made 248,100 thousand rubles.
During checking it is established that results of works of 2010 on replication of nodes of AIS UBP-2 do not correspond to the planned results, a system in the set volumes does not function.
Joint solution DEPIR, Department of information technologies, the Moscow Department of Finance and Moscow City Department of Competition Policy of 4/7/2011 further project implementation of AIS UBP-2 is recognized inexpedient.
Achievement of target indicators
Assessment of effectiveness of works on informatization (creation of ISIR) in 2008-2010 by the target indicators defined in the passport of GTsP "Electronic Moscow" showed that on eight of 12 target indicators results were not achieved, including:
- project level of a share of the information services provided to applicants by executive authorities of the city of Moscow using the Internet and electronic forms, is not provided with results of works (22% from the planned 25%);
- from 607 regulations of the automated information exchange of executive authorities and city organizations 48, or 7.9% of the planned quantity were implemented;
- providing electronic services to patients of health facilities through the Internet (remote registry and on-line consultations on medical questions) in the planned volumes is not performed that is confirmed with acts of exit checks and absence in Department of health care of the operated ISIR providing service of remote registry (it was supposed to reach the level of 20% from the volume of all rendered services);
- from 90 forms of the documents provided for giving by applicants in executive authorities of the city of Moscow using information and telecommunication technologies 27, or 30% of the planned quantity are implemented;
- the system of uniform electronic document management of executive authorities and budgetary institutions of the city of Moscow is not created (it was supposed to cover 60% of percent of the automated jobs);
- the planned decrease in specific operating costs of ISIR by 10% is not reached, actual costs on operation of ISIR grew by 11.9% (absolute exceeding of a measure value from the plan made 21.9%);
- the planned level of a scope of city program and technical structures is not reached by the system of the automated monitoring and service (on the operated ISIR the percent of a scope made 47.8% from the planned 60%);
- level of program and technical unification of ISIR on the basis of standard project solutions at a planned measure value of 100% is not reached.
The analysis of results of works on creation (implementation) of ISIR showed that in the main directions of the Program effective objectives and tasks were not reached.
Actions for formation of a common information space of the city in 2009-2010 and the expired period of 2011 actually were not held, the city complex of the metadata allowing to unify information representation and to provide the approved functioning of ISIR was not created. The technical component of the Environment of electronic interaction of Metasistema Electronic Moscow since 2008 did not develop.
The single system of electronic document management of departments, organizations and subordinated budgetary institutions of the Government of Moscow, the uniform city reserved data processing center, the system of electronic archives, the system of formation and automation of execution of procedural schemes are not created.
During 2008-2010 implementation of requirements of Part 6 of Article 10 of the Law of the city of Moscow No. 52 regarding compatibility of ISIR on the basis of uniform requirements to equipment rooms and software tools, organizational procedures, forms of document flow and information exchange, rules of providing and data protection of information technologies by Department is not provided of 10/24/2001.
An effective environment of organizational management is not created by complexes of interconnected information projects in all industries of municipal economy. Results of works on creation and system implementation of project management as informatization of the city of Moscow (123,800 thousand rubles) are not used.
In the planned volume the automation system of processes of monitoring and service of city program and technical infrastructure and also processes of certification of ISIR, calculation and optimization of budgets on their operation is not implemented. During check unauthenticity of credentials about structure of software and hardware complexes and the operated ISIR in the most resource-intensive segment of informatization – the Complex of the social sphere of the city of Moscow is set.
In development of provisions of Articles 13, 14 Federal laws of 7/27/2006 No. 149-FZ "About information, information technologies and data protection" and Paragraph 5 of Article 10 of the Law of the city of Moscow of 10/24/2001 No. 52 the Department of information technologies did not develop offers on classification state (regional, municipal) information systems of the city of Moscow.
Special (special) requirements to development, implementation and operation of city, interdepartmental, industry, departmental and local ISIR of budgetary institutions are absent.
Joint decisions of Department of information technologies and users on the directions of informatization of the industries (departments) and organizations were not made out. The operating order and procedures of execution of works on informatization of the separate industries (health care and education) do not consider needs of users, industry specifics and readiness of users for implementation of the proposed technological solutions.
During 2008-2010 the Department of information technologies did not fulfill in full the requirements of Article 9 of the Law of the city of Moscow of 10/24/2001 No. 52 and item 2.2.17. Regulations on Management of informatization of the city of Moskvy8 regarding control and coordination of activities for information security support.
Implementation of requirements of the current legislation in the field of information security and personal data protection at their processing in information systems was performed by customers of operation (operators) of ISIR independently in the conditions of deficit of financial resources, lack of normative and methodical providing and also unpreparedness to the solution of technically difficult tasks in the specified area.
History
2002-2003: Start of Electronic Moscow
- On August 6, 2002 according to the government decree of Moscow N 609-PP the Electronic Moscow open joint stock company is educated for the purpose of coordination of works and the investment attraction at accomplishment of GTsP "Electronic Moscow". Authorized capital of society was 4.9 billion rubles. The Government of Moscow possesses 94% of stocks of society.
The Electronic Moscow JSC submitted the Electronic Moscow City Target Program (CTP).
- On April 15, 2003 GTsP "Electronic Moscow" is approved at a meeting of the Government of Moscow and approved as the law "About the Electronic Moscow City Target Program (CTP) at a meeting of the Moscow City Duma on July 9, 2003. The Electronic Moscow program is expected 5 years - 2003-2007.
The Electronic Moscow program is among comprehensive programs of technical and social orientation. "Electronic Moscow" is aimed at development and large-scale use in the city of information and communication technologies and assumed implementation and stimulation of large-scale investments into ICT. The package of measures is positioned as "the rogramma of informatization of new generation aimed at ensuring access of a general population to information systems and resources and also at increase in effective management of the city". It was declared that the program was developed and implemented in close coordination with the federal target program "Electronic Russia".
The total cost of the planned works for 2003-2007 within GTsP "Electronic Moscow" is 62,835 million rubles. It was supposed that financing of GTsP "Electronic Moscow" will be performed from three sources: city budget, investment means and the raised extrabudgetary funds.
2005: Criticism of the mayor and Pripachkin's leaving
- The Moscow officials reproached heads of Electronic Moscow more than once with inefficient distribution of budgetary funds because of what any project is not finished. However, and Electronic Moscow, in turn, reproached also more than once the budget of the capital with insufficient funding: so, the section devoted to public security in 2005 was financed only for 40%. But it is necessary to notice that in software development in which heads of Electronic Moscow were engaged it was financed almost for 100%.
The Mayor of Moscow Yury Luzhkov advised Electronic Moscow in the summer to attract in the project of private investors as the budget cannot allocate more funds at deficit in 2005 of 17 billion rubles. But, most likely, attraction in the project of other investors was not in Pripachkin's interest. First of all – because Comcor almost solely executed all orders of the Moscow government connected with Electronic Moscow.
- At the end of 2005 the withdrawal letter was submitted "at own will" by the CEO of Electronic Moscow company Yury Pripachkin with a formulation "at own will". The mayor's office is dissatisfied that any project of Electronic Moscow is not finished.
Resignation followed in several days after the post in the same organization was left by other program manager, the chairman of the board of directors, Valentin Lazutkin. He refused the position, according to different sources, for "ethical" reasons. Together with a position in Electronic Moscow Valentin Lazutkin left all posts connected with the Government of Moscow at once, – the official left as Board of Directors of TVC where was the chairman, and from a post of the adviser of Yury Luzhkov.
But Yury Pripachkin could have other reasons for resignation except how to support the old colleague (Lazutkin and Pripachkin together came to Electronic Moscow from Komkor). It is quite probable that the voluntary statement Pripachkin anticipated Luzhkov who was extremely dissatisfied with how the program is executed. Sources of Interfax refer to this reason of resignation of Pripachkin.
Really, the targets which were set during creation of Electronic Moscow in 2002 were not reached. It was supposed that Moscow will be included into one hundred the most successful cities on an indicator of development of IT, and the system of the municipal government will be significantly improved – first of all due to introduction of electronic document management of the Government of Moscow. "Let's try to obtain mutual understanding with the population via the system of city portals, service of "one window", information support of activity of the Uniform Information Calculating Centers (UICC)", – Pripachkin explained.
Security of the city with creation of an integrated automated control system (ACS) of the Municipal Department of Internal Affairs was an important part of the program. Metasistema Electronic Moscow (MEM) which had to allow all information systems of the city to communicate with each other appeared in the program and grandiose ", without resorting to parallel resources.
