In Federal Service for State Registration, Cartography and Cadastre (Rosreestr) the information management system by fixed assets based on software "PARUS" is created.
After formation in 2009 of Rosreestr based on three departments - the Federal Registration Service, Rosnedvizhimosti and Roskartografiya - as a part of the joint service there were more than 6000 separate divisions. Need to manage thousands of objects of property of network of subordinated organizations through the whole country required the powerful information tool.
The created system allows to solve in a uniform circuit of processes of management of property problems of different divisions of Rosreestr today - financial and economic and control and auditing managements, management of complex development, department of logistics, management of monitoring of activity, the administration. Only in central office of Federal service users of a system are more than 200 specialists and heads.
Quality improvement of planning of budgeted expenses on the maintenance of subordinated organizations, including on repairs became one of the most important results of implementation of the uniform automated control system for fixed assets. Specialists of financial and economic management received the convenient tool for planning of the budget according to requirements of the Ministry of Finance of the Russian Federation providing a possibility of preparation of different summary analytical information in the minimum terms. Data from a system are used for the purpose of the most effective distribution of financial resources to state funded organizations of Rosreestr and also for control of their use.
Existence in a uniform information resource of the consolidated data on property of department allows to make correct calculation and alignment of standards of security of subordinated organizations taking into account volumes of the functions (the rendered services) executed by them. Due to transparency of budgets in kind and strict observance of standards there is possible a cost reduction on the maintenance of subordinated network.
