Specialized geographically distributed automated system of the State traffic inspectorate of real time" (STRAS of traffic police of RV). The Rosbi Informs Co company which became the winner of the tender for development is engaged in project implementation.

Krechetov Nikolay Evgenyevich, the head of InterSystems in Russia and the CIS told that Cache DBMS was used in a standard regional information system of traffic police in 2005 earlier. A system demanded upgrade and after the Rosbi Informs Co company won competition, the STRAS system of traffic police of RV was developed. Installation of the major applications of Cache took place in more than 50 regions of the country. Now in it several thousands of users work.

A new system – four-level. The largest amount of works was connected with the regional level. Because of problems with financing it was impossible to implement it in regions by order. Recently new requirements to registration of vehicles, checkup passing, new regulating documents were accepted, more perfect communication channels appeared. With respect thereto the global software update is planned at the regional level of a system. 6900 million rubles are selected for this project. It is necessary to create a common information space that will make more convenient decision making. For ensuring access to information resources agreements with mobile operators were signed. Now GPRS access in order that it was possible to use for this purpose any mobile device is organized.

Part of a system which is created for quick search and obtaining the complete information about the vehicle, including the photo of its owner, traffic regulations given about the violations imposed and the paid penalties works in the test mode. According to Nikolay Zyazin, personal data of this DB are well protected, however there is always a weak link - it is people who enter information into base. However an opportunity to trace who and when made a request in a system is provided. There is a control of the movement of information from level on the level, control of cross-references. So there are cross validations on all levels of a system.

After upgrade of software leaks will be minimized. This part of a system is intended for traffic police officers, however a small part of information will be available to citizens via the state services portal with which interaction is organized. This information part of a system will be put into commercial operation in two years.

2019: Failure in the IT system

On June 5, 2019 in work to a federal information system of traffic police there was a large-scale failure because of which motorists across all Russia were deprived of an opportunity to receive services.

According to the TASS agency with reference to a source in law enforcement agencies, failure in the State traffic inspectorate occurred both in Moscow, and in regions of Russia. As a result in all divisions of traffic police in the Russian Federation it was impossible to register cars and also to strike them off the register. Besides, provision of services, the car driver licenses connected with issue was suspended, and the information access about the imposed administrative penalties for violations of traffic regulations is limited. Because of failure in many divisions of traffic police big queues were formed.

Reception of citizens concerning registration of transport and issue, replacement of car driver licenses will be performed after maintenance of a system — reported the 74.ru portal ("Chelyabinsk online") in the press service of the Chelyabinsk GAI.

What became the reason of malfunctions, in traffic police did not report. According to Interfax, the problem has purely technical character.

As notes RBC, the single federal information system in which there was a failure is used in the State traffic inspectorate since 2016. The software is intended for collecting, accounting, information processing which arrives from territorial and regional subdivisions of the State traffic inspectorate.

A system failed not for the first time. On March 21, 2019 as a result of technical failure on servers of the Ministry of Internal Affairs of the Russian Federation citizens could not get the driver's license and some migration services. Failure became a cause of infringement of work of the official sites of the Ministry of Internal Affairs, the State traffic inspectorate, General Administration for Migration Issues and other divisions of department.^[1]

2011

By 2011 in a system the following information resources are saved up: A DB Search of the CU — more than 13 million records, a DB Car — more than 227 million records, a DB Driver — more than 79 million records, a DB "Administrative practice" — more than 160 million records, a DB of "PTS" — more than 27 million records. To all these data online access in all territory of the Russian Federation is provided. In a coverage of mobile operators mobile access is provided. In other words, it is possible to obtain information which is stored in FIS traffic police in any place where cellular communication works.

In 2010 — 2011 there were significant changes in the regulatory framework of the Ministry of Internal Affairs of the Russian Federation regulating an order of collecting and use of information resources in infrastructure of traffic police. The area of responsibility of FIS extended. As a result, the number of users increased and significantly the volume of the processed information increased. All these factors and also need of development of the existing functionality, caused the sharp need for upgrade of FIS, and actually, in creation of a new modern system.

In August, 2011 the Ministry of Internal Affairs announced the tender for upgrade of FIS traffic police — creation of "A specialized geographically distributed automated system of the State traffic inspectorate of real time" (STRAS of traffic police of RV). Having considered eight offers, the tender committee declared as the winner Rosbi Informs Co company. In many respects this solution is explained by the high scientific and technical capacity of Rosbi Informs Co company, its rich practical experience, use of modern tools by the company for development of systems of national scale.

Special attention during creation STRAS by traffic police of RV will be paid to expansion of functionality of the applications provided to traffic police officers. A new system will also allow to reduce the term of reaction to requests of inspectors to three seconds at most that important both for users of a system, and for citizens who contact traffic police. For example, much quicker and more simply there will be a passing of registration procedure of vehicles and receiving the state license plate numbers. 2013. Trial operation

In October, 2012 the stage of trial operation of "A specialized geographically distributed automated system of the State traffic inspectorate of real time" is begun (STRAS of traffic police).

Period of trial operation: from October 8 to October 19, 2012. Regions and divisions of traffic police: The center of a special purpose on security of traffic of the Ministry of Internal Affairs of the Russian Federation (TSSN BDD Ministry of Internal Affairs of the Russian Federation), traffic police of Moscow, traffic police of the Kaluga region, traffic police of the Tver region. Part was taken by specialists of traffic police from nearby regions: Moscow, Moscow and Oryol regions.

In the course of tests of a system compliance of development to requirements of functionality, reliability, information security, information, program and to the hardware, the actual values of quantity and quality characteristics of a system is confirmed to technical specifications. For May 22, 2013 a system successfully passed acceptance tests.

Cloud binding and deployment

In a system the possibility of its transfer in "cloud" is implemented. Safety of data transmission in a system, in a "cloud" part, is provided by the certified means of protecting.

Integration STRAS by traffic police about SIEI and others GIS is provided and implemented.

The Ministry of Internal Affairs holds a pause

According to Nikolay Zyazin, the director of developer company, for May 22, 2013 the company expects interdepartmental orders of the Ministry of Internal Affairs about input of a system in continuous operation in divisions of traffic police and also the plan of its implementation in all regions of the Russian Federation.
