Background
The task to create the uniform information and telecommunication infrastructure necessary for improvement of work of authorities, was delivered by the government in 2002 in the Federal target program "Electronic Russia". The concept "single interdepartmental network of data exchange" transformed later to "the system of interdepartmental electronic interaction", or SIEI of the highest state documents sounds not less than 5 years. Establishing on this subject became "The concept of formation in the Russian Federation of the electronic government till 2010". It was it is developed by the Ministry of Information Technologies and Communications under the leadership of Leonid Reiman and approved in May, 2008 by the prime minister Victor Zubkov.
In 2008 after the presidential elections in Russia the government and at the same time the management of the Ministry of Communications was replaced. In 2009 the new minister Igor Shchegolev suggested the president Dmitry Medvedev and the prime minister Vladimir Putin to appoint as the uniform operator of infrastructure of the electronic government Rostelecom. Such approach was explained by presence at the company of experience of solving of tasks of similar scale. Medvedev and Putin agreed.
In 2009 Dmitry Medvedev called "in process of opportunities, but acting resolutely" to impose a ban on the requirement from citizens when providing state services of documents which already are at the disposal of authorities. This thesis in 2010 was enshrined in federal law No. 210. A ban was supposed to be imposed since July 1, 2011.
In September, 2010 the Prime Minister Vladimir Putin signed the resolution determining the term of start of the single system of interdepartmental electronic interaction (SIEI). Order the prime minister allowed the Ministry of Telecom and Mass Communications start it not later, than in 3 months. This ministry became the state customer and the operator of a system coordinating connection to it. Appointment as the operator new means SIEI for the Ministry of Telecom and Mass Communications that the ministry is responsible for normal functioning of a system, maintaining the register of electronic services now and also for connection to SIEI of the departmental systems. Conducts works the electronic government Rostelecom which became in August, 2009 the operator of infrastructure.
Development History
2015
January: Passed successful test SIEI 3.0 in production environment
In January, 2015 the Ministry of Telecom and Mass Communications of the Russian Federation held the first testing of the upgraded system of interdepartmental electronic interaction (SIEI) in production environment. Interdepartmental requests for providing the taxpayer identification number on passport data in production environment SIEI 3.0 with four subjects of pilot group were successfully fulfilled: Tyumen and Yaroslavl regions, Moscow and Republic of Mordovia.
Since January 1, 2015 gradation on the upgraded version SIEI began that excludes a possibility of start of new non-compliant to the requirements services. However shutdown other already existing will not be made yet. Need of upgrade of a system is connected with the fact that its previous version did not solve problems with overloads and failures of services of suppliers, and consumers of data were forced to expect recovery of their working capacity.
In the new version SIEI message queues are created and also their guaranteed delivery is provided. Now, if the information system of the supplier is unavailable to the consumer of data, SIEI will accept the message, and the answer to it will come after maintenance of a system. Return of the answer to the consumer happens similarly.
Besides, in SIEI 3.0 the uniform interchange format was accepted by information, the technical capability of information exchange between the subjects of the Russian Federation is created and also the size of the transferred messages from 5 MB to 1 GB is increased.
"Upgraded SIEI not just will increase efficiency of interdepartmental interaction electronically, but also will allow to save significantly time and money for formation, sending and processing of interdepartmental requests by suppliers and consumers of data. Considerable decrease in labor costs on connection to services in SIEI 3.0 is expected" — the director of the department of development of the electronic government of the Ministry of Telecom and Mass Communications of the Russian Federation Vladimir Averbakh told.
Four departments which are the most popular suppliers of data in SIEI participate in a pilot project on implementation of the upgraded version of a system: Federal Tax Service, Rosreestr, Pension Fund of the Russian Federation and Ministry of Internal Affairs of the Russian Federation. And also eight territorial subjects of the Russian Federation among which there is Moscow, the Novosibirsk, Yaroslavl and Tyumen regions, Primorsky Krai, the Republic of Tatarstan, Mordovia and Bashkortostan.
For January, 2915 the road map on testing of new data formed.
2014
December: The interveda on the basis of uniform electronic service
In December, 2014 the Ministry of Telecom and Mass Communications of the Russian Federation announced that interaction between federal executive authorities and state non-budgetary funds since January 1, 2015 should be performed only using uniform electronic service — the third version of the system of interdepartmental electronic interaction (SIEI). Also independent development of new services is forbidden. It is recommended to public authorities of territorial subjects of the Russian Federation to pass to uniform electronic service since January 1, 2017. It is enshrined in the corresponding Order of the Government of the Russian Federation No. 1222 of November 19, 2014 "About further development of a single system of interdepartmental electronic interaction", developed by the Ministry of Telecom and Mass Communications of the Russian Federation and published on the official Internet portal of legal information.
The updated service will provide a uniform format of mutual information exchange, the guaranteed delivery of messages, the mechanism of queues of electronic messages allowing to solve a problem of congestion of popular services, increase in the size of the transferred message from 5 MB to 1 GB and also integration with the main certification center for verification of electronic signatures. The new version of a system assumes interaction between authorities of the subjects of the Russian Federation, and not just with authorities of federal level as it was earlier.
Transition to the latest version SIEI is going to begin with the most demanded data. Shutdown of other already existing services will not be made yet, however start new, not conforming to requirements, will stop since January 1, 2015.
In the test mode the latest version SIEI for December, 2014 was started in Moscow, Mordovia, Bashkortostan, Tatarstan, the Tyumen, Yaroslavl, Novosibirsk regions and Primorye.
Problems of a system
The main function of a system – transfer of state services of data, necessary for rendering, between departments. Not only federal information systems, but also regional SIEI will have to be connected to a system, said in the resolution. The connected departments the document obliges to observe the terms set in October (2009) the order of the government about transition to electronic state services.
The main purpose of a system – "ensuring execution of the state and municipal functions electronically". SIEI should transfer requests of citizens to the departmental information systems of the state agencies which are responsible for providing these services connected to it. And in the opposite direction - to tell to the uniform portal data after their processing in departmental ICs and information on the course of accomplishment of requests.
Unsuccessful attempts
Start SIEI - not the first attempt to create such segment for exchange of electronic documents between departments. Earlier based on federal state unitary enterprise Scientific Research Institute Voskhod the All-Russian State Information Centre (ARSIC) was already created. For its start in December, 2007 by the Prime Minister Victor Zubkov signed similar governmental decree No. 931. According to OGITs of the expert, well familiar with work, who wished to remain anonymous as of September, 2010 the center is taken out of service. "Any practices of OGITs in a newly created system are not used, - he says CNews. - The total costs of creation of the center made about 600 million rubles"
That at design of a new interdepartmental segment experience of the similar Moscow solution was used, Roman Kruglyakov, the technical director of the company Armada, participating in his creation knows. "De facto during the work of the federal portal of state services SIEIs it was used for connection of departments to federal infrastructure of the electronic government since launch of a personal account of the portal in April, 2010, but de jure right now there was a document defining rules of work with this system. The appeared resolution sets the status federal SIEI, officially sets the standard of architecture".
Disgraced OGITs was developed by Voskhod still when the institute was subordinated to already abolished Federal agency on IT (FAIT). Scandal of summer of 2009 when Voskhod did not agree with a victory of "Open technologies" was connected with an interdepartmental segment and SIEI appealed against results of tenders for service. By means of security officers Voskhod managed to reserve these works, however then the Ministry of Telecom and Mass Communications at first reassigned institute from FAIT directly to itself, and then transferred works on creation of the electronic government to Rostelecom.
Principal components
By request of the ministry infrastructure SIEI was constructed by uniform operator "Rostelecom". But to the planned term neither federal authorities, nor regions were ready to interact through it. As a result entry into force of article of the law on prohibition of the requirement of references was decided to transfer. October, 2011, for the regional authorities — became July, 2012 new term for federal bodies.
The new deadline which for regions practically matched the next change of a command of Ministry of Communications was also broken. The situation was complicated also by the fact that with leaving of the old management the ministry almost in full strength (about 40 people) the staff of department which was engaged in the SIEI project left. Nikolai Nikiforov who held a post of the head of the Ministry of Telecom and Mass Communications had to form a team from scratch on what some more months left.
In fact, for July 1, 2012 when Article 210-FZ about prohibition of the requirement of documents at citizens became effective, a system did not work — Alexey Kozyrev, since November, 2012 — the director of the department of the electronic government of the Ministry of Telecom and Mass Communications and the head of project office SIEI said. Infrastructure was created, but as to use it, nobody understood. The main complexity of the project, according to Kozyrev, was that when system infrastructure was under construction, the specific questions connected with its scale and with an order of interaction of the distributed users were not considered.
In Russia more than 24 thousand local government authorities which participate in interdepartmental interaction, plus federal bodies. It is the huge system including thousands of users. At the same time it is impossible to tell that it is the system of the class enterprise. A system differs from those which are created in the large commercial organizations living on vertically standardized processes. In regions and in federal agencies both the regulatory base, and business processes considerably differ".
Physically SIEI represents set of 84 nodes — the integration buses based on Oracle placed in DPCs of Rostelecom. One SIEI node is used by federal authorities, and on one — 83 regions. Local information systems (financial, medical, statistical, etc.), portals of state services, a unified identification and authentication system, certification center, the system of the normative reference information and other components are connected to each regional node.
Thus, by means of SIEI numerous federal and regional information systems are integrated among themselves. At the same time each point of integration is the separate mini-project. In order that all system worked steadily, it is necessary that all these systems did not contradict each other and correctly interacted among themselves, Alexey Kozyrev tells.
The service-oriented architecture SIEI assumes that the supplier of data (both the federal authority, and the region can act as it) displays through the system in this bus a certain electronic service which at the correct request of data correctly issues them. And the consumer of data (also the region or federal body) through the system integrates the adapter which is able to request correctly data into the bus and to receive the answer.
In itself SIEI, in fact, is not a system. It is such state closed network, some kind of state Internet to which different resources are connected. What more than such resources it will be connected by and what bigger functionality they will have, especially the system of the state back office will be functional.
