Biography
Vladimir Averbakh was born in 1972.
Education
In 1996 with difference Voronezh state university the master of physics in computer the "Physics of Modern Radio-electronic Technologies (Electronic Engineer)" direction ended with degree.
In 2003 defended the master's thesis at the Voronezh Research Institute of Communication (VRIC) and received degree of Candidate of Technical Sciences.
Career
From October, 1996 to July, 2003 worked in department of systems analysis of VNIIS as the research associate.
From July, 2003 to February, 2005 headed laboratory of special radio electronics of LLC NPF Geyzer.
From February, 2005 to July, 2007 worked as the head of group on implementation of the systems of operational support in department of professional services of Lucent Technologies (Alcatel-Lucent).
From July, 2007 to October, 2010 worked as the managing consultant of Capgemini Consulting company where directed complex projects and programs for implementation of business processes and information technologies in international banks. Afterwards founded the consulting company Averbakh Consulting where worked as the CEO till January, 2013.
Since February 4, 2013 Vladimir Averbakh worked in Ministry of Telecom and Mass Communications Russia as the associate director of Development department of the electronic government.
In December, 2013 Ministry of Telecom and Mass Communications of the Russian Federation announced Vladimir Averbakh's appointment to a position of the director of the department of development electronic government. Questions of providing state policy on application of the information technologies (IT) for sale of mechanisms of rendering the public and municipal services in electronic form entered a circle of its fundamental obligations. The department is responsible for development, implementation and operation of the channels and systems entering infrastructure of the electronic government such as uniform portal of public services system of interdepartmental electronic interaction, single system of identification and authentications.
In September, 2018 left a post of the director of the department of development of the electronic government in the Ministry of Telecom and Mass Communications. From this duty he was released by Alexey Gorobtsov.
In November, 2018 Vladimir Averbakh passed into Sberbank to a position of the managing director in Management of development of competences in a research of data. In this position of Averbakh the first deputy chairman of the board of Sberbank Alexander Vedyakhin who performs management and coordination of activity of Management of development of competences in a research of data and several more divisions of bank supervises.[1]
