Ministry of Culture of the Russian Federation (Parus Budget 8)

The project on development of the complex automated a system (CAS) based on software "PARUS-the Budget 8" in Department of economy and finance of the Ministry of Culture of the Russian Federation since 2008 is implemented by the general dealer of corporation – Sovintekh LLC. The structure of an end-to-end automated system includes the following modules: "Accounting", "Payroll", "Central logistics", "Data of the reporting. Center of accounting", service "On-line codes".

KAS of the Ministry of Culture allows:

• provide preparation, collecting and data of the reporting from 200 subordinated organizations using WEB ACCESS;
• provide control of performance of government contracts according to federal target programs;

make loading and hands-off processing of treasurer notifications and account schedules, statements from the personal account, with automatic filling of the appropriate accounting sections and dictionaries of a system;

• provide control and accounting of the mortgage amounts of ensuring the tenders and public contracts deposited to account the ministries in the section of a system and timely return of the mortgage amounts upon the demand of participants of tenders;
• provide control and accounting of the issued distribution certificates and payment of licensing fee;
• provide information exchange with the adjacent systems of third-party producers, such as: 1C, Taxcom, Oasis.

Thanks to implementation of KAS the Ministry of Culture of the Russian Federation is reached:

• reduction of material and time expenditure when collecting the reporting from subordinated structures due to simplification and adaptation of process of remote preparation of the reporting using WEB TECHNOLOGIES online;
• control of the actual and cash execution of the federal budget is organized;
• accounting of distribution certificates is organized.

In the nearest future it is planned:

• expansion of functionality of KAS of the Ministry of Culture of the Russian Federation regarding accounting of interbudget transfers by final receivers;
• the organization of accounting of calculations for mobile communication by personal accounts of subscribers;
• optimization of accounting and monitoring of data on the signed public contracts.
