The MO electronic storage FAS contains 600 thousand documents and 60 thousand video protocols of court sessions

On October 18, 2011 in ELAR corporation the scientific and practical seminar on the subject "Electronic Storage of Documents of Court" took place. Among principal themes of an action there is a synthesis of the existing practice of creation of electronic storages of documents in courts.

Representatives of courts of law and administrative courts took part in work of a seminar. Due to growth of volume of documents of legal proceedings, the greatest interest of guests of an action was attracted by problems of translation of judicial acts in an electronic form and providing online access to electronic storage of documents. So, great interest of guests was attracted by demonstration of the model of a hardware and software system of electronic archive of Federal Arbitration court of the Moscow district. The MO electronic storage FAS contains all documents, necessary for work of judges, since 2006. It contains 600,000 documents and 60,000 video protocols of court sessions. Implementation of ELAR technologies provided to FASMO online access to information: several times the number of addressing judicial acts increased by each considered case (in comparison with number of appeals to paper archive till 2006). An opportunity to quickly obtain necessary information significantly increases quality of the made decisions and increases extent of uniform interpretation of laws.

Hvostov Alexey, the representative of the Ulyanovsk regional court where ELAR technologies are used for providing online access of judges, employees of the office of court and participants of process to the scanned versions of affairs of the first instance acted as the expert. "The system of electronic storage of affairs is extremely demanded. Several users at the same time can work with the same volume in electronic form, at the same time information can be easily copied in the new document that considerably accelerates and simplifies work of staff of court. There are certain methods of the protected information exchange between courts of law and world sections. Our court the first in Russia organized data access of district courts of area through direct connection to their bases. We are sure that implementation of ELAR technologies in district courts and on world sections will allow regional court to obtain by the same method data from their archives, considerably simplifying work of cassation and supervising instances".

Let's note that the subject of a seminar was selected not accidentally - in December, 2010 the Russian President Dmitry Medvedev gave assignment to prepare offers on formation of a common information space and transfer of judicial archives in an electronic form. The projects on creation of electronic storages of documents implemented by ELAR corporation in the Vologda regional court, the Ulyanovsk regional court, the St. Petersburg city court, FAS of MO, the created sections of scanning of documents in more than 15 courts of Russia in many respects anticipated order of the President.

Firsov Andrey, Moscow regional court: "We cooperate with "ELAR" long ago. For us the most priority task – digitization of archives of courts. Volumes also put much, work rather routine and volume. Volumes are non-standard, to inserts, in some the stitching requires very careful attitude. For this purpose very much the scanners offered by the company approach".

Safin Adel, Ministry of Justice of the Republic of Tatarstan: "Developments of "ELAR" solve problems, relevant for us, in particular, transfer of archives in an electronic form. Information technology implementation in this area would allow us to resolve quicker many issues".
