Specialists of the Nizhny Novgorod branch of 1C-Rarus company completed the first stage of an implementation project of a system "1C: Management of project organization 8" on JSC OKBM Afrikantov. In uniform information base 850 employees from more than 100 divisions of the enterprise work. A new system allowed to prepare timely the corporate reporting according to requirements and account policy of Rosatom State Corporation, to keep tax accounting, including difficult calculation of the VAT, to prepare balance and other regulated reporting. The foundation for the following queue - start of management subsystems is laid by projects.

JSC Experimental Design Bureau of Mechanical Engineering of I.I. Afrikantov (JSC OKBM Afrikantov) – one of the leading design enterprises of atomic mechanical engineering. The enterprise owns advanced technologies and a know-how, takes the leading positions in creation of a utilities equipment - reactors of different type and appointment, the heat-generating assemblies and fissile regions of reactors, pumps of different type and gas blowers. The number of employees totals 4,000 people, including - more than 1300 specialists designers, technologists and testers.

The enterprise for decades is engaged in accomplishment of the most difficult state orders. Locating own research, experimental and production base, JSC OKBM Afrikantov can one-time implement up to ten different projects.

With development of the enterprise and also the increased requirements from Rosatom State Corporation to the provided reporting, including under separate projects, need for qualitatively new automation system which would allow to increase the accuracy of assessment of the project budget, product quality and terms of accomplishment ripened.

At assessment of automated systems the functional complexity – connection with accounting, budgeting and other subsystems having basic value for activity of the enterprise in general was called one of important criteria. A choice was made for benefit of a system "by 1C: Management of project organization 8", focused on control automation in the project organizations.

For achievement of the main task of the project it was necessary to create the single accounting system that was not because of use of separate information systems earlier. It was important that all data would be entered in places of emergence – in each of divisions - for operational consolidation into accounting and further use for the purpose of the analysis, planning and forecasting.

Automation of accounting and tax accounting, difficult and labor-consuming calculations, such as cost accounting and VAT, the reportings (as regulated and necessary for acceptance of management decisions) became a priority.

For project implementation in the territory of JSC OKBM Afrikantov the project office was created and specialists of the Nizhny Novgorod branch of 1C-Rarus company are invited. The project was preceded by the consulting works implemented together with department of methodology of OKBM Afrikantov and third-party consultants. This approach to implementation allowed to provide gradual involvement in the project of IT specialists of the enterprise with the subsequent transfer of a system to them on maintenance.

Joint work of employees "Afrikantov's OKBM" and 1C-Rarus on development of uniform methodology of accounting was implemented, new internal organizational documents (regulations, orders) are accepted in work.

As the purposes of the first stage of the project were designated:

  • Quality improvement and efficiency of accounting and tax accounting, creation of the single accounting system.
  • Optimization of difficult and labor-consuming calculations of the VAT and product cost.
  • Simplification of processes of preparation of the regulated and management reporting, including in Rosatom State Corporation.

1C-Rarus was performed by specialists data transfer from the former accounting systems. Possibilities of the 1C:Enterprise 8 platform allowed timely and regular means to resolve system performance issues with a growth of number of active connections.

As a result of the first stage of the project in uniform information base 850 users work, for each group user rights are configured.

A new system allowed to reduce the volume of manual accounting work considerably. Now primary documents are created in places of their emergence – in each of structural divisions. As a result – accuracy of the data is raised, time of accountants for the analysis of the arriving information is released.

Formation of the regulated reporting and also internal financial statements became simpler and accelerated. More than 600 reports, about 100 printed forms allowing to prepare quickly the reporting in external regulatory authorities are created.

As a result of joint work of specialists 1C-Rarus with the staff of services "OKBM Afrikantov" are solved the following tasks:

    • 1. Conducting accounting and tax accounting according to requirements of the legislation and standards of Rosatom State Corporation is automated.
    • 2. The efficiency of obtaining information on accounting data on income and costs of structural divisions of the enterprise is increased.
    • 3. Calculation of the VAT, the property tax, on profit, a transport tax is optimized.
    • 4. Thanks to uniform methodology of accounting the quality of credentials is increased
    • 5. The system of adjustments in accounting and tax accounting according to PBU 7/98 and 18/02 is automated.
    • 6. Transition to the Unified Plan of accounts of Rosatom State Corporation is performed, the user instructions are developed.
    • 7. Accuracy of settlement with partners is increased, processes of work with creditor and debit debts are optimized.
    • 8. Handmade volume is reduced, labor productivity of staff of structural divisions is increased.
    • 9. Information base for start of management subsystems is prepared by resources and projects.

Implementation Results:

  • 1. The scalable information system of accounting and tax accounting on the basis of which it is going to automate industry circuits of the enterprise further is created
  • 2. Speed of preparation of the regulated reporting according to requirements of the legislation is twice increased. Now closing of the period happens for the 7th working day of the month following reporting.
  • 3. Process of preparation and providing the corporate reporting in Rosatom State Corporation is accelerated. Reports of a corporate packet - "Form of Data Collection" (FDC) - form automatically and represent account correspondence with detailing on different analytics.
  • 4. Accuracy of the data, the management decisions used by the management for acceptance is raised.

Alexandrov Dmitry Vladimirovich, the associate director on financial and economic problems of JSC OKBM Afrikantov, - "Initiating an implementation project, at the first stage we put the main task timely, operational and high-quality accomplishment of obligations to the head company. For this purpose we had not just to implement the new accounting system, but also to develop accounting methodology at the enterprise. A new system allows to obtain summary information on all our projects, budgets, gives the chance to provide exact data on the done work. We consider this stage of the project successful. Shishkin Evgeny Aleksandrovich, the associate director on system implementation of enterprise management of JSC OKBM Afrikantov, – "Operational obtaining reliable information was a project objective. Today because data are entered in places of their emergence, we have a possibility of the detailed analysis of indicators on each section of activity and also planning of further work on all directions. Netronin Ilya Viktorovich, the Head of department of development and deployment of the integrated enterprise management system of JSC OKBM Afrikantov, – "An implementation project allowed to bring the used IT technologies to qualitatively new level. If earlier for obtaining desirable reports, digits considerable completions of the used automated systems, manual transactions and long data transfers between bases were required, then now everything is solved automatically and in one system".
