Deployment of an end-to-end information system of municipal entities in the Ivanovo region is complete

The Keysystems company within creation of a common information space of municipal entities of the Ivanovo region carries out works on implementation of the Municipal Self-government SMART PC according to federal law No. 131-FZ "About the general principles of the organization of local government in the Russian Federation".

The software package "MSU-SMART" integrated with the management system for budget process of "Budget-CS" applied in the area and the system of collecting of the budget reporting "Svod-WEB" ensures collective functioning of users in real time that allows to apply software modules in any divisions of bodies and territorial subdivisions of administration of municipal entities of the Ivanovo region. At the same time the solution of Keysystems contains the built-in mechanisms of monitoring and control allowing to estimate quality of work and execution of powers by authorities and on places online.

Project implementation on complex automation of municipal level will allow the Ivanovo region:

• provide all municipal entities of area with the reliable tool for accounting of personal subsidiary farms, executions of the delegated powers (military accounting, passport and visa accounting, etc.) and works with the population (maintaining different social registers, registration and processing of addresses, issue of references and statements);
• it is effective to organize process of rendering the public and municipal services in electronic form;
• implement interdepartmental, structural and inter-level electronic interaction of local government authorities, public authorities and federal agencies;
• plan the tax capacity of municipal entities and organize purposeful work on increase in a taxable basis and attraction of an additional income in local budgets.

In the nearest future it is going to perform start of the Municipal Self-government SMART PC in commercial operation. As show the projects on automation of activity of local government authorities which are successfully implemented by Keysystems company in Kurgan, Lipetsk regions, the Republics of Sakha (Yakutia) and Chuvashia, implementation of this solution in the Ivanovo region will provide all municipalities with the effective information and technology tool for execution of the powers.

Result

The Keysystems company completed the works on creation of an end-to-end information system of municipal entities in the Ivanovo region based on the software package "Municipal Self-government SMART".

Now all municipalities of the Ivanovo region keep information account of the activity in the uniform regional database. Such approach provides structuring information resources, transparency of activity of municipal entities, and, above all – the effective organization of rendering the public and municipal services to the population in all territory of the Ivanovo region. It is especially relevant during the latest events: the government commission on information technology implementation in activity of state agencies announced on July 1, 2012 a deadline for connection of regions and municipalities to the system of interdepartmental electronic interaction.

In general, project implementation on complex automation of municipal level of the Ivanovo region allows:

• implement interdepartmental, structural and inter-level electronic interaction of local government authorities, public authorities and federal agencies;
• it is effective to organize process of rendering the public and municipal services in electronic form;
• provide all municipal entities of area with the reliable tool for accounting of personal subsidiary farms, execution of the delegated powers (primary military accounting, registration accounting of citizens at the place of residence / in the place of stay, etc.) and works with the population (maintaining different social registers, registration and processing of addresses, issue of references and statements).

Opinion

The governor of the Ivanovo region Mikhail Men noted that project implementation promotes systematization of work on increase in a taxable basis: "It is the real tool for municipal administrations on formation of an additional taxable basis and attraction of financial resources in development of the municipalities".
