Electronic budget

The modern world is characterized by accelerating integration processes. The budget system, Russia following global trends, has recently begun to operate with such a concept as "electronic budget." The first problem faced by the developers of the "electronic budget" in the regions is the creation of a full-fledged regulatory framework for organizing electronic interaction between various departments and institutions. Interaction regulations, quality standards are all the basis for creating an "electronic budget." Keysystems have practical experience in developing relevant regulatory documents. The second task is the technical re-equipment and equalization of the information and technical level of interacting authorities and institutions. The next step towards the creation of an "electronic budget" is the integration of budget execution processes and state (municipal procurement). In turn, the integration of WEB-Torgi-KS with the All-Russian Official Website (OOS) for bidding further expands the boundaries of the "electronic budget." The creation of a secure electronic document management electronic digital signature (EDS) is the most important task in building an "electronic budget." At the end of 2022, the revenue of Keysystems increased by 20.4% - to 1,719 million rubles (revenue from financial statements for 2021-2022 excluding VAT). In the ranking " TAdviser100: The largest IT companies in Russia 2023," such an indicator allowed the company to take 170 lines (70 lines of the list of applicants for inclusion in the number of the largest IT companies in Russia).

History

2021: Revenue growth by 5.5% to RUR 1,487 million

At the end of 2021, the revenue of Keysystems amounted to 1,487 million rubles, an increase of 5.5% compared to 2020, which allowed it to take 180th place in the ranking of TAdviser100: The largest IT companies in Russia 2022.

2020: Revenue - 1,410 million rubles

At the end of 2020, the revenue of Keysystems amounted to 1,410 million rubles.

Formation, conflict with Finservice

Once in the RVC SNS of Cheboksary, a commercial direction was opened, which was engaged in writing software for the territorial divisions of the Ministry of Finance of the Russian Federation. At that time, the time of saving money, it turned out to be a commercially successful project, because it earned money commensurate, or even more than those that the GNA allocated for the maintenance of its branch in Cheboksary. One of the competitors was the Moscow company "BFT" led by Mr. A.Yu. Popov.

When the leadership of the GNS decided to change the director of the RVC of Cheboksary, he organized the Finservice company in the hope of taking the commercial department under his wing, but the department decided to do otherwise - they organized their own company, Keysystems. The source texts of the programs remained in the RVC, but since the direction was not specialized, the RVC could not use them and continue to support the program. "Keysystems" at this time restored the source texts and patented them. The director of Finservice recruited new specialists and began to work on the possibility of returning the lost piece. Meanwhile, Keysystems began to work with the Ministry of Finance. Further, the connections of the director of Finservice gave the result, the Ministry of Finance held a competition in which Finservice was the winner. Then the source code of the Keysystems program was transferred to the Ministry of Finance, and then the customer of the Ministry of Finance transferred them to Finservice.

Then the working days began, when the new specialists of Finservice did not always cope with the support of the program and clients began to slowly return to the specialists of Keysystems. In those days, there was still no rigid centralization and customers were given the opportunity and means to work with those with whom it was convenient for them. The result was the collapse of Finservice, and Keysystems took most of their programmers for themselves.

Further, Mr. A.Yu. Popov leaves his commercial structure in the FC of the Russian Federation. After a while, a competition for software support is announced, which is won by OTR-2000 (according to the terms of the Case Keysystems competition, it was removed from it). Upon closer inspection, the employees of the company OTR-2000 turn out to be former employees of the company "BFT." Next comes the time for the transfer of the program from Keysystems to OTP- 2000, but not in emergency, but in more detail, and as soon as the company felt the strength to work independently, they said goodbye to Keysystems finally. By the way, when the company "OTR-2000" was drawn on the horizon at that time seemed unrealistically large and amounted to 20 million rubles, before that the contests fell within the range of 1-4 million rubles.

2011
