Transition to the civil service
He joined the civil service in 2004 as Deputy Director of the Department - Main Directorate of the Federal Treasury of the Ministry of Finance of Russia.
Since January 2005, he was appointed Deputy Head of the Federal Treasury.
February 28, 2011 appointed Director of the Department of Information Technologies and Communications of the Government of the Russian Federation. The key project he oversaw in this position was SMEV - a system of interdepartmental electronic interaction. It was supposed to unite all federal and regional power structures in order to exchange data, and save citizens from the need to provide information to government agencies, if this or that department can receive this information independently from its colleagues.

On May 25, 2012, immediately after the announcement of the new composition of the Russian government, it became known that Aleksei Popov left the post of director of the IT department of the Russian government. Transition to UEC
On August 6, 2012, TAdviser published a message that in August-September 2012, Aleksei Popov can be appointed head of UEC.
On August 15, 2012, Aleksei Popov himself confirmed to CNews that he was negotiating employment as president of UEC. The proposal, he said, came from the company's shareholders. The final decision will not be made until September, he added.
Speaking about the development plans of the company, Popov emphasized that his point of view did not change compared to the one that he adhered to while working in the government:
"Firstly, it is necessary to simplify for citizens the procedures related to the issuance and circulation of cards. To do this, it is absolutely necessary to unite the efforts of the authorized organization and Sberbank in 2012. Secondly, consider the issue of actively attracting a large number of banks. To comply with their interests, you need to consider the possibility of using various payment systems. Finally, the card itself is not needed if there are no services that can be obtained from it. This means that the UEC should be integrated into the project of electronic public services, and, possibly, act as the flagship of this area [1]
Popov's position regarding chips embedded in the card is also interesting. "A domestic chip is good, but the main thing is to ensure competition," he said. "The reserve for reducing the cost of cards due to this has not yet been exhausted."
One of the interlocutors of CNews associates a possible change in the leadership of UEC with dissatisfaction with the project of the head of Sberbank German Gref. The Bank is the controlling shareholder of OJSC UEC.
"Initially, UEC was conceived to promote the Sberbank payment system, PRO100 he says. "However, the federal authorized organization was too carried away by the formulation of the rules for joining banks, certification of authorized organizations in the constituent entities and did not do enough functionality directly."

Rumors of resignation from UEC and return to business
On August 13, 2015, the Kommersant newspaper, citing anonymous sources, reported that Aleksei Popov was leaving both UEC and Sberbank. His new place of work, according to Kommersant's information, is likely to be BFT, which is part of IBS[2].
