Naumen GPMS provides a full stroke of purchase management of Nizhny Tagil

The project on process automation of order placement on deliveries of goods and rendering services in the city of Nizhny Tagil is complete. Today the municipal automated complex (MAC) based on the product Naumen GPMS provides a full stroke of purchase management of the city, allowing to interact effectively to key participants of process. The contractor of the project – NAUMEN company, the customer – City administration Nizhny Tagil.

During the project more than 300 jobs in the municipal authorities and departments of Nizhny Tagil acting as customers – the main managers of budgetary funds (MMBF) and the receivers of budgetary funds (RBF) and also – as authorized body are automated.

With implementation of IAC "Order placement of the city of Nizhny Tagil" on the basis of the solution NAUMEN participants of process of purchases received convenient planning tools, carrying out and control of order placement on deliveries of goods, execution of works, rendering services for municipal needs. The procedure of carrying out purchases is performed in full accordance with requirements of the legislation of the Russian Federation.

Providing a full stroke of management of municipal purchases, the automated complex allows customers to create qualitatively the register of needs for the next financial year, to keep quarter scheduled plans of purchases, to make requests for order placement and to sign them with the electronic digital signature (EDS) for placement on the all-Russian website of purchases. For GRBS the possibility of document approval, the made PBS is implemented.

One of the non-standard tasks which are carried out by specialists of NAUMEN within the project is implementation of a possibility of approval by customers of the prices of the goods planned to purchase, works and services, including justification of the price set by them, with authorized body – the Management of the Municipal Order (MMO), structural division of the city administration exercising control of effective use of means of the local budget and non-budgetary sources of financing at order placement.

"These functions in IAC of the city of Nizhny Tagil were implemented before entering of the next changes into federal law No. 94 of the Federal Law according to which need of price monitoring and justification of the stated prices of steel for customers the mandatory requirement. Thus, the Nizhny Tagil customers were ready to new requirements of the law", – Vitaly Klyus, the head of department of the municipal order of City administration emphasized Nizhny Tagil.

Thanks to the tools which are available in IAC, control procedure of the prices is performed today by authorized body quickly and qualitatively. UMZ carries out expertize of the prices given monitoring provided by the customer as justification, and, on the basis of results of the carried-out analysis, agrees with the prices or rejects until complete elimination by the customer of notes at the price.

The possibility of maintaining in IAC of electronic document management with control of the status of documents and procedural terms increases transparency of all stages of the procedure of placement of the municipal order. Participants of process of purchases create documents – notifications, protocols, requests, etc., using ready templates. It simplifies preparation and execution of documents. The EDS is applied to protection of documents.

Collecting of requirements, planning, formation, placement and execution of the order in unified information environment along with minimization of errors excludes risk of data loss. At the same time consolidation of information in uniform base allows GRBS, PBS and UMZ to receive necessary reports on placement of the municipal order. The analysis of these reports gives the chance to participants of process better to plan and build forecasts.

IAC "Order placement of the city of Nizhny Tagil" based on the product Naumen GPMS is in a stage of commercial operation now. Within the project integration of IAC with the official website of the Russian Federation of zakupki.gov.ru is implemented. The relevance of the published information on the external portal of IAC http://zakupki.ntagil.org/ is maintained daily.
