Naumen GPMS – Purchase management

The information system "Naumen GPMS-Purchase management" is intended for the solution of the following tasks:

• automation of activities for placement and the publication of information (messages) about purchases for the state and municipal needs of the region, namely:
• process Open competition;
• process Quotation request;
• process Open auction;
• process "Public electronic auction".
• automation of activities for maintaining registers of the public and municipal contracts signed according to the results of order placement;
• automation of activities for control of placement on the Internet and publication in printed media of information on purchases for the state and municipal needs.

On September 5, 2016 on the basis of the decision of expert advice at the Ministry of Telecom and Mass Communications of the Russian Federation Naumen GPMS are added to the register of programs for electronic computers and databases (the register of the Russian software) "there is Purchase management" and "Naumen Electronic marketplace".

Naumen GPMS provides automation of a cycle of purchase management: from collecting of requirements, formation of the purchase plan, approval of requests for order placement before order placement and tendering and also, registration of data on contracts, agreements and control of execution of contract commitments. At the expense of the developed integration systems capabilities close interaction with the official website of the Russian Federation (OCC, zakupki.gov.ru), the Unified Information System (UIS), budgeting systems and accounting and also, with different third-party electronic platforms is provided. Successful experience of long-term operation of a system is available for many state and municipal authorities, including the Government of Sverdlovsk region, the Ministry of competition policy of the Kaluga region, Department of economy of the Oryol region, City administration of Nizhny Tagil, the Administration of Saint Petersburg.

Based on developments of NAUMEN are created and successfully modern electronic marketplaces SetOnline, VladZakupki (CFD), Sakhaeltorg (Yakutia), BashZakaz (Bashkiria), Etpzakupki.tatar (Tatarstan), and others, become the first regional electronic trading systems in the territory for the organization and carrying out purchases electronically according to regulations 223-FZ and also for implementation of purchases for own needs by business companies work.
