The treasury will invest 400 million rubles in software for complex security

At the end of April, 2016 the Federal Treasury announced^[1] on delivery of licenses of a system of integrated management of security "CUBE". The maximum price of the contract is 400 million rubles. In May, 2016 the contractor on this purchase selected Informzashita company.

"CUBE" allows to manage access rights to information systems and processes of their approval and also to provide security problem solving: control observance of policy of cybersecurity and reveal unauthorized changes of settings of information systems in real time. The present possibility is put at the level of a solution architecture. Besides, a system stores the complete history of all changes of access rights that solves a problem of investigation of the arisen incidents connected with cybersecurity. In addition to fixed functions of the systems of the class, in "CUBE" such functionality as object management of a public key infrastructure, by hardware-software configurations, management of network access in corporate information systems is implemented.

Based on "CUBE" the system of approval and access control in "The electronic budget" (a management system for public finance) is created, follows from documentation to purchase. The first purchase of the licenses "KUB" took place in 2013: then they were purchased on 1000 users for carrying out trial operation. Within the current purchase department is going to buy software on unlimited number of users.

Due to the planned transfer to commercial operation and the beginning of works on connection of users to the Electronic Budget system acquisition of the license for an unlimited number of users on software of the KUB system is obviously necessary, - the purchase purpose proves Treasury.

Use of equivalent software is not allowed "according to technical system architecture "The electronic budget" and need of ensuring compatibility", said in terms of reference.

Services in transfer of the non-exclusive rights to software should be rendered within 45 days from the moment of signing of the government contract.

In requirements to the supplier makes a reservation that the Turkish company which is under jurisdiction of Turkey and also the organizations controlled by this country and the organizations which are under its jurisdiction according to the order of the government issued in December, 2015 cannot act as like that.

In addition to Federal Treasury the KUB system is implemented, for example, in the Russian Railway, Central office of the Central bank for the Vologda region,FSB of Russia,AFK "Sistema".
