Naumen GPMS manages state procurements of St. Petersburg

The project on upgrade of automated information system of the state order (AIS GZ) of St. Petersburg is complete. The project is executed based on the software solution Naumen GPMS. Implementation of the new management tool purchases allowed to optimize process of maintenance of a system and to provide efficiency of placement of state orders. Contractors of the project – NAUMEN company and St. Petersburg SUE Information and Methodical Center (SPb SUE IMTs).

SUE IMTs, the project orderer, specializes in area of comprehensive support of the sphere of the public and municipal procurements, including activities for software development, ensuring technical assistance to the state customers of the region, publishing house of information and methodical materials.

The IMTs priority direction is maintenance and development of the AIS GZ of the city of St. Petersburg which users are the main managers and receivers of budgetary funds (GRBS and PBS) acting as customers. Having started this activity in 2007, IMTs faced a number of the problems connected with the architecture which was available at that time systems with its limited opportunities for development and integration with other systems.

For work with the AIS installation on jobs of users of a special application – the automated workplace of the user was required. Maintenance of this system at a large number of users required considerable costs. In addition to architectural problems there was a complexity of completion of a system as access to source codes AIS for development team of IMTs was limited. Besides, in connection with creation of the official website of the Russian Federation of purchases (OOS) and introduction of requirements for obligatory placement of orders by regions on this resource, the need for integration of the AIS GZ of St. Petersburg with federal platforms of purchases appeared. For implementation of this task use of the web technologies allowing to implement interaction between the AIS GZ and OOS was an optimal solution.

Thus, the large-scale upgrade of the AIS GZ directed to the solution of the following tasks became a main goal of the project: replacement of obsolete architecture of the AIS GZ by technology with Internet access to functions of a system from any point; obtaining source codes of a system and right of their change; the organization of groups of development, training and call processing for operational release, implementation and support of changes of the AIS GZ of St. Petersburg.

As the technology partner and the supplier of the software solution the project orderer selected NAUMEN company which offer was the first in criterion price/quality. In addition to delivery of a product of own development – Naumen GPMS tested and which well proved in the Sverdlovsk and Oryol regions, the developer was ready to provide source codes of a system and also – to train the staff of IMTs in work with a system.

During the project specialists of NAUMEN executed completion of the solution Naumen GPMS according to project tasks. For order placement quality improvement special attention was paid to such AIS functions as: planning of the state order, control of limits of budget commitments, integration with information systems of treasury of the city. After deployment of new software and data migration trial operation of a system was carried out.

Thanks to the procedure of data migration transition to a new system was painless for the users who saved an opportunity for work with information which is earlier entered into a system. Specialists of NAUMEN in a short time provided training in work with the system of employees of IMTs – developers, implementation and support engineers, operators of technical support service of users. Including employees of GRBS And PBS, specialists of IMTs conducted training of end users independently. Today the total quantity of users of a system makes more than 7000 people.

Developers and specialists of departments of implementation and support of IMTs daily set the gained knowledge in practice: together with the NAUMEN command make changes in the AIS GZ function for compliance to new requirements of the legislation, increase in convenience of using and maintenance of a system.

At the same time, replacement of architecture of the "fat" client by the web focused Naumen GPMS technology allows us quickly and to qualitatively service users whose number for the last year increased almost by 3000 and makes more than 7000 people now".

Now works on development of new components of the AIS GZ of St. Petersburg for management of the register target to programs (RTP) and the targeted investment programs (TIP) are conducted. Both components will be completely integrated into structure of the AIS GZ. The RTsP management tool is intended for planning and execution of long-term target programs and carrying out analytical work on the history of development of stages of formation and change of target programs. The full stroke of work with RTsP is subject to automation: from formation of the concept of the target program before execution and providing the reporting by customers – coordinators of RTsP. Means for process automation of formation, adjustment, distribution of financing, a statement and also execution of investment programs of St. Petersburg are provided in the module of management of AIP.
