Russian legal academy of the Ministry of Justice of the Russian Federation (BIT: Settlings with students)

The expert center on work with educational institutions of 1C: Accounting and Trade company (BIT) completed transfer to programs of the 1C:Enterprise 8 system of the Russian legal academy of the Ministry of Justice of the Russian Federation which is one of the leading legal universities of the country. 1C: Budget Institution Accounting 8 program and also specialized solutions "BIT: Management of finance of public institution" and "BIT: Settlings with students" provided accounting by the new legislation, accounting of paid educational services and control of payment of training in 2500 pupils, effective management of finance of academy. In a system 20 users work.

The Russian legal academy of the Ministry of Justice of the Russian Federation was created in 1970 (the initial name – All-Union institute of improvement of workers of justice) and today is one of the leading legal universities of Russia. Now training takes place in academy at three faculties: legal, faculty of life-long education, faculty of advanced training. The university has 14 branches in the different cities, all in academy more than 17000 students, over 3000 – in Moscow study. From the moment of creation of academy by her graduates there were over 5000 specialists for bodies and organizations of justice and other bodies.

Account of academy within several years was kept in programs of the 1C: Enterprise 7.7 system. The decision on transition to the new version of the platform of 1C was made in connection with change of the legislation for public institutions and also need to automate financial accounting of university. The functionality of solutions on the 1C:Enterprise 8 platform completely corresponds to tasks of university, besides, accountant officers already had a solid experience with 1C that simplified implementation. The project was charged to Expert center on work with educational institutions of BIT company with which the Russian legal academy cooperates since 2001.

The project objective determined creation of the reliable system allowing to control performance of agreements and estimates, to keep account and calculations according to the new legislation for public institutions.

Transition is executed in 3 weeks, now in a system 20 users work. Based on the 1C: Budget Institution Accounting 8 program and also specialized solutions "BIT: Management of finance of public institution" and "BIT: Settlings with students" are automated the following tasks:

• Formation of the regulated reporting;
• Accounting of the received limits of budget commitments;
• Accounting more than 7 thousand units of fixed assets and 6 thousand units of material stocks;
• Accounting of means and obligations in rubles and in foreign currency;
• Formation of budgets of organization by KPS, KEK, scenarios, the centers of the financial responsibility and other cuts of accounting of budgeting with a possibility of adding of an unlimited number of analytical cuts;
• Centralized operation by payments;
• Accounting of the public (municipal) contracts and other agreements which are subject to execution at the expense of budgetary funds and means from revenue-producing activities;
• Control of execution of purchases;
• Planning of income and expenses, reporting for the analysis and acceptance of management decisions, including the budget report, plan-fact cash flow analysis, performance of agreements;
• Accounting of settlings with more than 2500 students, control of timeliness of payment of training, etc.

Project Results:

• Accounting by the new chart of accounts is automated, the reporting is prepared according to requirements and provisions of the existing regulating documents for accounting of public institutions of the Ministry of Finance of the Russian Federation, Federal Treasury;
• Thanks to automation of planning and income-expenditure analysis up-to-date financial information is always available to the management of university, control of not exceeding of limits of budget commitments became simpler;
• Control of purchases is automated taking into account different methods, stipulated by the legislation. At the amount of purchase of quarter of goods or services of one group to 100 thousand rubles organization can independently sign the agreement and pay the bill, at the amount from 100 to 500 thousand rubles for suppliers the quotation request, and over 500 thousand rubles – tender or an auction will be organized. A system allows to control the amount of the signed agreements by nomenclature groups, depending on this amount the purchase method is defined. It is quickly possible to obtain expense data, income, balance that made more effective financial planning and control of use of budgetary funds;
• Transparent accounting of settlings with students allowed to simplify control of a timely payment receipt of training and to reduce the volume of debts.
